THE TRAFFIC ENGINEER REP~TED THAT AFTER HIS STUDIES IT WAS HIS OPINION THAT <br />SUCH A ONE-WAY COUPLET WOULD INCREASE THE VOLUME OF TRAFFIC ON HIGH AND PEARL STREETS <br />AND POSSIBLY DECREASE THE VOLUME OF WILLAMETTE AND OAK STREETS. As A PART OF THE REPORT <br />THE TRAFFIC ENGINEER REPORTED THAT HEAVY VOLUMES OF:TRAFrIC INCREASE CONFLICTS FOR TURN- <br />ING MOVEMENTS AND VEHICULAR DELAY PRODUCED BY HEAVIER VOLUMES AND TURNING MOVEMENTS ARE <br />THE PRINCIPAL ARGUMENTS AGAINST THE ENDING OF A ONE-WAY SYSTEM AT AN ARTERIAL StREET. <br />IF THE ONE-WAY SYSTEM FOR HIGH AND PEARL IS EXTENDED SOUTH OF 13TH AVENUE IT SHOULD BE <br />ENDED AT 19TH AVENUE RATHER THAN 18TH AVENUE. 19TH AVENUE WOULD THEN BE A COLLECTOR <br />STREET AND AS SUCH WOULD ACCOMMODATE TWO-WAY TRAFFIC FOR ITS ENTIRE LENGTH. THE PRESENT <br />CONNECTOR FROM WILLAMETTE TO OAK ON 19TH AVENUE COULD BE MOVED TO 20TH AVENUE; HOWEVER, <br />IT HAS BEEN REPORTED THAT THERE IS SOME OPPOSITION TO SUCH MOVEMENT TO 20TH AVENUE FROM <br />PROPERTY OWNERS ALONG OAK STREET BETWEEN ~TH AND 20TH AVENUES. <br /> <br />'I <br />" <br /> <br />IT WAS FURTHER REPORTED THAT THE OREGON STATE HIGHWAY DEPARTMENT HAS NEARLY COMPLETED <br />INSTALLATION OF TRAFFIC SIGNALS AND SIGNS AT THE INTERSECTION OF 7TH AND PEARL STREET, <br />THIS INSTALLATION BEING HANDLED ON A ONE-WAY TRAFFIC SOUTHBOUND AS PROPOSED. IF THIS <br />SYSTEM IS NOT APPROVED ALTERATIONS WILL HAVE TO BE MADE TO THE INSTALLATION. <br /> <br />[i <br />:1 <br />I <br /> <br />IF THE SYSTEM IS TO BE PLACED INTO OPERATION ADDITIONAL ONE-WAY SIGNS, NO-TURN SIGNS, <br />STOP-SIGNS AND OTHER SIGNS AND TRAFFIC SIGNALS AT 18TH AND HIGH AND 18TH AND PEARL <br />WOULD BE NECESSARY AT AN APPROXIMATE COST OF $2600. OF THESE NECESSARY MONIES APPROXI- <br />MATELY $1000 IS LEFT IN TRAFFIC ENGINEERING BUDGET, ALTHOUGH IT WOULD BE POSSIBLE TO. <br />COMPLETE THE INSTALLATION WITH FUNDS REMAINING IN THE BUDGE~ ORIGINALLY ESTABLISHED <br />FOR THE 11TH-13TH AVENUE TRAffiC SIGNAL INSTALLATION. <br /> <br />THE COMMITTEE CONSIDERED THIS MATTER AND RECOMMENDED THAT THE REOOMMENDATION Of THE <br />TRAFFIC ENGINEER BE APPROVED. <br /> <br />IT WAS MOVED BY MR. CONS'IDERATION OF ORDINANCE GRANTING FRANCHISE TO WESTERN UNION TELEGRAPH COMPANY - IT <br />WAS EXPLAINED THAT AN EXISTING FRANCHISE FOR THE WESTERN UNION TELEGRAPH COMPANY HAD <br />EXPIRED, THAT THE WESTERN UNION TELEGRAPH COMPANY HAS ONLY ONE LINE IN THE CITY LIMITS <br />WHICH CONNECTS THEIR OFFICE WITH THE SOUTHERN PACIFIC DEPOT AND THE REMAINDER OF THEIR <br />LINES ARE LEASED FROMTHE PAalFIC TELEPHONE & TELEGRAPH COMPANY NORTHWEST.
