<br />BY A LARGE. MAJORITY AT A SPECIAL ELECTION IN MAY,. THE PEOPLE APPROVED _MONEY FOR THE
<br />NEW CITY HALL, PURCHASE AND DEVELOPMENT OF LANDS FOR PARK PURPOSES, AND SALARY INCREASE~ FOR
<br />CITY EMPLOYEES. THE ELCTION ALSO PRODUCED A CHARTER AMENDMENT LIMITING THE COUNCIL'S POWER
<br />TO BUILD LIMITED ACCESS STREETS.

<br />AN AGREEMENT WAS REACHED BETWEEN LANE COUNTY AND THE CITY CONCERNING THE JOINT OW~ER-
<br />SHIP AND OPERA.TI.ON OF. THE JAIL. IN PAYMENT THEREFOR, THE COUNTY HAS ALMOS~ COMPLETED-
<br />EXPANSION OF THE JAIL THAT WILL NEARLY DOUBLE ITS DESIGNED CAPACITY.

<br />AT THE URGING OF THE RETAIL MERCHANTS AND THE CHAMBER Of COMMERCE, THE C1TY. INAUGURATED
<br />A CITY OPERATED OFF-STREET PARKING PROGRAM WITH THE OPENING Of A PARKING LOT ON A LEASE
<br />BASIS. THIS OPERATION WILL BE CONVERTED TO A LOCAL ASSESSMENT DISTRICT BY VIRTUE OF A
<br />RECENTLY ADOPTED ORDINANCE. IN ADDITION, VIRTUALLY ALL COMMERCIALLY ZONED AREAS, EXCEPT THE
<br />CENTRAL DOWNTOWN CORE, WERE REZONED TO REQUIRE THE PROVISION Of OFF-STREET PARKING WITH ALL
<br />NEW CONSTRUCTION. ON-STREET PARKING USEFULNESS WAS GREATLY IMPROVED BY CITY-WIDE CONVERSION
<br />TO THE TANDEM PAIR PARKING SYSTEM.

<br />PROGRESS IN PRESERVING THE EUGENE ATMOSPHERE FOR FUTURE GENERATIONS WAS REALIZED WITH
<br />THE BELP Of MANY VOLUNTEERS. THE PURCHASE OF PROPERTIES FOR A WATERF'RONT PARK AT THE NORTH
<br />END Of HIGH STREET AND PARK LAND AT THE SHELDON HIGH SCHOOL SITE WAS COMPLETED. LAND WAS
<br />ADDED TO THE PARK SYSTEM THROUGH THE GIFTS OF DR. EVA JOHNSON AND THE LATE ALTON BAKER AND
<br />THE BEQUEST Of MRS. CARL WASHBURNE. LANE COUNTY AND THE CITY ADDED TO THE PUBLIC OWNERSHIP
<br />Of THE NORTH BANK PARK. PROPERTY WAS PURCHASED fOR fUTURE LIBRARY EXPANSION. SCHOOL DIS-
<br />TRICT #4 ENTERED INTO AN AGREEMENT WITH THE CITY FOR THE JOINT PURCHASE AND DEVELOPMENT Of
<br />PARK-PLAYGROUND SITES. SEVERAL JOINT PLANNING AND DEVELOPMENT PROGRAMS ARE CURRENTLY IN
<br />PROGRESS AS A RESULT Of THIS AGREEMENT.
