" <br />THE REPORT INDICATED THAT A CONSIDERABLE PORTION Of THE CONGESTION WAS CAUSED BY TRAffiC <br />DESIRING TO TURN Off Of JEffERSON STREET ONTO 6TH AVENUE OR 7TH AVENUE AND THAT SUCH <br />CARS DESIRING TO TURN WERE BLOCKING THROUGH TRAffiC. SUCH DELAY tAN UNDOUBT~DLY CAUSE <br />MOTORISTS TO TAKE UNNECES~ARY CHANCES AND ADD TO THE AdclDENT RATE:6f THESE ~~TERSEC- <br />TIO~S. DESIGNATION Of HIGH STREET AS A THROUGH STREET FROM 6TH AVENUE TO CHESHIRE STREET - <br />THE' TRAffiC ENGINEER INDICATED THAT DRIVER5- ARE USING ,HIGH STREET 'AS A THROUGHSTRE'ET <br />fROM ,5TH A.VENUE NORlH AND -THAT CERTAI N 51 DE STREETS ARE NOt SI GNED AS "S'TOp1' STREETS <br />AND THAT TRAffiC ON HIGH STREET IS NOT YIELDING THE RIGHT-Of-WAY TO SUCH CROSS STREETS. <br />To ALLEVIATE THE SITUATION IT WAS RECOMMENDED THAT "STOP" SIGNS BE INSTALLED STOPPING <br />ALL TRAff':C EAST BOUND" AND WEST BOUND BEfORE SUCH TRAffiC ENTERS HIGH STREET fROM 6TH <br />AVENUE TO CHESHIRE STREET. THE COMM)TTEE RECOMMENDED C~NCURRENCE IN THE RECOMMENDATION' <br />Of THE TRAffiC ENGINEER. <br /> <br />I <br /> <br />9. DI~CUSSIOW REGARDING MOV.~G Of LO~DIN~ ZONE' lOCATED ON O~I~E STREET'~ETWEEN 8TH AVENUE <br />AND BROADWAY - IT WAS EXPLAINED THAT CURRENTLY THERE ARE fOUR SHORT TIME METERS LO- <br />CATED ON 'THE EAST SI DE Of OLl VE STREET BETWEE'N8TH 'AVENUE AND BROADWAY AND"NO SHORT <br />TIME'METERS ON THE WEST SIDE Of THE STREET. I'T IS THE' PRACTICE fOR DELIVERY PEOPLE <br />TO JAYWALi<,ACROSS THE STREET ,AT THI S I NTERSECT! ON AND'I TWAS RECOMMENDEDTH'AT ONE' Of <br />THE SHORT 'TIME METERS BE RELOCATED O~ THE WEST SIDE Of THE STREET WHICH WOULD ALLEVIATE <br />THE PROBLEM'. <br /> <br />To ACCOMPLISH THIS, IT WAS RECOMMENDED THAT METER #122 BE CHANGED fROM A 24 MINUTE <br />PENNY/NI.CKEL MACHI NE TO A .60 MI NUTE NI CKEL ONLY MACHI NE AND THAT METER #137 'BE CHANGED <br />fROM ~,60 MINUTtNICKEL ONLY MACHINE TO A 12 MINUTE PENNY ONLY LOADING tONE MACHINE. <br />THE COMMITTEE RECOMMENDED CONCURRENCE IN THE RECOMMENDATI'ON Of THE TRAffiC ENGINEER. <br /> <br />e <br /> <br />10. DISCUSSION REGARDING POSSIBILITY Of CHANGES IN THE CLOS'ING OUT SALES ORIDNANCE - THE <br />CITY ATTORNEY INDICATED THAT HE HAD RECEIVED A REQUEST fROM MERCHANTS IN THE CITY TO <br />EXPLORE THE POSSIBILITY Of R-ESTUDYING AND REWRITING THE ORDINANCE GOVERNING CLOSING <br />OUT SALES WITHIN THE CITY LIMITS. HE REQUESTED THAT THE COMMITTEE GIVE THEIR OPINION <br />AS TO WHETHER ~R NOT THEY WISH THIS ORDINANCE EXPLORED. fURTHER. <br /> <br />No fORMAL ACTION WAS TAKEN WITH RESPECT TO ~HE REQUEST BUT IT WAS ~HE CONSENSUS Of <br />THE COMMITTEE THAT THE CITY ATTORNEY SHOULD EXPLORE THE POSSIBILITY Of REDEFINING <br />AND REWRITING THE ORDINANCE GOVERNING CLOSING OUT SALES. <br /> <br />IT WAS MOVED BY MR.
