<br />GIVING AN ORAL SUMMATION AS TO WHAT THE LIBRARY BOARD HAD FOUND REGARDING COUNTY LIBRARY
<br />SYSTEM. MEMBERS OF THE CITY COUNCIL AND THE EUGENE CITY LIBRARY BOARD THEN DISCUSSED THE
<br />MATTER REGARDING OPERATION, SERVICE AND FINANCES. THE CONSENSUS OF THE COUNCIL REGARDING
<br />THE MEASURE WAS FAVORABLE ALTHOUGH THERE SEEMED TO BE SOME RESERVATION ON SOME POINTS UNDER
<br />DISCUSSION.

<br />MAYOR CONE THANKED THE LIBRARY BOARD AND COUNCIL MEMBERS FOR ATTENDING THE SESSION AND

<br />A. VACA~tON 16TH AVENUE EAST FROM FRIENDLY STREET, ARCHDIOCESE OF PORTLAND - MR. BERT
<br />McCoy, ATTORNEY REPRESENTING THE ARCHDIOCESE, EXPLAINED THE WATER BOARD HAD INFORMED
<br />THEM LIGHT POLES TO SERVICE THE FOOTBALL FIELD AT ST. .FRANCIS HIGH SCHOOL WOULD HAVE
<br />TO BE PLACED 2~' FROM THE PROPERTY LINE WHICH WOULD PLACE THEM IN THE STREET RIGHT-
<br />OF-WAY OF 16TH AVENUE. THE PLANNING COMMISSION HAD RECOMMENDED DENIAL OF THE VACATION
<br />,REQUEST; ~EVERAL COMMITTEE MEMBERS FELT THE ARCHDI~CESE SHOULD BE GIVEN PERMISSION TO
<br />PLACE THE LIGHT POLES AS NECESSARY AND QUESTIONED THE CITY ATTORNEY REGARDING AN
<br />ARRANGEMENT TO PLACE THE POLES IN THE STREET RIGHT-OF-WAY WITHOUT ACTUALLY VACATING
<br />THE STREET. THE CITY ATTORNEY GAVE THE OPINION THAT THIS IS NOT POSSIBLE, AND IT WAS
<br />THEN MENTIONED BY SEVERAL COMMITTEE MEMBERS THAT THERE WAS A SIMILAR ARRANGEMENT MADE
