STEPPED UP ENFORCEMENT PROGRAM IN 196.1 HAS RESULTED IN A DECREASE IN THE NUMBE~ OF <br />ACCIDENTS, THERE HAS BEEN A SEVERE INCREASE IN TRAFFIC ACCIDENT INJURIES ANDfATALITIE~. <br /> <br />WE MUST LEAVE NOTHING UNDONE TO ENCOURAGE INDUSTRIAL DIVERSIFICATION AND EXPANSION <br />IN ORDER TO BE ABLE TO PROVIDE OUR PEOPLE WITH MEANS Of LIVELIHOOD.
