THE MEETING WAS CALLED TO ORDER BY <br />HIS HONOR ~AYQe EOi'!L CONE WITH THE FOLLOWING COUNCILMEN PRESENT: MRS. LAURIS, MESSRS. MOLHOLM, <br />MOYER, WILSON, SWANSON, CHRISTENSEN AND DEVERELL. MR. CHATT WAS ABSENT. <br /> <br />THE INVOCATION WAS GIVEN BY REV. PHILLIP KINKEL. <br /> <br />THE MINUTES OF THE REGULAR MEETING HELD JANUARY 9, 1961, AS MAILED TO MEMBERS OF THE COUNCIL, <br />WERE APPROVED. <br /> <br />INTRODUCTION OF NEW BUSINESS <br /> <br />e <br /> <br />IT WAS MOVED BY MRS. LAURIS SECONDED BY MR. MOLHOLM THAT A CITIZEN'S COMMITTEE BE APPOINTED TO <br />BACK THE VARIOUS MEASURES TO BE PROPOSEb BY THE COUNCIL FOR THE ELECTION TO BE HELD IN THE-SPRING OF <br />1961. <br /> <br />I <br /> <br />IT WAS MOVED BY MR. SWANSON SECONDED BY MR. MOYER THAT THE MOTION BE AMENDED TO INCLUDE OPPOSI- <br />....f' - <br />TION TO THE EXPRESSWAY ROUTING AND FINANCING BALLOT MEASURE PROPOSED BY INITIATIVE PETITION OF THE <br />PEOPLE. MOTION CARRIED, MR. WAS SUBMITTED AND READ AS FOLLOWS: <br /> <br />"PRESENT: MAYOR C9NE; COUNCILMEN LAURIS, MOLHOLM, CHATT, MOYER, SWANSON, CHRISTENSEN AND <br />DEVERELL; CITY MANAGER; DEPARTME,NT HEADS; AND INTEREST C I T I ZENS; DAN WYANT, EUGENE <br />REGISTER-GUARD. <br /> <br />2 <br /> <br />I. OREGON STATE HIGHWAY PROPOSAL TO CONSTRUCT 1ST kVENUE-COBURG ROAD SECTION OF INTER- <br />STATE ROUTE No. 105 - A LETTER WAS READ FROM THE OREGON STATE HIGHWAY DEPARTMENT CON- <br />CERNING PROPOSED PLANS TO CONSTRUCT A BRIDGE ACROSS THEW'LLAMETTE RIVER WITH CONNECTIONS <br />TO JEFFERSON AND WASHINGTON STREETS, CONSTRUCTION OF THE W,LLAGILLESPIE INTERCHANGE ON <br />THE NORTH ~IDE OF T~EMILLAMETTERIVER, AND CONSTRUCTION OF A FOUR-LANE HIGHWAY FROM <br />THIS INTERCHANGE EASTERLY TO THE COBURG ROAD INTERCHANGE. A MAP OF THE PROPOSED CON- <br />STRU~TION PROJECT WAS SHOWN AND IT WAS ~URTHER INDICATED THE OREGON STATE HIGHWAY COM- <br />MISSION WILL HOLD HEARINGS ON THIS STARTING AT 2:00 PM JANUARY 31, 1961 AT HARRIS HALL. <br /> <br />I <br /> <br />THE COMMITTEE RECEIVED THIS ITEM AND RECOMMENDED THAT THE MAYOR AND CITY MANAGER BE <br />APPOINTED AS OFFICIAL REPRESENTATIVES TO APPEAR ON BEHALF OF THE CITY AT THE HEARING. <br />MOTION CARRIED UNANIMOUSLY. <br /> <br />THE COMMITTEE ALSO RECOMMENDED THIS MATTER BE REFERRED TO THE PLANNING COMMISSION FOR <br />THEIR PERUSAL AND FOR, A REPORT IF ONE IS DEEMED NECESSARY. MOTION CARRIED UNANIMOUSLY. <br /> <br />IT WAS MOVED BY MRS. LAUR1S SECONDED BY MR. MOLHOLM THAT ITEM \ OF THE COMMITTEE REPORT BE APPROVED. <br />MOTION CARRIED. <br /> <br />3 <br /> <br />2. COMMUNICATION FROM MR. WILLIAM C. JONES, ACTING ,PRESIDENT OF THE UNIVERSITY OF"OREGON, <br />REGARDING ZONING IN THE UNIVERSITY AREA - A COMMUNICATION FROM THE UNIVERSITY RESTATING <br />THE PROPOSED ENROLLMENT FIGURES FOR THE 10-YEAR PERIOD ENDING 1970,AND SETTING FORTH <br />THE BOUNDARIES OF THE PROJECTED CAMPUS DEVELOPMENT AREA, WAS READ. THE ACTING PRESIDENT <br />ALSO POINTED OUT THAT THE CITY COUNCIL, MANY YEARS AGO, AGREED TO THE PRINCIPLE THAT <br />ZONING IN THE PROJECTED CAMPUS AREA BE LEFT AS IT IS AT PRESENT. THE LETTER WAS DE- <br />SIGNED TO REPO~T TO THE COUNCIL THAT THE PROJECTED BOUNDARIES OF THE CAMPUS DEVELOPMENT <br />AREA NEED TO BE EXPANDED ON THE SOUTH FROM 17TH TO 18TH AVENUE BETWEEN AGATE AND VILLARD <br />AND ON THE EAST BETWEEN 14TH AND 18TH AVENUES TO VILLARD. THIS ADDITIONAL AREA WOULD <br />BE TO PROVIDE SPACE FOR ADDITIONAL DORMITORIES. <br /> <br />e' <br /> <br />I <br /> <br />.- <br />A NUMBER OF COMMENTS WERE HEARD ON TH,IS SUGGESTION, WHICH INCLUDED THAT WE HAVE HAD' A <br />NUMBER OF REQUESTS FROM THE UNIVERSITY TO DATE, THAT WE WILL UNDOUBTEDLY HAVE MORE, <br />THE FACT THAT THE CITY DESIRES TO COOPERATE WITH THE UNIVERSITY BUT AT THE SAME TIME, <br />ANTICIPATES CERTAIN ACTIONS BY THE UNIVERSITY ON BEHALF OF THE CITY, WHICH MIGHT NECES- <br />SITATE THE CITY'S GOING }O THE CHANCELLOR AND TH E OREGON STATE BOARD OF HIGHER EDUCA- <br />TION TO GET COMMITTMENTS. WITH REGARD TO THE LETTER, IT WAS GENERALLY AGREED THAT THE <br />CITY COULD NOT MAKE ANY BINDING AGREEMENTS REGARDING ZONING IN THIS AREA AND THE COM- <br />MITTEE RECOMMENDED THAT THE LETTER BE ACKNOWLEDGED AND THAT THE ACTING PRESIDENT BE <br />ADVISED THE COUNCIL WILL KEEP THE UNIVERSITY'S INTEREST IN MIND, TOGETHER WITH THE <br />INTEREST OF OTHER PROPERTY OWNERS IN THE AREA. MOTION CARRIED UNANIMOUSLY. <br /> <br />IT WAS MOVED BY MRS. LAURIS SECONDED BY MR. MOLHOLM THAT THE COMMUNICATION BE RECEIVED AND PLACED ON <br />FILE.
