PUBLIC HEARING REGARDING EAST CAMPUS DEVELOPMENT PLAN OF THE UNIVERSITY OF OREGON.- <br />A LETTER WAS READ TO THE COMMITTEE FROM J. O. LINDSTROM, BUSINESS MANAGER OF THE <br />UNIVERSITY OF OREGON, ASKING THE CITY COUNCIL TO ~ONDUCT A PUBLIC HEARING ON THE <br />EAST CAMPUS DEVELOPMENT PROGRAM AT ITS MEETING OF FEBRUARY 27, 19~1. THE PUBLIC <br />HEARING IS A NECESSARY STEP IN THE COORDINATION OF AN EVENTUAL URBAN RENEWAL PROJECT. <br /> <br />THE COMMITTEE RECOMMENDED THAT THE COUNCIL CONDUCT A PUBLIC HEARING ON FEBRUARY 27, <br />1961 REGARDING THE EAST CAMPUS DEVELOPMENT PROGRAM OF THE UNIVERSITY OF OREGON. <br />MOTION CARRIED UNANIMOUSLY. <br /> <br />IT WAS MOVED BY MRS. LAURIS SECONDED BY MR. MO~HOLM THAT ITEM 4 OF THE COMMITTEE REPORT BE APPROVED. <br />MOTION CARRIED. <br /> <br />2 <br /> <br />5. PROPOSED PARKS LEVY - THE CITY MANAGER INFORMED THE COMMITTEE THAT THE PARKS STUDY <br />GROUP HAS RECOMMENDED THAT THE LEVY FOR PARKS PURPOSES TO BE VOTED ON AT A SPECIAL <br />ELECTION IN MAY 1961 BE IN THE AMOUNT OF $150,000 COULD AND SHOULD BE SOUGHT FOR <br />PARK DEVELOPMENT. THE RATIO OF DEVELOPMENT OF PAR~ AREAS TO ACQUISITION OF AREAS <br />IS 5 : 4. THE MAJORITY OF THE PROPERTY TO BE ACQUIRED IS IN TH~ NORTH BANK PARK <br />AREA, 'AND \nLL BE' JOINT C(TY--SCHOOL DISTRICT PURC'H-ASES. THE PR'IORIT'Y FOR DEVELOPMENT <br />OF PARK AREAS WILL BE GIVEN TO PLAYGROUND AND SPORTS FACILITIES, FAtlLtTIESFOR ~tOPLE <br />OVER 60 YEARS OF AGE AND DEVELOPMENT Of COMMUNITY PARKS. <br /> <br />THE CITY MANAGER POINTED OUT THAT THE MEMBERS OF THE PARK STUDY GROUP WHO SERVED WITH- <br />OUT COMPENSATION TO ORGANIZE THE PROPOSED PROGRAM ARE TO BE COMMENDED, AND THAT THE <br />COMM~NITY SHOULD COMPLIMENT THEIR UNTIRING EFFORTS. <br /> <br />THE COMMITTEE RECOMMENDED THAT THE MEASURE ON THE BALLOT FOR PARK DEVELOPMENT BE FOR <br />$150,000 EACH YEAR FORSIX YEARS. DEDICATION OF ALLEY RUNNING NORTH AND SOUTH BETWEEN WILLAMETTE AND OAK STREETS FROM <br />17TH AVENUE TO AMAZON - A LETTER FROM THE CITY ATTORNEY WAS READ TO THE COMMITTEE <br />POINTING OUT THAT THE U. S. NATIONAL BANK DESIRES PUBLIC ACCESS TO THEIR NEW BRANCH <br />BANK BUILDING AT 17TH AND W,LLAMETTE WHICH IS ADJACENT TO THIS ALLEY. THE ALLEY HAS <br />BEEN IN EXISTENCE FOR MANY YEARS BUT HAS NEVER BEEN DEDICATED FOR PUBLIC USE. THE <br />CITY ATTORNEY HAS INSTITUTED QUIET TITLE TO THIS PROPERTY AND WHEN THE SUIT IS COM- <br />PLETED, THE BANK IS DESIROUS THAT,THE CITY DEDICATE THE ALLEY FORMALLY FOR ALLEY PUR- <br />POSES AS THE ESTABLISHMENT OF A NEW BRANCH BANK IS DEPENDENT UPON THE DEDICATION OF <br />THE ALLEY. THE COMMITTEE RECOMMENDED THAT THE REQUEST BE GRANTED AND AN ORDINANCE <br />PREPARED AFTER THE QUIET TITLE SUIT IS COMPLETED DEDICATING THE ALLEY. MOTION CAR- <br />RIED UNANIMOUSLY. <br /> <br />IT WAS MOVED BY MRS. LAURIS SECONDED BY MR. CHATT THAT STEPS BE TAKEN TO DEDICATE THIS ALLEY. MOTION <br />CARRIED. <br /> <br />4 <br /> <br />7. PROCEDURE FOR NOTIFICATION OF PENDING ASSESSMENTS TO PROPERTY PURCHASERS - THE CITY <br />,MANAGER POINTED OUT THAT THIS REPORT, REQUESTED BY COUNCIL REQUESTLY, CONCERNING THE <br />NOTIFICATION TO PROPERTY PURCHASERS OF PENDING ASSESSMENTS AGAINST PROeERTY THEY PRO- <br />POSE TO PURCHASE, IS QUITE EXPENSIVE FOR VALUE OBTA}NED. IT WAS SUGGESTED THAT SLIGHT <br />CHANGES IN ADMINISTRATION PROCEDURE MIGHT BE INITIATED IN ORDER TO ALLEVIATE SOME OF <br />THE PRESENT DIFFICULTY. No ACTION WAS TAKEN ON THIS MATTER. . <br /> <br />IT WAS MOVED BY MRS. LAURIS SECONDED BY MR. MOLHOLM THAT ITEM 7 OF THE COMMITTEE REPORT BE RECEIVED AND <br />PLACED ON FILE. PETITION TO PAVE ALLEY BETWEEN LINCOLN AND LAWRENCE STREETS FROM 13TH TO 14TH AVENUE - <br />THE CITY MANAGER POINTED OUT THAT THIS ALLEY PAVING PETITION HAD BEEN DISCUSSED EARLIER <br />WHEN THE PETITION CONTAINED SIGNATURES OF OWNERS OF 40% OF ABUTTING PROPERTY OF THE UN- <br />IMPROVED SECTION OF THE ALLEY. THE MATTER HAD BEEN TABLED PENDING MORE SIGNATURES. A <br />SECTION Or THE ALLEY IS BLACKTOPPED AND THE OWNERS or ABUTTING PROPERTY ARE STILL OPPOSED <br />TO THE IMPROVEMENT. THE CITY MANAGER rURTHER INDICATED THAT OWNERS OF 50% OF THE PRO- <br />PERTY ABUTTING THE UNIMPROVED SECTION ARE NOW REPRESENTED ON THE PETITION, AND THE CON- <br />CRETE SECTION COULD. BE INCORPORATED WITH THE SECTION ALREADY BLACKTOPPED. THE BLACKTOP <br />SECTION APPEARS TO BE IN GOOD CONDITION AND SHOULD NOT NEED REPLACEMENT fOR SEVERAL YEARS. <br />THE IMPROVEMENT OF 14TH AVENUE IS NOT INCLUDED ON THIS PETITION. THE COMMITTEE RECOM- <br />MENDED,THE UNIMPROVED SECTION OF THE ALLEY BETWEEN LINCOLN AND LAWRENCE FROM 13TH TO <br />14TH AVENUE BE IMPROVED WITH A CONCRETE SURFACE.
