<br />COUNCILMAN LINDEEN STATED HE HAD RECEIVED A NUMBER OF CALLS REGARDING THE NECESSITY OF PAVING
<br />WEST 2ND AVENUE FROM APPROXIMATELY POLK TO GARFIELD STREET. AFTER SOME DISCUSSION IT WAS MOVED BY
<br />MR. LINDEEN SECONDED BY MR. SHISLER THAT THE MATTER REGARDING THE POSSIBILITY OF PAVING WEST 2ND
<br />AVENUE FROM APPROXIMATELY POLK TO GARFIELD STREET BE REFERRED TO THE PUBLIC WORKS COMMITTEE FOR DIS-
<br />CUSSION. MOTION CARRIED.

<br />MRS. LAURIS ENTERED THE MEETING AT THIS POINT.
<br />
<br />COUNCILMAN SHISLER PRESENTED THE NAMES OF THREE CANDIDATES FOR THE VACANT COUNCIL POSITION IN
<br />WARD 2; THESE WERE:

<br />GERALD HUFF, 1340,MILL STREET
<br />RAYMOND MCGAFFEY, 490 13TH AVENUE EAST
<br />SPENCER CARLSON, 1437 HILYARD STREET
<br />

<br />IT WAS MOVED BY MR. 'EDMUNDS SECONDED BY MR. SHEARER THAT A SECRET BALLOT BE TAKEN AND THAT A
<br />SIMPLE MAJORITY WOULD ELECT. MOTION CARRIED.

<br />A BALLOT WAS TAKEN WITH MR. HUFF RECEIVING THREE VOTES, MR. CARLSON, TWO VOTES, AND MR. MCGAFFEY,
<br />TWO VOTES. SINCE THERE WAS NO ONE CANDIDATE WITH A MAJORITY, NO ONE WAS DECLARED ELECTED FOR AP-
<br />POINTMENT.

<br />IT WAS MOVED BY MR. EDMUNDS SECONDED BY MR. SHEARER THAT A PREFERENTIAL BALLOT BE TAKEN TO
<br />ELIMINATE ONE PERSON, AND THAT A BALLOT THEN BE CAST ON THE REMAINING TWO CANDIDATES WITH A SIMPLE
<br />MAJORITY TO ELECT. MOTION CARRIED.

<br />A PREFERENTIAL BALLOT WAS TAKEN AND SPENCER CARLSON'S NAME WAS STRICKEN ON THE BASI S OF THE
<br />BALLOT.
<br />
<br />THE TWO REMAINING CANDIDATES WERE THEN VOTED UPON WITH MR. RAYMOND MCGAFFEY RECEIVING THE
<br />MAJORITY VOTE. HE WAS DECLARED ELECTED TO FILL THE VACANT COUNCIL POSITION IN WARD 2 FOR AN AP-
<br />POINTIVE TERM TO EXPIRE ON JANUARY 4, 1959~
