DR. WILLIAM C. JONES, ACTING PRESIDENT OF THE UNIVERSITY OF OREGON, APPEARED BEFORE THE COUNCIL
TO RtPORT ON HB'i574 REGARDING THE PIONEER MEMORIAL PARK CEMETERY AND INDICATED HE APPEARED AS AN
EMPLOYEE OF THE STATE OF OREGON AND AS AN INDIVIDUAL WITH SOME RESPONSIBILITY TO THE UNIVERSITY OF
OREGON. HE DISCUSSED THE CEMETERY, ALSO KNOWN AS THE IOOF CEMETERY, AT 18TH AVENUE AND UNIVERSITY
STREET, STATING THAT BETWEEN 4000 AND 5000 BURIALS HAVE BEEN MADE IN THIS CEMETERY AND APPROXIMATELY
1500 OF THESE ARE IN MARKED GRAVESj' ALSO THAT THE CEMETERY DOES NOT HAVE PERPETUAL CARE AND CREATES
PROBLEMS TO THE CITY AND TO THE UNIVERSITY BECAUSE IT IS NOT KEPT UP, ACCUMULATES TRASH AND IS A HANG-
OUT FOR UNDESIRABLES. DR. JONES ALSO DISCUSSED THE UNIVERSITY'S GROWTH INDICATING THAT BECAUSE OF THE
GROWTH IN STUDENT POPULATION, THE UNIVERSITY REQUIRES EXPANSION AREA AND THE CEMETERY GROUND WOULD BE
LESS COSTLY THAN AREAS IMMEDIATELY SU8ROUNDING THE UNIVERSITY.

DR. JONES STATES THAT THE OREGON STATE BOARD OF HIGHER EDUCATION PROPOSES IN HB 1574 TO PURCHASE
THE LAND FOR REINTERMENT OF REMAINS OF THOSE WHO ARE BURIED IN THE PIONEER CEMETERY IN EXISTING PRI-
VATE CEMETERIES OR IN A NEW' CEMETERY, ALL TO BE DONE SO FAR AS POSSIBLE AT THE DIRECTION OF SURVIVING
RELATIVES. HE LIKEWISE STATED THAT REPRESENTATIVES OF THE BOARD OF THE CHAMBER OF COMMERCE HAVE URGED
PASSAGE OF HB 1574, HE READ A SECTION OF AN EDITORIAL FROM THE EUGENE REGISTER-GUARD WHICH INDICATED
THE NEWSPAPER IS IN GENERAL CONCURRENCE WITH THIS IDEA, AND ALSO STATED THAT THE SPACE WOULD BE USED
FOR ACADEMIC BUILDINGS. THE ESTIMATED COST' OF REMOVAL dF GRAVES AND ACQUISITION OF THE CEMETERY WAS
PLACED AT $500,000 TO $750,000.

SOME COMMENT WAS HAD AMONG MEMBERS OF JHE' COUNC I L W"H I CH I NCLUDED THE IDEA THAT BOTH S I DES SHOULD
BE HEARD ON THIS QUESTION, OTHERS lNDICATED' THE CEMETERY IS '00 CLOSE IN, DETRIMENTAL TO THE Clry,
AND THE REINTERMENT OF BODIES NOW BURIED IN THE CEMETERY WOULD MAKE IT POSSIBLE TO USE THE PROPERTY
MORE ADVANTAGEOUSLY. SPECIFIC COMMENT WAS MADE REGARD(NG PROVISIONS FOR REINTERMENT OF A SPOUSE OF
A~ INDIVIDUAL NOW liVING AND WHAT PROVISION MtGHT BE MAbE FOR A GRAVE SitE FOR THE PERSONS STILL LIVING.
PRESIDENT JONES INDICATED THAT THE VALUE OF THE GRAVES WOULD BE COMPENSATED FOR AND IF IN A 2-BURIAL
PLbT ONLY ONE PLACE IS OC~UPI'ED, THESE REMAINS WOULD BE REINTERRED AND THE LIVING SPOUSE WOULD RECEIVE
