<br />TO 19TH AVENUES - IT WAS EXPLAINED THAT AT THE REQUEST OF THE COUNCIL THE PRO-
<br />PERTY OWNERS ON MONROE STREET BETWEEN 18TH AND 19TH AVENUES HAD BEEN POLLED WITH
<br />RESPECT TO THEIR WISHES CONCERNING THE INSTALLATION OF SIDEWALK ON MONROE STREET.
<br />THE RESULTS OF THE POLL WERE 14% IN rAVOR, 66% AGAINST, AND 20% NOT ANSWERING.
<br />SOME DISCUSSION WAS GIVEN TO THIS MATTER, BUT IT WAS RECOMMENDED THAT IT BE HELD

<br />HILYARD STREET - ,A RESUME OF THE BIDS RECEIVED FOR THE PURCHASE Of A RESIDENCE
<br />LOCATED AT 2750 HILYARD STREET AND A BARN LOCATED AT 29TH AVENUE AND HILYARD
<br />STREET WAS PRESENTED TO THE COMMITTEE. IT WAS INDICATED THAT MR. L. HOLEMAR OF
<br />1955 WILLAMETTE STREET HAD BID THE SUM OF $1050 fOR THE RESIDENCE, AND MR.ERVIN
<br />E. HICKS, JR., HAD BID THE SUM OF $25.00 FOR THE BARN. SINCE THESE WERE THE
<br />BEST BIDS IN THE INTEREST Or THE CITY OF EUGENE, IT WAS RECOMMENDED THE BIDS BE
<br />AWARDED TO MR. HOLEMAR FOR THE HOUSE A~D TO MR. HICKS FOR THE BARN, AND THAT THE
<br />FUNDS FROM THE SALE OF THESE TWO BUILDINGS IN THE AMOUNT OF $1075 BE HELD OVER
<br />AND PLACED IN THE 1960-61 PARKS & RECREATION CAPITAL IMPROVEMENT BUDGET. MOTION

<br />GORDON A. RAMSTEAD CONCERNING RESTRICTED PARKING BETWEEN 19TH AND 23RD AVENUES
<br />ON OLIVE STREET., THE LETTER INDICATED THAT OLIVE STREE~ IS NARROW AND POSES A
<br />HAZARD TO VEHICLES ATTEMPTING TO TRAVERSE THE STREET; LIKEWI~E, MR. RAMSTEAD
<br />INDICATED THAT fIRE EQUIPMENT WOULD HAVE DifFICULTY PROCEEDING SOUTHWARD ON OLIVE
<br />STREET WITH CARS PARKED ON BOTH EAST AND WEST SIDES OF THE STREET. HE rURTHER
<br />STATED THAT THERE IS NO PARTICULAR NEED rOR PARKING ON THE WEST SIDE OF THE STREET.
<br />THE TRArf"IC ENGINEER REPORTED THAT OLIVE STREET BETWEEN 19TH AND 23RO AVENUES HAS
<br />A 26' PAVED, SURFACE AND WITH 'PARKING' ON BOTH SIDES THE MINIMUM WIDTH FOR MOVING
<br />VEHICLES IS 10'. HE INDICATED TRAFFIC COUNTS HAD BEEN TAKEN FEBRUARY 17 AND 19,
<br />1960 AND THAT THE MAXIMUM 15 MINUTE CHECK IS ONE CAR EVERY MINUTE. HE rURTHER
<br />STATED THAT THERE HAD BEEN ONLY TWO ACCIDENTS FOR THIS SECTION DURING 1959 AND
<br />NO ACCIDENTS IN, 1958 NOR SO FAR IN 1960. THE TRAFfIC ENGINEER STATED HE BELIEVES
<br />MOST OF THE TRAfFIC IS GENERATED WITHIN THE IMMEDIATE VICINITY Of OLIVE STREET
<br />ANO THAT THE REMOVAL Of" PARKING TO PROVIDE rOR TWO MOVING LANES OF TRAFFIC WOULD
<br />ONLY ENCOURAGE THE USE Of THE STREET AND INCREASE THE VOLUME Of TRAfrIC, AND THIS
<br />WOULD BE UNDESIRABLE 'PROM A TOPOGRAPHICAL STANDPOINT. FOR THESE REASONS, THE
