IN PREPARING <br /> PLANS, MINIMUM FLOOR AREAS ON A PER CAPITA BASIS WERE TAKEN INTO CONSIDERA- <br /> TION. SEATING ON A PER CAPITA BASIS WAS LIKEWISE CONSIDERED AS WERE THE <br /> REQUIREMENTS OF THE AMERICAN LIBRARY ASSOCIATION FOR STACK SPACE FOR TWO <br /> VOLUMES PER CAPITA. THESE ITEMS WERE CONSIDERED ON TODAY'S POPULATION AND <br /> ALSO ON A POPULATION PRESUMED IN 1977 AND THE PRELIMINARY PLAN EITHER MEETS <br /> OR CLOSELY MEETS THESE REQUIREMENTS FOR THE PRESENT AS WELL AS THE TWENTY <br /> YEAR POTENTIAL AS ENVISIONED AT THIS TIME. <br /> e IT WAS EXP.LAINED THAT THE fLOOR PLAN AS PROPOSED IN THE PRELIMINARY PLANS <br /> WAS DESIGNED TO HAVE A CHILDREN'S LIBRARY ON THE MAIN fLOOR, THE TECHNICAL <br /> PROCESSING AREA ON.THE MAIN FLOOR AND THE ADULT AREA ON THE MAIN,FLOOR. <br /> ROOM FOR EXPANSION WOULD BE TO THE BASEMENT FOR A STACK AREA AND TO THE <br /> SECOND FLOOR FOR THE TECHNICAL PROCESSING AREA. <br /> I THE STAFF AREA HAS BEEN SO DESIGNED THAT THE REMAINDER OF THE LIBRARY COULD <br /> fLOW AROUND IT THUS DECREASING THE POTENTIAL NUMBER OF PERSONNEL NECESSARY <br /> TO STAFF THE LIBRARY. <br /> EXPANSION ROOM HAS BEEN ALLOWED TO THE WEST.FOR POTENTIAL:FUTURE ADDITION <br /> TO THE STRUCTURE AND ALSO IS POSSIBLE ON THE SECOND FLOOR AS THE STRUCTURE <br /> IS SO DESIGNED TO ALLOW FOR ADDITION AT THIS LEVEL. <br /> A FUTURE TECHNICAL PROCESS WORK AREA ON THE SECOND FLOOR WILL PROBABLY RE-. <br /> MAIN UNFINISHED AS WELL AS THE BASEMENT STACK AREA, BUT THE BASIC UTILITIES <br /> WILL BE FURNISHED TO THESE AREAS SO THAT fUTURE COMPLETION CAN BE DONE AT <br /> MINIMUM EXPENSE. BOTH SUCH AREAS WOULD BE USABLE NOW. FOR STORAGE AREAS. <br /> THE PLOT PLAN.OR SITE PLAN ENVISIONS~THE LOCATION OF THE LIBRARY ON THE <br /> PROPERTY LINE TO~THE SOUTH WITH EXTERIOR PLANTtNGS TO THE EAST AND NORTH <br /> AND PARKING TO THE WEST. LIGHTING WOULD BE NORTH AND EAST EXCEPT FOR THE <br /> TECHNICAL PROCESS AREAS WHICH WOULD BE LIGHTED FROM THE WEST. <br /> MATERIAL ENVISIONED JS REtNFORCED CONCRETE WITH AIBRICK VENEER, CONCRETE <br /> FLOORS AND SOME EXTERIOR USE OF GLAZED TERRA COTTA TILE. ELECTRICAL HEAT- <br /> ING IS UNDER STUDY BUT NO FINAL DETERMINATION AS TO RELATIVE COST OF <br /> ELECTRIC HEAT VERSUS OIL HEAT HAD BEEN MADE. <br /> IT WAS INDICATED THAT THE ANTICIPATED LIFE OF THE BUILDING SHOULD BE 50 TO <br /> I 60 YEARS AND ITS POTENTIAL CONSTRUCTION COST IS APPROXIMATELY $455,000. <br /> THE LIBRARY BOARD INDICATED THEY HAD ACCEPTED THE PRELIMINARY PLANS. THE <br /> MEMBERS OF THE COUNCIL PRESENT INDICATED THEY WISHED TO SEE A GOOD SUB- <br /> STANTIAL BUILDING WHICH WOULD BE SUBJECT TO MINIMUM MAINTENANCE, WILL BE <br /> ABLE TO TAKE ABUSE AND WHICH WOULD, BE AN ASSET TO THE COMMUNITY, AND RE- <br /> COMMENDED APRROVAL OF THE PRELIMINARY DRAWINGS OF THE ARCHITECT." <br /> e IT WAS MOVED BY MR.
