CONE AT 6:30 PM IN THE COUNCIL CHAMBER ON MAY 14, 1962 WITH THE fOLLOWING COUNCILMEN <br />PRESENT: MRS. LAURIS, MESSRS. CHATT, MOYER, WILSON, SWANSON, CHRISTENSEN AND DEVERELL. MR. MOLHOLM WAS <br />ABSENT. <br /> <br />THE INVOCATION WAS GIVEN BY REV. BRIAN WILHITE, ASSOCIATE MINISTER Of FIRST CHRISTIAN CHURCH. <br /> <br />THE MINUTES Of THE ADJOURNED MEETING Of APRIL 23, 1962, AS MAILED TO MEMBERS Of ,THE COUNCIL, WERE <br />APPROVED. <br /> <br />NEW BUSINESS <br /> <br />MAYOR CONE ACKNOWLEDGED THE ATTENDANCE Of SEVERAL 6TH GRADE STUDENTS fROM HARRIS SCHOOL WHO WERE <br />PRESENT fOR THE PURPOSE Of VIEWING THE PROCEEDINGS Of THE MEETING. <br /> <br />2 <br /> <br />THE CITY MANAGER READ A COMMUNICATION fROM THE STATE HIGHWAY DEPARTMENT RELATIVE TO THE INSTALLA- <br />TION Of A TRAffiC SIGNAL AT THE INTERSECTION Of RAILROAD BOULEVARD AND VANBuREN STREET. AMONG OTHER <br />ITEMS IN THE AGREEMENT, THE PROPOSAL IS fOR THE CITY TO PAY fOR 50% Of THE INSTALLATION CHARGE, WHICH <br />IS APPROXIMATELY $5600, $100 Of WHICH IS EXTRA fOR THE INSTALLATION Of A 7-fOOT EXTENSION ARM. THE <br />STATE AGREES TO DO ALL THE WORK Of THE INSTALLATION Of THE SIGNS AND SIGNAL AND TO REMIT TO THE CITY <br />ANY MONIES NOT USED UP TO $5500, ESTIMATED 50% SHARE Of THE ACTUAL INSTALLATION. <br /> <br />IT WAS MOVED BY MRS. LAURIS SECONDED BY MR. CHATT THAT THE COUNCIL AUTHORIZE THE MAYOR AND RECORDER TO <br />SIGN THE AGREEMENT WITH THE HIGHWAY DEPARTMENT. ROLLCALL VOTE. MOTION CARRIED, ALL COUNCILMEN PRESENT <br />VOTING AYE. <br /> <br />3 THE CITY MANAGER READ A PROPOSED AGREEMENT BETWEEN LANE COUNTY AND THE CITY Of EUGENE WHEREBY THE <br />CONSERVATION Of VALUABLE OPEN SPACE LAND IN THE AREA AROUND THE CITY AND IN THE CITY MIGHT BE JOINTLY <br />PURCHASED fOR RECREATIONAL AND SCENIC AREAS. THIS AGREEMENT WOULD PROVIDE fOR JOINT DISCUSSION Of THE <br />PROBLEMS Of THE TWO JURISDICTIONS AND IMPLEMENT THE ACQUISITION Of SUCH OPEN SPACE LAND. <br /> <br />IT WAS MOVED BY MRS. LAURIS SECONDED BY MR. CHATT TO APPROVE THE AGREEMENT. ROLLCALL VOTE. MOTION CAR- <br />RIED, ALL COUNCILMEN PRESENT VOTING AYE. <br /> <br />4 A LETTER WAS READ fROM THE COMMITTEE Of NEIGHBORHOOD AND COMMUNITY AffAIRS, MR. MILES KONTICH, <br />CHAIRMAN, REfERRING TO THE REPORT Of MR. DICK SODERBERG, ,URBAN RENEWAL DIRECTOR, ON THE EAST CAMPUS <br />URBAN RENEWAL PROJECT. <br /> <br />IT WAS MOVED BY MRS. LAURIS SECONDED BY MR. CHAT T TO RECEIVE AND PLACE ON fiLE. MOTION CARRIED. <br /> <br />5 <br /> <br />A COMMUNICATION WAS ALSO READ DATED MAY 9, 1962 fROM THE COMMITTEE Of NEIGHBORHOOD AND COMMUNITY <br />AFfAIRS REfERRING TO AN IMPROVEMENT PROJECT CONCERNING THE MASONIC CEMETERY AT 25TH AND UNIVERSITY. <br />THE NEIGHBORHOOD RESIDENTS HAVE BANDED TOGETHER TO IMPROVE THE LOOKS OF THE CEMETERY BY CLEANING UP AND <br />PAINTING UP AS PART OF PROJECT 'OPERATION SHOWOFf'. <br /> <br />IT WAS MOVED BY MRS. LAURIS SECONDED BY MR. CHATT THAT THE CITY MANAGER BE INSTRUCTED TO WRITE A LETTER <br />Of COMMENDATION TO THE GROUP, GIVING THEIR WHOLE HEARTED APPROVAL TO THE PROJECT. MOTION CARRIED. <br /> <br />6 <br /> <br />THE CITY MANAGER THEN READ A LETTER FROM MRS. ROBERT LEEPER WITH REGARD TO THE TREE PROBLEM AND <br />TRAfFIC AND PARKING AREAS. SHE SUBMITTED A PROPOSAL IN HER LETTER INDICATING A PLAN TO CREATE DIAGONAL <br />PARKING ISLANDS BETWEEN TREES, AND ALSO PROVIDED A MINIATURE LAYOUT FOR DISCUSSION OF THE COUNCIL. <br />SHE SUGGESTED HER PROPOSAL WOULD BE FAVORABLE PARTICULARLY BETWEEN 13TH AND 24TH ON ALDER STREET. <br /> <br />IT WAS MOVED BY MR. MOYER SECONDED BY MR. tHATT THAT THE MATTER BE REfERRED TO THE TRAFfiC ENGINEER fOR <br />STUDY AND A RECOMMENDATION AT A LATER TIME. MOTION CARRIED. <br /> <br />7 <br /> <br />THE CITY MANAGER PRESENTED A SKETCH OF THE INTERSECTION OF 11TH AVENUE AND PATTERSON STREET SHOWING <br />PROPOSED CHANGES IN CURB RADI I WHICH SHOULD BE MADE AS A PART Of THE JOB ON THE STREET WIDENING PROJECT. <br />HOWEVER, IN THE PROPOSED SKETCH THERE WERE TWO TREES TO BE CONSIDERED, ONE ON EACH SIDE OF 11TH AVENUE, <br />WHICH WOULD COME OUT IN ONE PROPOSAL Of THE PLAN, OR AS AN ALTERNATIVE COULD BE LEfT IN TO POSSIBLY BE <br />CHANGED SOME YEARS HENCE. DR. FEENEY WAS PRESENT IN THE AUDIENCE AND GIVEN THE FLOOR TO SPEAK ON THE <br />SUBJECT AND SUGGESTED THAT MORE PEOPLE SHOULD BE MADE AWARE OF THE PROPOSED CHANGES SO THAT THE PROBLEM <br />WAS UNDERSTOOD BY EVERYONE IN THE NEIGHBORHOOD, AND ASKING THAT THE COUNCIL RECONSIDER THIS TO GIVE THE <br />GENERAL PUBLIC TIME TO BE HEARD. PREVIOUS TO DR. FEENEY!S SPEAKING, COUNCILMAN WILSON MOVED SECONDED <br />BY MR. SWANSON TO GO AHEAD AND PROCEED AS PLANNED WITH THE CURB CUTS, THEN DISCUSSION fOLLOWED AND THE <br />OBJECTION BY DR. FEENEY. <br /> <br />AFTER SOME fURTHER DISCUSSION, MR. MOYER MOVED SECONDED BY MR. CHRISTENSEN THAT THE MATTER BE TABLED. <br />MOTION CARRIED, MRS. LAURIS AND MR. WILSON VOTING NAY. <br /> <br />8 <br /> <br />BILLS AGAINST VARIOUS DEPARTMENTS Of THE CITY fOR THE MONTH OF APRIL 1962 WERE SUBMITTED AND READ <br />AS FOLLOWS: <br /> <br />,,~ <br />
