<br />"""IIIIIl <br />J'97 <br /> <br />e <br /> <br />3/27/61 <br /> <br />I <br /> <br />CATED THE PLANNING COMMISSION INTENDS TO DISCUSS THIS AT THEIR MEETING TO BEHELD <br />MONDAY, MARCH 20, 1961, BUT THAT IT.APPEARED THE OBLIGATION FOR STORM SEWERS IS <br />NOW ON THE WRONG PEOPLE, THAT IT SHOULD B~ ON THE PURCHASER. VARIOUS IDEAS WERE <br />PRESENTED TO RESOLVE THIS PROBLEM,:AND IN THE DISCUSSION IT WAS POINTED OUT THAT <br />THE CITY HAS A SPECIAL LEVY WHICH NETS APPROX IMATELY $166,000 eER YEAR, THAT AT <br />THE PRESENT TIME THERE ARE APPROXIMATELY $425,000 WORTH OF REQUESTS; BY SOME PRO- <br />CESS OR OTHER A PRIORITY MUST BE ESTABLISHED. SUGGESTION WAS ALSO MADE ffiHAT A MAJOR <br />BOND ISSUE BE AUTHORIZED SO THAT FUNDS COULD BE MADE AVAILABLE TO CONSTRUCT NECES- <br />SARY SEWER LINES, BOTH STORM AND SANITARY, AND IT WAS ALSO POINTED OUT THAT A STUDY <br />IS CURRENTLY BEING MADE BY THE ENGINEERING FIRM OF CORNELL, HOWLAND, HAYES & MERRY- <br />FIELD ON THE REQUIREMENTS FOR SEWERS IN THE CITY OF EUGENE. <br /> <br />]1 <br />II <br />Ii <br />I, <br /> <br />FOLLOWING SOME CONSIDERABLE DISCUSSION ON THIS IT WAS RECOMMENDED THIS MATTER BE <br />HELD OVER FOR FURTHER STUDY. MOTION CARRIED UNANIMOUSLY. <br /> <br />I <br /> <br />MR. J. T. BREEDEN, PRESIDENT OF BREEDEN BROTHERS, WAS PRESENT AT THE COUNCIL MEETING TO OFFER A COMPRO- <br />MISE FOR THE INSTALLATION OF STORM SEWERS IN EDGEWOOD ESTATES. HIS REVISED REQUEST INCLUDES THAT THE <br />C,TY SPEND $18,000 FOR INSTALLATION OF A STORM SEWER ON 46TH AVENUE FROM DONALD TO WILLAMETTEj $10,000 <br />FOR STORM SEWER ON DONALD FROM 43RD TO 46TH, AND $1 1,900 ON SANITARY SEWERS IN THE AREA. HE AGREED <br />THAT SHOULD THE BIDS EXCEED THESE AMOUNTS, HE WOULD BE WILLING TO ASSUME THE FINANCIAL RESPONSIBILITY <br />FOR THE DIFFERENCE BETWEEN THE BID AND THE AMOUNT ACTUALLY SPENT ON STORM SEWERS. HE EXPECTED THE <br />CITY TO ASSUME THE COST OF THE SANITARY SEWER INSTALLATION, LESS THE AMOUNT WHICH COULD BE ASSESSED TO <br />HIS PROPERTY. <br /> <br />e <br /> <br />THE CITY MANAGER ASKED THE COUNCIL FOR PERMISSION TO GIVE A REPORT AT A SUBSEQUENT MEETING AS HIS <br />STAFF WISHED TO STUDY THE MATTER FURTHER. <br /> <br />IT WAS MOVED BY MR. WILSON SECONDED BY MR. CHATT THAT THIS ITEM BE REFERRED TO €OMMITTEE AGAIN. HE MENTIONED SUCH AREAS AS 5TH AND GRANT, 8TH AND ALMADEN, 24TH AND TAYLOR, AND BETWEEN WASH- <br />INGTON AND MONROE AND 9TH AND 18TH. <br /> <br />8. PAVING 30TH AVENUE FROM W,LLAMETTE TO CHARNEL TON - A PETITION ON WHICH OWNERS OF <br />APPROXIMATELY 36% OF THE PROPERTY HAD SIGNED FAVORING A STREET INSTALLATION AND <br />OWNERS OF 44% HAD SIGNED AGAINST SUCH STREET INSTALLATION WAS PRESENTED. IT WAS <br />INDICATED THAT IN PRIOR DISCUSSION SINCE THIS PARTICULAR SECTION OF THE TOWN WILL <br />HAVE STREETS INSTALLED, THE 30TH AVENUE PROJECT SHOULD BE A PART OF THIS. IT WAS <br />ALSO INDICATED THAT OF THE ABOVE PERCENTAGE THERE WERE FOUR OWNERS WHO WOULD NOT <br />SIGN FOR OR AGAINST SUCH STREET INSTALLATION. THE COMMITTEE CONSIDERED THIS MATTER <br />AND RECOMMENDED T~AT 30TH'AvENUE BE PAVED FROM W'llAMETTE TO CHARNELTON. MOTION <br />CARRIED UNANIMOUSLY. <br /> <br />I <br /> <br />IT WAS MOVED BY MRS. LAURIS SEioNDED BY MR. MOLHOLM THAT ITEM 8 OF THE COMMITTEE REPORT BE APPROVED. <br />MOTION CARRIED. <br /> <br />RESIDe~TS OF THE AREA WERE PRESENT SPEAKING ON THE MATTER. No CONSENSUS OF OPINION COULD BE ARRIVED <br />AT AS TO WHETHER THE MAJORITY WAS DEFINITELY IN FAVOR OR OPPOSED TO THE PETITIONED PAVING. <br /> <br />2 <br /> <br />9. PAVING 17TH AVENUE FROM CHAMBERS TO GARFIELD - A 50% PETITION WAS PRESENTED REQUE~T- <br />ING THAT THIS STREET BE PAVED. THE COMMITTEE RECOMMENDED PAVING OF 17TH AVENUE FROM <br />" CHAMBERS TO GARFIELri. MOTION CARRIED UNANIMOUSLY. <br /> <br />e <br /> <br />IT WAS MOVED BY MRS, LAURIS SECONDED BY MR. MOLHOLM THAT ITEM 9 OF THE COMMITTEE REPORT BE APPROVED. <br />MOTION CARRIED. <br /> <br />3 <br /> <br />10. PAVING BUCK STREET FROM 11TH TO 14TH - A PETITION CONTAINING SIGNATURES OF OWNERS <br />OF 50% OF THE PROPERTY TO BE ASSESSED FOR THE PROJECT AND TWO PROTESTS WERE ENTERED. <br />COMMITTEE MEMBERS DROVE TO AND VIEWED THE SITE OF THE STREET, AND FOLLOWING SOME <br />DISCUSSION RECOMMENDED THAT THE PETITION TO PAVE BUCK STREET BE DENIED. MOTION <br />CARRIED UNANIMOUSLY. <br /> <br />IT WAS MOVED BY MRS. LAURIS SECONDED BY MR. CHATT THAT ITEM 10 OF THE COMMITTEE REPORT BE APPROVED. <br />MOTION CARRIED. <br /> <br />4 <br /> <br />I I. PAVING PORTLAND STREET FROM 29TH AVENUE TO CREST DRIVE - A PETITION CONTAINING SIGNA- <br />TURES OF OWNERS OF 52% OF THE PROPERTY TO BE ASSESSED FOR THIS PROJECT WAS PRESENTED. <br />COMMITTEE MEMBERS DROVE TO AND OBSERVED THE SITE OF THE STREET AND NOTED THAT THERE <br />IS A RIGHT-OF-WAY PROBLEM. FOLLOWING THIS IT WAS RECOMMENDED THAT THE STREET BE <br />PAVED SUBJECT TO RESOLVING OF THE RIGHT-OF-WAY PROBLEM. MOTION CARRIED UNANIMOUSLY. <br />. , <br /> <br />I <br /> <br />IT WAS MOVED BY MRS. LAURIS SECONDED BY MR. MOLHOLM THAT ITEM I I OF THE COMMITTEE REPORT BE APPROVED. <br /> <br />e <br /> <br />MR. MCCOY,_ A RESIDENT OF THE AREA, REQUESTED THAT SEPARATE CONTRACT BE AWARDED FOR THE PAVING OF <br />PORTLAND, STREET FROM 2?TH TO 30TH AVENUE, AND FROM 30TH AVENUE TO CREST DRIVE- (WILLAMETTE). HE ALSO <br /> <br />STATED THAT HE WOULD BE WILLING TO GIVE THE NECESSARY RIGHT-OF-WAY IN ORDER THAT A ENIGHBOR'S PROPERTY <br />WOULD NOT BE DAMAGED; HOWEVER, HE WOULD NOT GIVE THIS NECESSARY RIGHT-OF-WAY UNLESS IT WAS AGREED THAT <br />A SIDEWALK WOULD NOT BE INSTALLED. No ACTION WAS TAKEN ON ~HISREQUEST. <br /> <br />ON VOTE ON THE MOTION TO APPROVE THE COMMITTEE REPORT, MOTION CARRIED. <br /> <br />~ <br />
