THE MEETING WAS CALLED TO ORDER BY <br />HIS HONOR MAYOR E. E. CONE WITH THE fOLLOWING COUNCILMEN PRESENT: MRS. LAURIS, MESSRS. MOLHOLM, CHATT, <br />MOYER, SWANSON, CHRISTENSEN AND DEVERELL. MR. WILSON WAS ABSENT. <br /> <br />THE INVOCATION WAS GIVEN BY REV. WALTER GRAY Of CENTRAL PRESBYTERIAN CHURCH. <br /> <br />THE MINUTES OF THE REGULAR MEETING OF APRIL 10, 1961, AS MAILED TO MEMBERS Of THE COUNCIL, WERE <br />! APPROVED. <br /> <br />INTRODUCTION OF NEW BUSINESS <br /> <br />COUNCILMAN MOLHOLM STATED HE HAD RECEIVED REQUESTS FOR A 'WALK-WAIT' SIGNAL AT THE INTERSECTION <br />OF 7TH AND POLK. OLDER PEOPLE ARE HAVING DIFfiCULTY WITH CROSS TRAFFIC, AND THE LOCATION Of THE DRIVE- <br />IN NEAR THIS CORNER CREATES AN ADDITIONAL HAZARD. THE CITY MANAGER WAS REQUESTED TO CONTACT THE HIGH- <br />WAY DEPARTMENT REGARDING THIS PROBLEM AND REPORT AT A LATER MEETING. <br /> <br />2, A LETTER WAS READ DATED APRIL 24, 1961 FROM ALBERTA HEFFRON, ATTORNEY, REfERRING TO THE DESCR:IPTION <br />OF THE PROPOSED NEW CITY HALL PROPERTY~ THE CITY MANAGER STATED THE BALLOT TITLE IN THE VOTERS PAMPHLET <br />IS CORRECT AND THAT THE FIRST DESCRIPTION WAS A PRINTING ERROR WHICH APPEARED ON THE BALLOT IN THE <br />ELECTION OF MAY 20, 1960. <br /> <br />3 THE CITY MANAGER STATED THE REGISTER-GUARD HAD OfFERED TO PUBLISH A 1000 WORD STATEMENT fOR THE <br />COUNCIL ON THE LIMITED ACCESS ROAD MEASURE ON THE BALLOT IN THE ELECTION OF MAY I I, 1961, AND THAT A <br />REBUTTAL STATEMENT WOULD ALSO BE PUBLISHED. A PREPARED STATEMENT WAS READ, AND IT WAS MOVED BY <br />MRS. LAURIS SECONDED BY MR. MOLHOLM THAT THE STATEMENT AS READ BE APPROVED fOR PUBLICATION. MOTION <br />CARRIED, MR. CHRISTENSEN VOTING NAY. <br /> <br />4 A STATEMENT Of COMPARISON Of COSTS OF THE PROPOSED NEW CITY HALL, THE NEW COUNTY COURTHOUSE, THE <br />CITY LIBRARY AND THE STATE OffICE BUILDING WAS PRESENTED TO THE COUNCIL BY THE CITY MANAGER, SHOWING <br />A VERY FAVORABLE SQUARE fOOT COST fOR THE PROPOSED CITY HALL BUILDING. THE STATEMENT WAS RECEIVED AND <br />PLACED ON fiLE. <br /> <br />REPORTS OF COMMITTEE MEETINGS <br /> <br />A REPORT OF THE COMMITTEE MEETING HELD APRIL 13, 1961 WAS SUBMITTED AND READ AS FOLLOWS: <br /> <br />"PRESENT: MAYOR CONE; COUNCILMEN LAURIS, CHATT, MOYER, WILSON, SWANSON, CHRISTENSEN AND <br />DEVERELL; CITY MANAGER; DEPARTMENT HEADS; INTERESTED CITIZENS. <br /> <br />5' <br /> <br />I. PURCHASE OF PROPERTY SOUTH OF LIBRARY - THE CITY MANAGER REQUESTED PERMISSION TO USE <br />$3500 fROM THE EMERGENCY FUND AS A DOWN PAYMENT ON THE PURCHASE OF 60' OF PROPERTY <br />RUNNING fROM OLIVE TO CHARNEL TON JUST SOUTH OF THE LIBRARY PROPERTY. THE COMMITTEE <br />RECOMMENDED THE REQUEST BE GRANTED. MOTION CARRIED UNANIMOUSLY. <br /> <br />IT WAS MOVED BY MRS. LAURIS SECONDED BY MR. MOLHOLM THAT ITEM 1 OF THE COMMITTEE REPORT BE APPROVED. <br />ROLLCALL VOTE. ALL COUNCILMEN PRESENT VOTING AYE, MOTION CARRIED. <br /> <br />6' 2. PLANNING COMMISSION RECOMMENDATION - APRIL 10, 1961: <br />A. ANNEXATION AREA EASTERLY fROM SEARS ROEBUCK WAREHOUSE AND W,LLAMETTE BEVERAGE COMPANY <br />ON JUDKINS ROAD - A 100% CONSENT PETITION FOR ANNEXATION Of THE ABOVE AREA, ALSO KNOWN <br />AS 3034 JUDKINS ROAD, WAS PRESENTED BY FRANK FINK COMPANY. THE PLANNING COMMISSION <br />HAD RECOMMENDED THE PETITION BE APPROVED, AND THE COMMITTEE CONCURRED. MOTION CARRIED <br />UNANIMOUSLY. <br /> <br />7, <br /> <br />B. ANNEXATION LOTS 5 AND 6, BLOCK 5, FLORAL HILL ADDITION - A 100% CONSENT PETITION FOR <br />ANNEXATION OF THE ABOVE AREA WAS PRESENTED BY DONALD R. HIRST. THE PLANNING COMMIS- <br />SION HAD RECOMMENDED THE PETITION BE APPROVED, AND THE COMMITTEE CONCURRED. MOTION <br />CARRIED UNANIMOUSLY. <br /> <br />8, <br /> <br />D. RENAMING PORTION Of MCKINLEY STREET AS 'NORTH HIGHWAY 99 WEST' - THE PLANNING COMMIS- <br />SION HAD RECOMMENDED THAT MCKINLEY STREET fROM 5TH AVENUE NORTHERLY TO THE COOS BAY <br />BRANCH RAILROAD BE RENAMED 'NORTH HIGHWAY 99 WEST' AS RECOMMENDED BY THE TRAFFIC DE- <br />PARTMENT AND PUBLIC WORKS DEPARTMENT. THE COMMITTEE RECOMMENDED THE PLANNING COMMIS- <br />SION BE UPHELD AND THE STREET RENAMED AS INDICATED. MOTION CARRIED UNANIMOUSLY. <br /> <br />9 <br /> <br />D. VACATION Of ALLEY BETWEEN 36TH AND 37TH AVENUES WEST OF WILLAMETTE - THE PLANNING <br />COMMISSION HAD RECOMMENDED THE APPROVAL Of A PETITION SIGNED BY OWNERS Of ABUTTING <br />PROPERTY fOR THE VACATION OF THE ALLEY BETWEEN 36TH AND 37TH AVENUES fROM WILLAMETTE <br />STREET TO THE EAST BOUNDARY OF PARK ACRES AND THEN NORTH TO 36TH AVENUE. THE COM- <br />MITTEE APPROVED THE PLANNING COMMISSION RECOMMENDATION. MOTION~RRIED UNANIMOUSLY; <br /> <br />IT WAS MOVED BY MRS. LAURIS SECONDED BY MR.
