THE MEETING WAS CALLED TO ORDER BY HIS HONOR MAYOR E. E. CONE WITH THE FOLLOW- <br />ING COUNCILMEN PRESENT: MRS. LAURIS, MESSRS. MOLHOLM, CHATT, MOYER, WILSON, SWANSON, CHRISTENS~N AND <br />DEVERELL. <br /> <br />l <br />THE INVOCATION WAS GIVEN BY REV. GEORGE R. ASHWOOD. <br /> <br />THE MINUTES OF THE ADJOURNED MEETING HELD DECEMBER 27~ 1960, AS MAILED TO MEMBERS OF THE COUNCIL, <br />WERE APPROVED. <br /> <br />INTRODUCTION OF NEW BUSINESS <br /> <br />1[ <br />i: <br />-I <br /> <br />ELECTION OF PRESIDENT OF THE COUNCIL IN ACCO~DANCE WITH SECTION 33, CHAPTER VI I, OF THE CHARTER OF <br />THE CITY OF EUGENE AS FOLLOWS: <br /> <br />e <br /> <br />AT THE FIRST REGULAR MEETING OF THE COUNCIL IN JANUARH IN EACH YEAR, OR AS SOON THERE- <br />AFTER AS PRACTICABLE, THE COUNCIL SHALL CHOOSE BY BALLOT ONE OF ITS MEMBERS TO PRESIDE OVER THE <br />COUNCIL AND PERFORM THE DUTIES, OF MAYOR IN THE ABSENCE OF THE MAYOR FROM THE CITY, ORIF HE <br />BE FROM ANY CAUSE UNABLE TO ACT AS SUCH, SAID PRESIDENT OF THE COUNCIL SHALL HAVE ~ND EXER- <br />CISE THE POWERS AND PERFORM ALL THE DUTIES OF MAYOR." <br /> <br />I <br /> <br />IT WAS MOVED BY MR. SWANSON ~BA~NCA~HERINE LAURIS BE NOMINATED. IT WAS MOVED BY MR. MOYER THAT <br />WALLACE SWANSON BE NOMINATED. A SECRET BALLOT WAS TAKEN, AND IT WAS THEN MOVED BY MR. MOYER <br />SECONDED BY MR. CHATT THAT THE RECORDER BE INSTRUCTED TO CAST A UNANIMOUS BALLOT FOR CATHERINE <br />LAURIS FOR THE POSITION OF PRESIDENT OF THE COUNCIL. MOTION CARRIED UNANIMOUSLY. <br /> <br />p <br /> <br />2 , <br /> <br />A MESSAGE FROM MAYOR EDWIN E. CONE WAS SUBMITTED AND READ AS FOLLOWS: <br /> <br />liTHE CONCEPT OF BETTER GOVERNMENT AT THE HEART OF A BETTER CITY HAS MOULDED THE RESULTS <br />OF ALL OUR EFFORT INTO A PROGRESSIVE YEAR FOR THE CITY OF EUGENE. <br /> <br />FOR MANY YEARS PEOPLE THOUGHT OF EUGENE AS A MEDIUM-SIZE UNIVERSITY TOWN AND LUMBER <br />COMMUNITY LOCATED AT THE SOUTHERN END OF THE W,LLAMETTE VALLEY. IN 1940 IT WAS A CITY OF <br />20,838 POPULATION. AT THE CLOSE OF WORLD WAR I I EUGENE'S RAPID GROWTH BEGAN. BY 1950 <br />THE POPULATION WAS 35,899 AND THE 1960 CENSUS LISTED OUR POPULATION AS 50,987. OREGON AND <br />THE ENTIRE NORTHWEST WERE FORCED TO TAKE A LONG,SECOND LOOK AT EUGENE WHICH HAD MUSHROOMED <br />INTO A METROPOLITAN AREA AND AN IMPORTANT INDUSTRIAL MARKET AND HAD GAINED NATIONAL RECOG- <br />NITION. <br /> <br />IF EUGENE'S POPULATION CONTINUES AT THE RATE OF THE LAST TEN YEARS AND WITH A NORMAL <br />AMOUNT OF ANNEXATIONS efl SURROUNDING AREAS (NOT INCLUDING RIVER ROAD), OUR 1970 POPULATION <br />COULD REACH 85,000. THE UNIVERSITY OF OREGON ALONE ESTIMATES THAT ITS ENROLLMENT WILL JUMP <br />FROM 7,652 STUDENTS IN 1960 TO 13,293 STUDENTS IN 1970. 1960 WILL BE REMEMBERED AS EUGENE'S <br />VITAL YEAR BECAUSE IT WAS THE YEAR WE REACHED METROPOLITAN STATUS, ONE OF ONLY TWO IN OREGON <br />AND ONE OF FIVE IN THE NORTHWEST. THE EUGENE METROPOLITAN AREA RANKS ABOUT 160TH OF THE 212 <br />STANDARD METROPOLITAN AREAS IN THE UNITED STATES. IT RANKS 74TH IN A LISTING OF THE 100 <br />TOP INDUSTRIAL MARKETS IN THE UNITED STATES. EUGENE'S ASSESSED VALUATION IN 1940~41 WAS <br />$12,786,922; IN 1950-5. IT WAS $32,364,033; IN 1960-61 IT IS $63,063,078. <br /> <br />I <br /> <br />THE PURPOSE OF THIS REPORT IS TWO-FOLD .... TO MAKE A BRIEF REPORT OF EUGENE'S pROGRESS <br />IN THE YEAR 1960 AND TO POINT UP THE CITY'S NEEDS FOR 1961. <br /> <br />THERE WERE SEVERAL IMPORTANT ANNEXATIONS IN 1960, THE MOST IMPORTANT BEING THE WILLA- <br />KENZIE AREA. ApPROXIMATELY 2.2 SQUARE MILES WERE ADDED TO THE CITY PROPERTY AND ABOUT <br />5,000 PEOPLE ADDED TO THE CITY!S POPULATION. MOST CITY SERVICES ARE NOW BEING FURNISHED <br />IN SOME DEGREE IN THE AREA. THESE SERVICES INCLUDE FIRE PROTECTION, POLICE PROTECTION AND <br />SOME STREET LIGHTING. SOME STREETS IN THE AREA HAVE BEEN PAVED. A DRAINAGE AND SEWER <br />SURVEY IS UNDERWAY AT PRESENT, PREPARATORY TO THE INSTALLATION OF SANITARY AND STORM SEWERS <br />IN THE AREA. <br /> <br />THE YEAR 1960 WAS THE FIRST FULL YEAR OF COLLECTIONS UNDER A REVISED WATER USER CHARGE. <br />WITH THESE ADDITIONAL MONIES A GOOD START HAS BEEN MADE ON REVAMPING THE WEST SIDE SEWER <br />SYSTEM. DURING THE YEAR 7 MILES OF SANITARY SEWERS AND ALMOST 2 MILES OF STORM SEWERS <br />HAVE BEEN CONSTRUCTED. THE CONTRACT HAS BEEN LET FOR COMPLETION OF THE SEWAGE DI~POSAL <br />PLANT wrn~HAA COMPLETION DATE OF SEPTEMBER I, 196/. COMPL~TION OF THIS PHASE WILL GIVE US <br />SECONDARY TREATMENT IN LINE WITH THE PROGRAM OF THE STATE SANITARY AUTHORITY. THIS WILL <br />BE A BIG STEP IN CLEANING UP THE WILLAMETTE RIVER BELOW EUGENE. <br /> <br />DURING THE YEAR THERE WAS CONSIDERABLE ACTIVITY IN STREET AND SIDEWALK CONSTRUCTION <br />WITH 10 MILES OF STREET AND 7.4 MILES OF SIDEWALKS COMPLETED. OF PARTICULAR NOTE' IS THE <br />FACT THAT HILYARD STREET ~AS PARTIALLY COMPLETED ON A CONTRACT RUNNING FROM 24TH TO 40TH <br />AVENUE. GARffEED STREET WAS COMPLETED BETWEEN 18TH AVENUE AND THE PACIFIC HIGHWAY AT 6TH <br />AVENUE. ANOTHER IMPORTANT ARTERIAL COMPLETED WAS A LEG OF THE AMAZON ARTERIAL BETWEEN <br />19TH AND 24TH AVENUES. THIS LAST IMPORTANT ROADWAY WILL CONNECT DOWNTOWN EUGENE WITH THE <br />29TH AVENUE ANO BLOOMBERG CUTOFF TO THE PACIFIC FREEWAY SOUTH. THE LATTER IS NOW BEING <br />CONSTRUCTED BY LANE COUNTY ANO IS SCHEDULED FOR COMPLETION IN THE FALL OF 1961. <br /> <br />e <br /> <br />~ <br />
