CONE AT 7:30 PM, APRIL 23, 1962, IN THE COUNCIL CHAMBER, WITH THE FOLLOWING COUNCILMEN <br />PRESENT: MRS. LAURIS, MESSRS. MOLHOLM, CHATT, MOYER, WILSON, SWANSON, CHRISTENSEN AND DEVERELL. <br />(COUNCILMAN WILSON ABSENT LAST PORTION.) <br /> <br />THE INVOCATION WAS GIVEN BY REV. ROBERT W. SMITH, MINISTER, FIRST SOUTHERN BAPTIST CHURCH OF EUGENE. <br /> <br />THE MINUTES OF THE REGULAR MEETING OF APRIL 9, '962, AS MAILED TO MEMBERS OF THE COUNCIL, WERE <br />APPROVED. <br /> <br />NEW BUSINESS <br /> <br />FOR THE SAKE OF SEVERAL PEOPLE WHO HAD OTHER COMMITTEE MEETINGS TO ATTEND, ITEM 2 OF THE COM- <br />MITTEE REPORT DATED APRIL 12, 1962, SUMMER TIME, WAS TAKEN OUT OF ORDER. <br /> <br />COMMITTEE REPORT - APRIL 12, 1962 <br />2. SUMMER TIME - MR. PORTER READ A RESOLUTION FROM THE CHAMBER OF COMMERCE RELATIVE TO THE <br />SUMMER, OR FAST, TIME. CHRISTENSEN-CHATT MOTION PERMITTING CITY EMPLOYEES TO BEGIN WORK <br />AT 7:00 A.M. AND RECOMMENDING THAT A SKELETON CREW BE ON DUTY AT THE CITY HALL UNTIL <br />5:00 P.M. STANDARD TIME. MOTION CARRIED. <br /> <br />MR. PORTER, REPRESENTING THE CHAMBER OF COMMERCE COMMITTEE, WAS GIVEN THE FLOOR TO SPEAK ON BEHALF OF <br />THE CHAMBER COMMITTEE MEETING. IT WAS MOVED BY MRS. LAURIS SECONDED BY MR. WILSON THAT ITEM 2 OF THE <br />COMMITTEE REPORT BE APPROVED. MOTION CARRIED. <br /> <br />IT WAS MOVED BY MRS. LAURIS SECONDED BY MR. MOLHOLM THAT THE COUNCIL ENCOURAGE ALL EMPLOYERS, INCLUDING <br />THE UNIVERSITY OF OREGON AND EUGENE SCHOOL DISTRICT #4, TO MOVE THEIR CLOCKS AHEAD OR TO GO TO WORK ONE <br />HOUR EARLIER AT 7:00 A.M. BEGINNING APRIL29 THROUGH SEPTEMBER 30, 1962. MOTION CARRIED, MESSRS. <br />CHRISTENSEN AND CHATT VOTING NO. <br /> <br />2 COUNCILWOMAN LAURIS PROPOSED AN AMENDMENT TO SECTION 43 OF THE EUGENE CITY CODE REGARDING STREET <br />TREES, SUGGESTING THAT IF PEOPLE REMOVE TREES FROM PARKING STRIPS OR RESIDENTIAL LOTS, IT WOULD.aE A <br />GOOD IDEA TO REPLACE THOSE TREES WITH OTHER TREES EITHER ON THE SAME PROPERTY OR OTHER ADJACENT PRO- <br />PERTY SO THAT THE BEAUTY AND GENERAL APPEARANCE OF THE CITY WOULD REMAIN MUCH AS IT IS. MR. MOLHOLM <br />SECONDED THE PROPOSAL AS PRESENTED BY MRS. LAURIS, AND RECOMMENDED THE COUNCIL GO ON RECORD AS GENERALLY <br />APPROVING THE IDEA, ALSO RECOMMENDING THE STAFF MAKE A RECOMMENDATION TO THE COUNCIL REGARDING THE <br />AMENDMENT TO THE CODE. MOTION CARRIED. <br /> <br />3 MONTHLY PAYMENT ESTIMATE, AS APPROVED BY THE PUBLIC WORKS DEPARTMENT, WAS SUBMITTED AND READ AS <br />FOLLOWS: <br /> <br />HAMILTON ELECTRIC COMPANY <br />1ST & FINAL - MAHLON SWEET AIRPORT, INSTALLATION OF ILLUMINATED WIND CONE <br /> <br />$1,315.00 <br /> <br />IT WAS MOVED BY MRS. LAURIS SECONDED BY MR. MOLHOLM THAT THE PAYMENT ESTIMATE BE ALLOWED AND PROPER <br />CITY OFFICIALS AUTHORIZED TO DRAW. THE NECESSARY WARRANT. ROLLCALL VOTE. MOTION CARRIED, ALL COUNCIL- <br />MEN PRESENT VOTING AYE. <br /> <br />4 <br /> <br />A LETTER WAS READ FROM CORNELL, HOWLAND, HAYES & MERRYFIELD ON BEHALF OF SOUTHERN ENGINEERING <br />COMPANY REFERRING TO THE COMPLETION OF THE SEWAGE DISPOSAL PLANT ADDITIONS AND THE BALANCE DUE THE <br />ENGINEERING FIRM, RECOMMENDING THE PAXMENT TO SOUTHERN ENGINEERING COMPANY AN AMOUNT OF $14,176.12, <br />WITH THE BALANCE REMAINING TO BE PAID $5,823.88. IT WAS MOVED BY MRS. LAURIS SECONDED BY MR. MOLHOLM <br />THAT THE PAYMENT BE APPROVED. ROLLCALL VOTE.
