$1,075,000 in program income from the housing and business loan programs, and $40,000 from the <br />previous year. <br /> <br /> · Housing Development - No new grant funds will be allocated next year. No landbank site will be <br /> purchased during this year. There are currently five sites in the landbank program for low-income <br /> housing: Willow Creek, County Farm Road, Willakenzie, Westmoreland, and Royal-Danebo. <br /> <br /> · Housing Rehabilitation - No new grant funds will be allocated next year. The program income <br /> amount of $425,000 will be used with $382,500 in carryover funds to provide low-interest loans <br /> through the City' s Housing Rehabilitation Loan Program for improvements to residences <br /> occupied by low-income homeowners and tenants. Emergency repair loans of up to $5,000 will <br /> be provided to very low-income homeowners and grants for accessibility improvements will be <br /> made for tenants with disabilities. <br /> <br /> · Public Services Operations - $390,000 in new funds will be used to fund services as selected by <br /> the intergovernmental Human Services Commission (HSC). Next year is the first year in the <br /> HSC two-year funding cycle. The CDBG allocation is maintained at the current level. <br /> <br /> · Non-profit Capital Projects - $286,773 will be used to acquire or rehabilitate facilities for four <br /> local non-profit service providers. <br /> Womenspace will use $40,000 to acquire the second floor of the Willis Building at 16th and <br /> Pearl Street, estimated to cost $1,100,000. Womenspace serves battered women and their <br /> children. <br /> ShelterCare will receive $124,702 to construct a meeting hall at the Royal Avenue Shelter at <br /> 780 Highway 99 North. The facility serves adults with mental illness. <br /> Willamette Family Treatment Services will receive $30,191 to add a security room to the <br /> Sobering Station at 605 W. 4th Avenue. <br /> Catholic Community Services will receive new funds in the amount of $91,880 to expand its <br /> food distribution room at 1095 W. 7th Avenue. In 2003, they distributed 14,046 food boxes <br /> from this location. <br /> <br /> · City Capital Projects - A total of $497,379 will be used for City Capital projects and Park <br /> improvements. <br /> Accessibility Improvements - $297,379 is recommended on accessibility improvements to <br /> City facilities by the Accessibility Committee of the Human Rights Commission. These <br /> projects represent the final priorities set in Phase 6 of the City's ADA Transition Plan: <br /> University Park Restroom - $200,000 <br /> Maurie Jacobs Park Restroom - $60,000 <br /> Owen's Rose Garden Restroom - $15,000 <br /> Hendricks Park Restroom - $22,379 <br /> Installation of Curb Ramps - $60,000 will be used to install curb ramps. <br /> Park Improvements - $140,000 in new grant funds has been proposed for improvements to <br /> Acorn Park at West 15th and Buck Street. <br /> <br /> · Economic Development - $650,000 in program income will be used with $218,535 in carryover <br /> to fund loans to businesses creating jobs for low-income persons through the Business <br /> <br /> L:\CMO\2005 Council Agendas\M050509\S0505092E.doc <br /> <br /> <br />
