ATTACHMENT A
RESOLUTION NO.

A RESOLUTION ADOPTING THE NATIONAL INCIDENT
MANAGEMENT SYSTEM (NIMS) AS THE STANDARD FOR INCIDENT
MANAGEMENT IN THE CITY OF EUGENE.

The City Council of the City of Eugene finds that:

A. The President in Homeland Security Directive (HSPD)-5, directed the
Secretary of the Department of Homeland Security to develop and administer a National
Incident Management System ("NIMS") which would provide a consistent nationwide
approach for Federal, State and local governments to work together more effectively
and efficiently to prepare for, prevent, respond to, and recover from domestic incidents,
regardless of cause, size or complexity.

B. HSPD-5 requires local governments to make adoption of the NIMS a
condition for Federal preparedness assistance beginning in fiscal year 2005.

C. To facilitate the most efficient and effective incident management, it is critical
that the City of Eugene utilize standardized terminology, organizational structures,
interoperable communications, consolidated action plans, unified command structures,
uniform personnel qualification standards, uniform standards for planning, training and
exercising, comprehensive resource management, and designated incident facilities
during emergencies or disasters.

D. The Incident Command System components of NIMS are already an integral
part of the various incident management activities throughout the City of Eugene,
including the Emergency Management Plan and emergency management training
programs.

E. NIMS is consistent with the Emergency Interim Succession provisions of
Sections 2.1015 to 2.1050 of the Eugene Code, 1971 ("EC"), and the provisions of the
Emergency Code contained in EC Section 2.1055.

NOW, THEREFORE,

BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EUGENE, a
Municipal Corporation of the State of Oregon, as follows:

Section 1. Based on the above findings, which are hereby adopted, the City of
Eugene hereby establishes the National Incident Management System (NIMS) as the
City standard for incident management.

Section 2. This resolution shall become effective immediately upon its adoption.

The foregoing Resolution adopted the __ day of ., 2005.

City Recorder
