<br />"I BELIEVE IT TO BE IN ORDER TO EXPRESS MYSELF IN REGARD TO THE DEDICATED WORK OF OUR PLANNING
<br />COMMISSION IN GENERAL, AND OUR PLANNING CONSULTANT, MR,. BUFORD, IN PARTICULAR.
<br />MANY SEVERE AND CRITICAL STATEMENTS HAVE BEEN MADE ABOUT THE COMMISSION AND MR. BUFORD DURING
<br />THE RECENT POLITICAL CAMPAIGN. I DO NOT ALWAYS AGREE WITH THEM, BUT I REALIZE, AND I AM SURE THE
<br />C1TIZENS OF THE CITY OF EUGENE AGREE, ON THE REAL VALUE OF SUCH DEDICATED PERSONS. I AM CONFIDENT
<br />THEY FEEL AS I 00, THAT WITHOUT THEM, OUR CITY WOULD BE IN TlJRMOIL, AND CHAOS WOULD RESULT."

<br />SION OF APPRECIATION FOR THEIR WORK AND THAT A COpy OF THE MOTION BE SENT TO THEM.

<br />COUNCILMAN SWANSON STATED THAT THE DECISIONS OF THE PLANNING AGENCY ARE ADVISORY ONLY, AND THAT
<br />ON OCCASIONS THE CITY COUNCIL OF EUGENE AND THAT OF SPRINGFIELD DO THE OPPOSITE OF THE RECOMMENDA-
<br />~ TIONs MADE BY THE PLANNING COMMISSION, AND IN THE FINAL ANALYSIS, THE DECISIONS ARE THOSE OF THE
<br />en CITY COUNCil.
<br />~~ COUNCilMAN SHEARER POINTED OUT THAT OUR PLANNING AGENCY IS THE ENVY OF OTHER AREAS AND REPRE-
<br />~ SENTATIVES OF OTHER AREAS COME TO EUGENE TO STUDY THE METHODS AND PROCEDURES WHICH ARE USED BY THE
<br />gg CENTRAL LANE COUNTY PLANNING COMMISSION. MR. SHEARER FURTHER POINTED OUT THAT THE ACHIEVEMENTS OF
<br />THE CENTRAL LANE COUNTY PLANNING COMMISSION AND THE PLANNING CON~Wtr,ANm HAVE BEEN VOLUMINOUS SINCE
<br />THE PLANNING AGENCY WAS ORGANIZED.

<br />ON VOTE ON THE MOTION, THE MOTION WAS CARRIED.

<br />2 COUNCILMAN LAURIS STATED THAT FOR SOME TIME THE CITy'OF EUGENE HAS BEEN DISCUSSING A SISTER
<br />CITY PROGRAM, AND THAT SHE HAD RECEIVED A LETTER FROM THE MAYOR OF CHINJU, KOREA, THROUGH REeREsEN-
<br />TATIVEs OF THE UNIVERSITY OF OREGON, IN ANSWER TO CERTAIN'INQUIR IEs WHICH HAD BEEN MADE REGARDING A
<br />POSSIBLE CITY OF EUGENE - CHINJU, KOREA SISTER-CITY RELATIONSHIP. A LETTER WRITTEN IN KOREA AND
<br />A:TRANsLATION OF SUCH LETTER, FROM THE MAYOR OF CHINJU, WERE GIVEN TO THE COUNCIL, IN WHICH THE ':
<br />MAYOR OF CH'N~U EXPRSsED HIS DESIRE TO AFFILIATE WITH THECITY OF EUGENE IN SUCH A SISTER-CITY PROGRAM
<br />AND IN WHICH HE SET FORTH THE BASIC FACTS REGARDING HIS CITY. FOLLOWING THE RE~DING OF THE LETTER,
<br />I IT WAS SUGGESTED, THAT THE MAYOR OF THE CITY OF EUGENE WRITE A FORMAL LETTER TO THE MAYOR OF CHIN~U,
<br />REGARDING OUR DESIRE TO AFFILIATE WITH THE CITY OF CHINJU IN THE SISTER-CITY PROGRAM AND IN THE
<br />MUTUAL EXCHANGE OF IDEAS AND OTHER FACTORS WHICH ARE BELI~V6D WILL BE OF BENEFIT ~BOTH CITIES. No
<br />FORMAL ACTION WAS TAKEN ON THIS MATTER.
