PETITIONS FROM PROPERTY OWNERS IN THIRD AND'FOURTH WARDS REGARDING,ACTION TO <br />RECTIFY SANITARY,SEWERCOND~TtONS,~N POLK STREET SEWER LINE- THE CITY MANAGER <br />INFORMED THE,COMMITTEE:THAT HE HAD 'RECEIVED PETITIONS WITH APPROXIMATELY ,120 <br />SIGNATURES OF CITIZENS WHO LIVE IN THE THIRD AND FOURTH WARDS IN'THE VICINITY"' <br />OF POLK STREET BETWEEN,6TH AND 10TH AVENUES REQUESTING THAT ACTION BE TAKEN TO <br />RECTIFY~SANITARY SEWER CONDITIONS IN THAT. AREA. <br /> <br />THE DIREC10ROF PUBLIC WORKS REPORTED THAT THERE IS. NO EASY SOLUTION TO THE <br />PROBLEM ,AND THAT'THE ENTIRE SEWER SYSTEM IN AN AREA ROUGHLY BETWEEN ALMADEN' <br />AND VANBuREN AND 6TH AND 12TH AVENUES IS SUBSTANDARD WITH THE SEWER LINES TOO <br />SHALLOW AND,WITHOUT ADEQUATE GRADE OF FALL. ON THE SEWER.LINE ON ONE 2-BLOCK <br />SECTION OF 10TH FROM POLK TO ALMADEN IT WAS FOUND THAT 2 OUT OF 7 BASEMENTS <br />ARE ACTUALLY BELOW THE fLOW LINE OF THE SEWER; 5 OUT OF THE 7 WOULD FLOOD ANY <br />TIME THE IS" LINE ON POLK REACHED CAPACITY. THIS SEWER'S A,6"LINE INSTALLED <br />IN 1927 AT A COST OF $600. FURTHER ~NVESTIGATION REVEALED THAT WATER: INFIL- <br />TRATES INTO,THE LINE AND MANY HOUSES, IN THE AREA HAVE ROOF DOWNSPOUTS, ,SUMP <br />PUMPS OR. OTHER DRAINS.EMPTYING INTO THE LINE~ <br /> <br />I <br /> <br />----'" <br /> <br />AT THE REQUEST OF COUNCILMAN LINDEEN THE COMMITTEE AGREED TO DELAY DISCUSSION <br />. ,OF THE'SEWER PROBLEM UNTIL THE COUNCIL MEETING OF FEBRUARY 24, 1959. POLK STREET SEWER LINE AND PROPERTY ADJACENT THEREOF. <br /> <br />THIS"CONDITION HAS EX~STED FOR MANY YEARS AND HAS BECOME WORSE AS NEW" <br />HOMES AND BUSINESS ESTABLISHMENTS HAVE BEEN ADDED TO THE LOAD ALREADY ON THE <br />LINE. <br /> <br />I <br /> <br />THE CITY HAS: GRANTED MANY. NEW PERMITS TO AN ALREADY OVERLOADED SEWER AND <br />SAID PROPERTY OWNERS ARE ASKING FOR REL~EF FROM SUCH UNSANITARY CONDITIONS. <br />WE FEEL THAT NO FURTHER ASSESSMENTS SHOULD BE LEVIED AS PERMITS HAVE BEEN ISSUED <br />BEYOND THE CAPACITY OF THE LINE. <br /> <br />e <br /> <br />SIGNATURES OF 120 PROPERTY OWNERS. <br /> <br />THIS PETITION CONTAINS THE NAMES OF 120 PROPERTY OWNERS. WE KEPT THE <br />SIGNATURES OF PROPERTY OWNERS ONLY, ,B,UT ,DOUBL.E THE, ,NUMBER ABOVE ASKED TO <br />SIGN, AND BASED THEIR CONTENTION ON THE FACT THAT THEY PAID SEWER TAXES AND <br />WERE COMPELLED TO: LIVE OVER BASEMENTS THAT WERE AT'TIMES NOTHING BUT POOLS OF <br />FILTH BACKED UP BY THE SEWER. <br /> <br />THE RENTAL PROPERTIES WERE WORSE THAN TH~ ONES OCCUPIED BY THE OWNERS. <br />THE STOR I ES ARE NOT PLEASANT, RAW SEWERAGE FORCED UP THROUGH THE OPEN I NG .1 N <br />THE MANHOLE COVERS"RATS CRAWLING THROUGH TOILET SEATS AND ENTERING EVEN <br />THE BETTER HOMES, HEPATI TI S ,I N THE I DA PATTERSON SCHOOL. ALL THE PEOPLE <br />CONTAC~ED CONDEMN THE COUNCIL FOR THEIR STAND ON THE WAY W,LLAMETTE STREET <br />WAS TO BE LIGHTED WHEN SUCH CONDITIONS AS THOSE STATED ABOVE EXIST. <br /> <br />WE WAIT DEVELOPMENTS." <br /> <br />I <br /> <br />FOLLOWING THE READING OF THE PETITION A NUMBER OF CITIZENS FROM THE AREA WERE HEARD AND ESSEN- <br />TIALLY THEY ALL STATED THAT THEIR PARTICULAR AREA HAS HAD A LONG HISTORY OF SEWER PROBLEMS WHICH HAVE <br />BECOME INCREASINGLY WORSE. IT WAS FURTHER STATED THAT THESE PROBLEMS HAVE BEEN BROUGHT TO THE ATTEN- <br />TION OF INDIVIDUALS IN, THE CITY GOVERNMENT FOR A PERIOD RANGING BACK 25 YEARS BUT THAT NO SOLUTION <br />HAD BEEN GIVEN TO THE PROBLEMS., FOUR RESIDENTS OF THIS AREA WHO WERE HEARD ALL INDICATED THAT IN <br /> <br />I <br />~ <br /> <br />I <br />~I\ <br />I <br />,I <br /> <br />e <br />
