<br />MAINTAIN A PARK THE BEAUTY AND UTILITY Of WHICH REMAIN UNIMPAIRED BY THE EXISTENCE OF A FREEWAY,

<br />FOLLOWING THE INTRODUCTION OF THE PETITION, MRS. CLARENCE RAINES, 2951 FERRY STREET, INDICATED
<br />SHE AND OTHERS TO WHOM SHE HAD TALKED WERE OPPOSED TO THE TAKING OF ANY LAND fROM THE AMAZON PARK
<br />fOR STREET PURPOSES. SHE fURTHER STATED THAT THIS PROPOSAL WOULD REDUCE THE STUDENT POPULATION Of
<br />HARRIS SCHOOL AND WOULD INCREASE THE POPULATION OF OTHER SCHOOLS AND fURTHER THAT IT WOULD TURN
<br />AMAZON PARK INTO AN ISLAND BOUNDED BY fREEWAYS AND ARTERIALS. SHE fURTHER ADVANCED THE IDEA THAT
<br />THE PARK HAD BEEN CREATED BY THE ACTION Of FARSIGHTED CITIZENS IN PAST YEARS AND STATED SHE WISHED
<br />TO KEEP WHAT THESE FARSIGHTED CITIZENS HAD GIVEN TO THE ,CITY.

<br />SONALLY DOES NOT fEEL THERE IS ESSENTIALLY A NEED fOR AN EXPRESSWAY TO BE BUILT TO SERVE THE SOUTH-
<br />EAST SECTION Of THE CITY AND TO CONNECT mHIS EXPRESSWAY ,WITH A DIRECT CONNECTION TO HIGHWAY 99 SOUTH.
<br />HE fELT THAT ARTERIALS SHOULD BE CONSTRUCTED TO AID TRAffiC IN CBOSSING THE WILLAMETTE RIVER AT
<br />VARIOUS POINTS INCLUDING JUDKINS POINT, AGATE STREET, FtRRY STREET AND WASHINGTON OR JEffERSON STREET,
<br />PLUS THE PROPOSED BRIDGE IN THE RIVER ROAD AREA. IT WAS HIS THESIS THAT THESE CROSS FEEDERS WOULD
<br />SERVE ALL THE AREAS Of THE CITY AND WOULD REDUCE THE TRAffiC VOLUME BEING HANDLED ON ANY ONE STREET.
<br />MR. RAINES CONCURRED THAT THERE IS A NEED fOR SOME ENTRYWAY INTO THE CITY AT THE SOUTH BUT QUESTIONED
<br />THE ADVISABILITY Of THE EXPRESSWAY. HE fURTHER INDICATED THAT WHILE CIRCULATING THE PETITION WHICH
<br />WAS PRESENTED TO THE COUNCIL, A NUMBER Of PEOPLE HAD EXPRESSED CONCERN TO HIM ON THE PROPOSED EXPRESS-
<br />WAY AND A LOT OF PEOPLE WERE ASKING If WE REALLY NEED ,THE EXPRESSWAY AND IF THERE IS NOT A BETTER
<br />SOLUTION.

<br />COUNCILMAN SHEARER INDICATED THE 'WHOLE PROBLEM Of THE EXPRESSWAY IS STILL UNDER STUDY, THAT THE
<br />CITY HOPES TO DEVELOP A PLAN, AND THAT HE PERSONALLY HOPED ALL INTERESTED CITIZENS WOULD CONTACT THE
<br />VARIOUS AGENCIES INCLUDING THE PLANNING COMMISSION, THE CITY COUNCIL AND OTHERS WHO ARE WORKING ON
<br />THE PROBLEM TO PROVIDE THE MAXIMUM AMOUNT Of INfORMATION TO THESE AGENCIES.

<br />COUNCILMAN WILSON SUGGESTED THAT THE EXPRESSWAY PROGRAM WOULD BE DONE AS A PART OF THE FEDERAL
<br />HIGHWAY PROGRAM AND WITH FEDERAL TAX DOLLARS WHICH WOULD NOT BE TRUE If EXISTING STREETS WERE USED.
<br />HE SUGGESTED THAT THE PEOPLE WORK TOWARD THIS END SO THAT FEDERAL DOLLARS COULD BE RETURNED TO THIS
<br />AREA.

<br />MR. RAINES REITERATED THE PROPOSED ARTERIAL SYSTEM,TO THE SOUTH Of THE CITY IS NECESSARY BUT
<br />AGAIN INDICATED HE DOES NOT FEEL THE EXPRESSWAY TO HIGHWAY 99 IS NEEDED AND SUGGESTED THAT HILYARD
<br />STREET MIGHT WELL SERVE THE ARTERIAL PURPOSE~

<br />OTHER MEMBERS Of THE COUNCIL AND INTERESTED CITIZENS EXPLAINED THE EXPRESSWAY AS NOE CONTEMPLATED
<br />WOULD BE 2-LANE SUBJECT TO FUTURE WIDENING, THAT AT THIS TIME THERE IS NO GUARANTEE THERE WOULD BE
<br />ANY FEDERAL fUNDS fOR SUCH A PROJECT, AND THAT ~HE PEOPLE IN THE AREA ARE INTERESTED IN THE PARK
<br />DEVEL~MENT BUT ARE OPPOSED TO TH~ IDEA Of PARK LAND BEING USED fOR EXPRESSWAY PURPOSES. '
