REQUEST BY GORDON RAMSTEAD fOR VACATION OF ALLEY BETWEEN 6TH AND 7TH AVENUES FROM <br />GRANT STREET TO THE WEST 50.29' - IT WAS ,EXPLAINED THAT A REQUEST HAD BEEN RECEIVED <br />fROM GORDON RAMSTEAD, APPEARING ON BEHALf Of OWNERS Of ADJACENT PROPERTY, fOR THE <br />VACATION Of A STUB ALLEY LOCATED BETWEEN 6TH AND 7TH AVENUES AND EXTENDING WESTERLY <br />OFF' GRANT STREET A DISTANCE OF' 50.29'. IT WAS fURTHER EXPLAINED THAT THE ALLEY <br />HAS NO PRACTICAL USE EXCEPT THAT A RESERVATION SHOULD BE RETAINED fOR AN EASEMENT <br />fOR UTILITY PURPOSES. CONSIDERATION Of ANNEXATION BY 100% CONSENT PETITION BY VINCENZO BAVARO AND ROSA <br />BAVARO OF APPROXIMATELY 10 ACRES OF LAND WITHIN THE NORTH BANK PARK AREA AND ADJA- <br />CENT TO THE NEW CITY LIMITS - THIS PETITION WAS PRESENTED TO THE COMMITTEE TOGETHER <br />WITH A SKETCH MAP SHOWING THE AREA REQUESTED FOR ANNEXATION. fOLLOWING SOME CON- <br />SIDERATION THE COMMITTEE RECOMMENDED THAT THE PETITION fOR ANNEXATION BE DENIED, <br />INDICATING IN THEIR BELIEF' IT WAS NOT POSSIBLE TO SERVE THIS AREA WITH CITY SERVICES <br />UNDER EXISTING PLANS. HE STATED THAT THIS LAND IS IDEAL fOR SUBDIVISION PURPOSES AND MUCH <br />TOO VALUABLE FOR PARK PURPOSES. HE STATED IT IS HIS OPINION THAT THE COMMITTEE ACTION <br />WOULD PLACE A BLIGHT ON THE PROPERTY AND IS NOT A DEMOCRATIC METHOD OF HANDLING THE <br />SITUATION. DECKER, JOINT OWNERS Of A <br />PARCEL OF PROPERTY IN THE BRYCLER PARK AREA HAD REQUESTED THEIR PROPERTY BE <br />ANNEXED ON THE BASIS OF A 100% CONSENT pETITION. THOMAS COOK OF THE HOUSING <br />& HOME fINANCE AGENCY APPEARED BEFORE THE COMMITTEE AND INDIATED THAT HHfA WOULD <br />DESIRE THAT THE URBAN RENEWAL ELECTION IN THE CITY Of EUGENE BE HELD AS SOON AS <br />POSSIBLE AND PREfERABLY WITH THE MAY 20 PRIMARY ELECTION. HE STATED THAT HHfA IS <br />ATTEMPTING TO EXPEDITE THE PROGRESS Of THE VARIOUS URBAN RENEWAL PROGRAMS, AND <br />SECONDLY, THAT THE ADDITIONAL DELAY BETWEEN THE MAY ELECTION AND THE NOVEMBER <br />COULD BE COSTLY 80TH TO THE fEDERAL GOVERNMENT AS WEll AS TO THE CITY SINCE REAL <br />ESTATE MARKET PRICES ARE RISING.
