", <br /> THIS MATTER, SOME QUESTIONS WERE ASKED REGARDING THE POSSIBLE PAVING PROGRAM;, <br /> FOR EAST AMAZON DRIVE, AND IT WAS INDICATED IT WAS IN THE 10 YEAR PROGRAM, BUT WOULD PROBABLY OCCUR :1 <br /> LATE IN THE PROGRAM. THE COMMITTEE RECOMMENDED THAT THE SIDEWALK BE CONSTRUCTED AS INDICATED ABOVE. <br /> MOTION CARRIED UNANIMOUSLY. <br /> IT WAS MOVED BY MR. SHEARER SECONDED BY MRS. JOE RICHARDS, REPRESmfflNG THE <br /> MAYOR'S SAFETY COMMITTEE, APPEARED BEFORE THE COMMITTEE TO DISCUSS A SAFETY PROGRAM WHICH IS BEING <br /> RECOMMENDED BY THE MAYOR'S SAFETY COMMITTEE. IT WAS SUGGESTED THAT THESE <br /> LINES MIGHT BE PAINTED ON THE CORNERS OF INTERSECTIONS WHERE PEDESTRIANS WAIT FOR TRAFFIC LIGHTS TO <br /> CHANGE, FROM 6TH AVENUE TO 13TH AVENUE, AND FROM OAK STREET TO OLIVE STREET. IT WAS ALSO 1NDICATED <br /> e THAT THE SAFETY COMMITTEE PROPOSES TO FURNISH THE MATERIALS AND SUPPLY THE LABOR TO I'NSTALL SUCH <br /> LINES. <br /> SOME QUESTIONS WERE ASKED AS TO THE POSSIBILITY OF ANY CONFLICT OF SUCH SIDEWALK MARKINGS WITH <br /> THE HIGHWAY DEPARTMENT UNIFORM MARKING SPECIFICATIONS. IT WAS INDICATED IT WAS NOT BELIEVED THERE <br /> WERE ANY CONFLICTS. THE COMMITTEE RECOMMENDED THE APPROVAL OF THE PEDESTRIAN SAFETY LINES AT CORNERS <br /> ON A TRIAL BASIS. IT IS RECOGNIZED THAT THE REMOVAL OF THE SCRAMBLE SYSTEM WOULD GIVE VEHICLE TRAFFIC AN ADDI- <br /> TIONAL 10 SECONDS TO MOVED IN EITHER DIRECTION. HOWEVER, THE HIGH VOLUME OF PEDESTRIAN TRAFFIC, <br /> PARTICULARLY DURING THE CHRISTMAS SEASON, WOULD UNDOUBTEDLY MAKE THIS AN UNSAFE AND UNPOPULAR MOVE. <br /> (3 ) IMPROVE THE TRAFFIC SIGNAL PRGREsslON ,PATTERN WITH A 60 SECOND CYCLE, WITH BROADWAY " <br /> , <br /> " <br /> PROGRESSION TIMED FROM EAST TO WEST. <br /> e (4) REMOVE THE LEFT-TD9N REsTRICTI~s AT BR~DWAY AND CHARNELTON. <br /> (5) CONT IN UE TO INSTALL TANDEM-PAIR P~KING, WITH SUCH PARKING TO BE INSTALLED ON BROADWAY FIRST. <br /> , ~e~SONs FOR NOT RECOMMENDING THE CHANGE OF BROADWAY TRAFFIC FLOW FROM EAST TO WEST ARE: <br /> (I) TRAFFIC ENTERING THE CITY FROM THE WEST, INCLUDING RIVER ROAD TRAFFIC, WOULD BE FORCED TO <br /> USE 7TH OR 10TH AVENUE AND 7TH AVENUE IS ALREADY OVERLOADED. <br /> ( 2) IT WOULD NOT ELIMINATE THE PROBLEMS CREATED BY AROUND-THE-BLOCK MOVEMENTS ENTIRELY. <br /> (3 ) THE REMOVAL OF THE LEFT TURN RESTRICTIONS ON OTHER BROADWAY INTERSECTIONS SHOULD RECEIVE <br /> MORE STUDY, WITH THE POSSIBILITY THM TURNS MIGHT BE PERMITTED ON OFF-PEAK HOURS.
