If <br />THIS CAN BE ACHIEVED, THE PLANNING COMMISSION BELIEVES THAT THE CITY WOULD BE JUSTifiED, <br />AND IT WOULD BE HIGHLY DESIRABLE fOR THE CITY, TO ALLOCATE, 1ST TO 4TH STREET eUNDST~O <br />THE CONSTRUCTION Of THE PROJECTS PREVIOUSLY OUTLINEO. SINCE 1ST TO 4TH AND THE NORTH <br />BANK ROAD WOULD BE 'PARALLEL PROJECTS (TO A DEGREE SERVING THE SAME TRAffiC) EXCEPT fOR <br />, A POSSIBLE TWO-YEAR SPREAD BETWEEN THE COMPLETION DATES, IT APPEARS INCUMBENT UPON THE <br />CITY TO CONCENTRATE ON OTHER PROJECTS fOR WHICH THERE IS NO OTHER fORESEEABLE SOLUTION. <br /> <br />'29TH AVENUE WEST EXTENSION TO CHAMBERS <br />LANE COUNTY IS ACTIVELY ENGAGED IN AN AMBITIOUS PROGRAM Of PERIPHERAL ROADS. THE BLOOMBERG- <br />30TH AVENUE-29TH AVENUE WEST SHOULD BE SCHEDULED TO MEET AN OVERALL PROGRAM Of CIRCUM- <br />fERENTIAL ROUTES TO'MOVE TRAffiC TO AND AROUND THE DENSELY DEVELOPED AREA. THE CITY'S <br />PROGRAM SHOULD EVENTUALLY fiT INTO THE PROGRAM Of MOVING TRAfFIC fROM THE JUNCTION Of <br />BLOOMBERG ROAD WITH THE PACifiC FREEWAY, TO ROUTE "F" IN THE VICINITY Of THE PRESENT <br />WESTERN LIMITS Of THE CITY. A LARGE PORTION Of THIS ROUTE WOULD RUN THROUGH LANDS BEYOND <br />THE CITY LIMITS. THEREfORE IT IS OEEMED ESSENTIAL TO WITHHOLD ACTION ON ROAD CONSTRUC- <br />TION THROUGH THE SOUTHWEST PART Of THE CITY UNTIL THE ENTIRE PROJECT CAN BE ALIGNED WITH <br />THE COUNTY ROAD PROG~A~." <br /> <br />I <br /> <br />PATTERSON ISLAND PARK <br />ALSO HEREWITH IS A RESOLUTION UNANIMOUSLY ADOPTED BY THE PLANNING COMMISSION RECOMMENDING <br />ACQUISITION Of PROPERTY ALONG THE NORTHEASTERLY BANK OF THE WILLAMETTE RIVER UPSTREAM rROM <br />THE FERRY STREET BRIDGE: <br /> <br />WHEREAS, fOR MANY YEARS THERE' HAS EXISTED A PLAN FOR THE CREATION Of A PARK ALONG <br />THE NORTH BANK OF THE WILLAMETTE RIVER~6ETWEEN THE MILLRACE DAM OPPOSITE <br />JUDKINS POINT DOWN STREAM TO THE fERRY STREET BRIDGE; AND <br /> <br />e. <br /> <br />WHEREAS, SEVERAL PUBLIC AGENCIES INCLUDING EUGENE, LANE COUNTY, STATE LAND BOARD .AND <br />THE EUGENE WATER & ELECTRIC BOARD NOW OWN RIVER FRONTAGE LAND WITHIN THE <br />ABOVE MENTIONED FUTURE PARK AREA; AND <br /> <br />WHEREAS, EXCEPT FOR ONE PARCEL OF LAND OWNED BY THE EUGENE SAND & GRAVEL COMPANY CON- <br />TAINING APPROXIMATELY 7 ACRES, PUBLIC AGENCIES NOW CONTROL THE RIVER fRONTAGE <br />ON THE EAST BANK OF THE WILLAMETTE RIVER UPSTREAM FROM THE FERRY STREET B~IDGE <br />fOR A DISTANCE Of APPROXiMATELY 2800 fEET; AND <br /> <br />WHEREAS, THE CITY OF EUGENE WILL REALIZE A PAYMENT fROM THE STATE HIGHWAY DEPARTMENT <br />FOR PACIFIC FREEWAY RIGHT-OF-WAY THROUGH PARK LAND ON THE NORTH ABUTMENT <br />'OF THE MILLRACE DIVERSION DAM; AND <br /> <br />WHEREAS, IT WOULD BE HIGHLY ADVANTAGEOUS FOR THE CITY TO COMMIT THE MONEY TO BE PAID <br />BY THE STATE HIGHWAY DEPARTMENT TOWARD ACQUISITION OF RIVER FRONT LAND IN <br />THIS LONG PLANNED PARK PROGRAM; <br /> <br />I <br /> <br />NOW, <br /> <br />THEREFORE, YOUR CITY PLANNING COMMISSION RECOMMENDS THAT THE FORTHCOMING PAYMENT <br />FROM THE STATE HIGHWAY DEPARTMENT BE EARMARKED FOR PURCHASE OF THE AFOREMEN- <br />TIONED 7-ACRE TRACT OWNED BY THE EUGENE SAND & GRAVEL COMPANY AND TH~T THE <br />CITY NEGOTIATE WITH SAID COMPANY TO ACQUIRE THE RIVER fRONTAGE THEREBY CON- <br /> <br />;1 <br /> <br />!, <br /> <br />e <br />
