<br />7:30 PM IN THE COUNCIL CHAMBER. THE MEETING -WAS CALLED TO ORDER BY HIS HONOR MAYOR E. E. CONE WITH
<br />THE FOLLOWING COUNCILMEN PRESENT: MR. SHEARER, MRS. LAURIS, MR. LINDEEN~' MR. MOlHOLM, MR. MCGAFFEY,

<br />COUNCILMAN WILSON BROUGHT UP THE:SUBJECT OF WIDENING STREETS, INDICATED THAT .AT A PREVIOUS
<br />COUNCIL MEETING HE HAD STATED THAT CERTAIN STREETS IN THE 'C~TY OF SALEM HAD BEEN WiDtNED AND THAT
<br />PARKING HAD BEEN RETAINED AFTER THE WIDENING HAD BEEN ACCOMPLISHED. He fURTHER 'STATE.D:THAT THE
<br />CITY MANAGER HAD INDICATED THAT SOME STREETS HAD BEEN WIDENED IN THE CITY OF SALEM AND PARKING HAD-
<br />BEEN REMOVED. IN THE COURSE Of THE CONVERSATION, IT APPEARED THAT THERE WAS SOME CONfUSION WITH
<br />RESPECT TO WHICH STREETS WERE BEING DISCUSSED AND THAT COUNCILMAN WILSON WAS REfERRING TO STATE
<br />STREET ON WHICH SOME PARKING HAD BEEN RETAINED WHILE THE CITY MANAGER HAD BEEN REFERRING TO 12TH
<br />STREET ON WHICH NO PARKING IS ALLOWED.' IT FURTHER APPEAREti THAT IN THE CITY OF SALEM SOME Of THE
<br />STREETS HAVE'99 FOOT RIGHTS-OF-WAY IN SOME SECTIONS Of THE CITY WHICH ALLOWS FOR WIDENING FOR
<br />4-LANE TRAffic PLUS PARKING,'AND THAT DEPENDING UPON THE.WIDTH Of RIGHT-OF-WAY AND THE PARKING DE-
<br />SIRED, THE CTTY Of SALEM PAID PORTIONS Of THE COST Of WIDENING RANGING fROM ALL COSTS TO 25% Of- THE
<br />COSTS.

<br />IT WAS MOVED BY COUNCILMAN WILSON THAT THE COUNCIL TERMINATE THE SERVICES Of MR. ROBERT FiNLAYSON
<br />AS,CITY MANAGER Of THE CITY Of EUGENE AS OF THIS'DATE. THis MOTION WAS SECONDED BY COUNCILMAN LINDEEN.

<br />WITH HIM ABOUT WHAT HE TERMED "BUCK PASSING", THAT IN A NUMBER Of INSTANCES PETITIONS HAVE BEEN
<br />CIRCULATED WHICH HAVE MADE THE NEIGHBORHOOD MAD OVER ISSUES WHICH HE INDICATED SHOULD HAVE BEEN
<br />TAKEN UP WILLINGLY BY THE CITY MANAGER..HE~URTHER INblEATED THAT IN SOME INSTANCES HE BELIEVED

<br />THAT PROMISES ON SEWERS AND OTHER ITEMS'AREMADE' AND THAT THE CITY HAS BEEN UNABLE TO TAKE CARE.OF,
<br />ITS OWN PROBLEMS, THAT THESE' PROBLEMS DEfEAT,ANNEXATION, AND If THIS IS THE BEST THAT THE CITY
<br />MANAGER PLAN CAN OffER, THEN THE ClfY SHOULD GET. ANOTHER' fORM Of GOVERNMENT. OTHER ITEMS Of SPECifiC

<br />OffiCE WHICH WAS POORLY,WORDED AND MADE ~HE PETITION PASSER LOOK SILLY, AND OTHER coMPARABLE ITEMS.

<br />HAD BEEN MORE WRANGLING PER MONTH IN THE, LAS~TWO YEARS THAN THERE HAD BEEN IN THE TWO PREV10US
<br />YEARS COMBINED, THAT THERE WERE MATTERS BEING, DISCUSSED HERE:;BY NEW COUNCILMEN WHO HAVE NOT THE
<br />MOST RUDIMENTARY KNOWLEDGE Of COUNCIL PROCEDURE, AND If THE COUNCIL WILL GET ITSELf ORGANIZED AND
