EUGENE CITY COUNCIL <br />AGENDA ITEM SUMMARY <br /> <br /> Adoption of Resolution 4835 Adopting the National Incident Management System <br /> (NIMS) as the Standard for Incident Management in the City of Eugene <br /> <br />Meeting Date: May 9, 2005 Agenda Item Number: 2F <br />Department: Human Resource and Risk Services Staff Contact: Chuck Solin <br />www. cl. eugene, or. us Contact Telephone Number: 682-5664 <br /> <br />ISSUE STATEMENT <br />The City of Eugene recently updated its Emergency Management Plan which outlines the City Council's <br />role and responsibilities in the event the plan is activated. The Federal Government has adopted a <br />National Response Plan and the National Incident Management System (NIMS) to provide a consistent <br />nationwide approach for Federal, State and local governments to operate in the event of an emergency. <br />HRRS staff reviewed the Emergency Basic Plan and the NIMS Plan with the Council in a work session <br />April 27, 2005. <br /> <br />BACKGROUND <br />The City of Eugene has used the Incident Command System OCS) to organize and manage emergency <br />incidents for many years. ICS is the core of the National Incident Management System. To continue to <br />be eligible for Homeland Security Grant Funds in the future, the City must demonstrate that it has <br />adopted and utilizes the NIMS. <br /> <br />RELATED CITY POLICIES <br />This item relates to the council goal of Safe Community. <br /> <br />COUNCIL OPTIONS <br />The council may adopt or decline to adopt the proposed resolution. <br /> <br />CITY MANAGER'S RECOMMENDATION <br />The City Manager recommends adoption of Resolution 4833. <br /> <br />SUGGESTED MOTION <br />Move to adopt Resolution 4835 adopting the National Incident Management System (NIMS) as the <br />standard for incident management in the City of Eugene. <br /> <br /> L:\CMO\2005 Council Agendas\M050509\S0505092F.doc <br /> <br /> <br />
