ATTACHMENT A <br /> RESOLUTION NO. <br /> <br /> A RESOLUTION ADOPTING THE NATIONAL INCIDENT <br /> MANAGEMENT SYSTEM (NIMS) AS THE STANDARD FOR INCIDENT <br /> MANAGEMENT IN THE CITY OF EUGENE. <br /> <br /> The City Council of the City of Eugene finds that: <br /> <br /> A. The President in Homeland Security Directive (HSPD)-5, directed the <br />Secretary of the Department of Homeland Security to develop and administer a National <br />Incident Management System ("NIMS") which would provide a consistent nationwide <br />approach for Federal, State and local governments to work together more effectively <br />and efficiently to prepare for, prevent, respond to, and recover from domestic incidents, <br />regardless of cause, size or complexity. <br /> <br /> B. HSPD-5 requires local governments to make adoption of the NIMS a <br />condition for Federal preparedness assistance beginning in fiscal year 2005. <br /> <br /> C. To facilitate the most efficient and effective incident management, it is critical <br />that the City of Eugene utilize standardized terminology, organizational structures, <br />interoperable communications, consolidated action plans, unified command structures, <br />uniform personnel qualification standards, uniform standards for planning, training and <br />exercising, comprehensive resource management, and designated incident facilities <br />during emergencies or disasters. <br /> <br /> D. The Incident Command System components of NIMS are already an integral <br />part of the various incident management activities throughout the City of Eugene, <br />including the Emergency Management Plan and emergency management training <br />programs. <br /> <br /> E. NIMS is consistent with the Emergency Interim Succession provisions of <br />Sections 2.1015 to 2.1050 of the Eugene Code, 1971 ("EC"), and the provisions of the <br />Emergency Code contained in EC Section 2.1055. <br /> <br /> NOW, THEREFORE, <br /> <br /> BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EUGENE, a <br />Municipal Corporation of the State of Oregon, as follows: <br /> <br /> Section 1. Based on the above findings, which are hereby adopted, the City of <br />Eugene hereby establishes the National Incident Management System (NIMS) as the <br />City standard for incident management. <br /> <br /> Section 2. This resolution shall become effective immediately upon its adoption. <br /> <br /> The foregoing Resolution adopted the __ day of ., 2005. <br /> <br /> City Recorder <br /> <br /> <br />
