DARRYL SEYMOUR APPEARED IN COMPANY WITH OTHER MERCHANTS LOCATED ON WILLA~TE STREET BETWEEN <br /> BROADWAY AN> 11TH AVENUE TO DISCUSS THE TRArflC PROBLEM IN THE DOWNTOWN AREA. MR. SEYMOUR REVIEWED <br /> THE HISTORY OFTHE TRARflC PROBLEM IN THE DOWNTOWN AREA, INCLUDING THE BEGINNING OF THE ONE-WAY STREET <br /> PROGRAM, THE NEED FOR OFF-STREET PARKING, AND THE USE OF SUCH OFF-STREET PARKING. <br /> e HE INDICATED THAT THE NARROW STREETS IN EUGENE MAKE THE TRAFFIC PROBLEM DIFFICULT TO SOLVE, IF <br /> IN FACT IT IS POSSIBLE TO SOLVE. MR. SEYMOUR EXPRESSED AN OPINION THAT THE NEW FREEWAY WOULD SIPHON <br /> OFF A CONSIDERABLE AMOUNT OF THE TRAFFIC WHICH HAD HERETOFORE BEEN REQUIRED TO GO THROUGH EUGENE; <br /> HE INDICATED HE BELIEVED THAT APPROXIMATELY 2/3 OF THE OFF-STREET PARKING FACILITIES WERE AD~ACENT TO " <br /> 10TH AVENUE OR WITHINNONE-HALF BLOCK OF 10TH AVENUE, AND THAT THE EXISTING TRAfFIC PATTERNS MADE IT <br /> VERY DIF.FICULT FOR INDIVIDUALS TO GET TO THESE O~f~STREET PARKING fACILITIES. MR SEYMOUR DISCUSSED THE <br /> VARIOUS PLANS THAT HAVE BEEN PROPOSED AND THE PROBLEMS WHICH THEY HAVE PRESENTED, AND INDICATED THAT <br /> ,I IN HIS BELIEF, THE NO-LEFT TURN MOVEMENT OFF OF BROADWAY ONTO OAK, WILLAMETTE, OLIVE AND CHARNELTON " <br /> STREETS POSED SERIOUS PROBLEMS, , <br /> IN THAT TRAFFIC COULD NOT PROCEED TO THE LOCATIONS TO WHICH T~EY <br /> DESIRED TO GO. MR. SEYMOUR TRACED THE PROBLEMS THE MOTORIST WOULD HAVE IN GETTING TO A PARTICULR LOCA- <br /> TION SOUTH OF BROADWAY IN THE WILLAMETTE STREET AREA AND INDICATED THAT, TO T~E TOURIST, THESE WERE <br /> E~TREMELY DifFICULT TO COMPREHEND, AND FURTHER, THAT IT WAS EXTREMELY DIFFICULT TO DIRECT TOURISTS <br /> FROM ONE LOCATION TO ANO!HER. <br /> MAYOR CONE ARRIVED AT THIS POINT. <br /> I MR. SE YMOUR INDICATED HE REPRESENTED APRROXIMATELY 90% OF THE MERCHANTS IN THE AREA SOUTH OF <br /> BRO~WAY AND ALONG W'lLAMETTE STREET, AND THAT THESE PEOPLE O~ESIRED THAT IMMEIDATE STEPS BE TAKEN TO <br /> SORT OUT THE+EXISTING TRAFFIC SITUATION, AND THESE MERCHANTS PROPOSED THE O~-WAY STREET GRID IN DOWN- <br /> TOWN EUGENE BE CHANGED ON BROADWAY AND lomH AVENUE, AND A RETITWON TO THIS EfFECT WAS PRESENTED: <br /> ( I ) BROADWAY FROM PEARL STREET ~O LINCOLN STREET BECOME A ONE-WAY WESTBOUND STREET; BROADWAY <br /> FROM PEARL EAST TO THE HIGH~Y (FERRY STREET) BECOME A TWO-WAY STREET; THAT LEFT AND RIGHT HAND TURNS i <br /> FROM BROADWAY BE ALLOWED AS THE ONE-WAY STREET GRID DICTATES PROPER. r <br /> (2) Ttt\ T 10TH AVENUE BE A TWO-WAY STREET I <br /> ITS ENTIRE LENGTH, WITH LEFT AND RIGHT HAND TURNS !: <br /> e ALLOWED AS THE ONE-WAY STREET PATTERN DICTATES AS PROPER. <br /> ..... <br />
