SOME FURTHER DISCUSSION FOLLOWED SUGGESTING THAT PERHAPS LANE COUNTY MIGHT PARTICIPATE IN <br />SOME PART OF THE PROGRAM RELATIVE TO THE AIRPORT DEVELOPMENT. <br /> <br />IT WAS MOVED BY MR. COUNCILMAN MOLHOLM ASKED ABOUT A TRAFfiC <br />LIGHT AT PATTERSON AND 24TH AND WAS ADVISED THIS WOULD BE IN NEXT YEAR'S PROPOS~D <br />BUDGET. CHRISTENSEN-CHATT MOVED TO APPROVE THE RECOMMENDATION. SWANSON VOTING NAY. <br /> <br />COMMITTEE REPORT OF MAY 3, 1962 SUBMITTED AND READ: <br /> <br />"PRESENT: COUNCILMEN LAURIS, MOLHOLM, CHATT, MOYER, WlLSON, SWANSON, CHRISTENSEN AND <br />DEVERELL; CITY MANAGER; CITY RECORDER; CITY ATTORNEY; ADMINISTRATIVE ASSISTANTSj <br />THE PRESS AND OTHERS; DIRECTOR OF PUBLIC WORKS. <br /> <br />3 <br /> <br />I. AMENDMENT TO PLUMBING CODE - THE CITY MANAGER STATED THE CONCERN WITH THE CODE WAS <br />THE SECTION 5, PARAGRAPH A., HAVING TO DO WITH THE TYPE OF PIPE ALLOWED FOR HOUSE <br />CONNECTIONS. MR. OLSON, REPRESENTING FIBER PIPE PEOPLE AND MR. JAMES CHAMBERS, <br />REGIONAL MANAGER FOR THE ORANGEBURG TILE COMPANY, GAVE STATISTICS ON THE USE OF <br />FIBER PIPE IN PLACES WHERE IT HAD BEEN USED INCLUDING APPROXIMATE QUANTITIES AND <br />LENGTH OF TIME IT HAD BEEN IN USE. REPRESENTING FIBER PIPR PEOPLE ALSO WERE <br />TILLMAN & BOOTH, DISTRIBUTORS IN EUGENE, AND ALSO PRESENT WAS MR. MANLEY, A LOCAL <br />PLUMBER. <br /> <br />I <br /> <br />MR. RALPH RODERICK OF CORNELL, HOWLAND, HAYES & MERRYFIELD EXPLAINED HIS FIRM'S <br />POSITION AND THEIR EXPERIENCE WITH FIBER PIPE, STATING THEY HAD MADE AN EXTENSIVE <br />S~RVEY ON THE USE AND EXPERIENCE IN RELATION TO BIT-UMINOUS FIBER PIPE AND THAT THEY <br />WOULD NOT RECOMMEND ITS USE IN SANITARY SEWER CONNECTIONS OR A SEWAGE TREATMENT PLANT <br />SYSTEM. THE DIRECTOR OF PUBLIC WORKS INDICATED THE CITY OF EUGENE HAD NOT HAD GOOD <br />EXPERIENCE IN THE USE OF FIBER PIPE AND WOULD NOT RECOMMEND ITS USE IN THE SEWER <br />SYSTEM IN THE CITY. HE REFERRED SPECIFICALLY TO THE USE OF FIBER PIPE IN THE NEW <br />SEWER SYSTEM IN THE WILLAKE~ IE AREA. HE ALSO STATED THE PUBLIC WORKS DEPARTMENT <br />HAD BEEN KEEPING VERY CLOSE RECORDS SINCE 1954 ON THE USE OF FIBER PIPE AND THE <br />EXPERIENCE WAS NOT GOOD. <br /> <br />e <br /> <br />MR. SWANSON MOVED TO ADOPT THE AMENDMENT TO THE CODE AS OUTLINED WHICH MOTION WAS NOT <br />SECONDED. <br /> <br />MR. WILSON MOVED, SECONDED BY MR. CHATT, TO ADOPT THE AMENDMENT TO THE PLUMBING CODE <br />EXCEPT SECTIONS 3 AND 5 WHICH HAVE REFERENCE TO THE TYPE OF PIPE USED FOR CONNECTIONS. <br />SOME fURTHER DISCUSSION RESULTED IN A SWANSON-CHRISTENSEN MOTION TO TABLE THE MATTER <br />UNTIL THE COUNCIL MEETING OF MAY 14, 1962. MOTION CARRIED. <br /> <br />IT WAS MOVED BY MRS. LAURIS SECONDED BY MR. SWANSON TO;.ADOPT THE AMENDMENT TO THE PLUMBING CODE AS <br />SUGGESTED. <br /> <br />I <br /> <br />MR. JAMES CHAMBERS OF THE ORANGEBURG MANUfACTURING COMPANY WAS PRESENT AND AGAIN SPOKE IN REBUTTAL, <br />INDICATING THAT MOST Of THE PLUMBERS IN THE AREA DID NOT KNOW THE CHANGES IN THIS CODE_ AS SUGGESTED, <br />ALSO INDICATING THAT THERE WERE A NUMBER OF ADVERTISERS IN THE YELLOW PAGES Of THE PHONE BOOK AND THAT <br />THEY WOULD APPRECIATE MORE TIME TO GATHER INFORMATION TO OffSET SOME Of THE ARGUMENTS OF THE ENGINEERS. <br />FOR THIS REASON HE ASKED THE COUNCIL TO EXTEND THE STAY fOR 60 DAYS PERIOD TO ALLOW THEM TO GATHER THEIR <br />INFORMATION. PRESENT ALSO ON BEHALF OF THE ORANGE BURG PIPE COMPANY WAS DR. ADELBERT DIEfENDORf OF <br />COLLEGE Of THE PACifiC, STOCKTON, CALIfORNIA, WHO APPARENTLY IS IN A CONSULTING CAPACITY FOR THE <br />ORANGEBURG PIPE COMPANY, WHO SUGGESTED THAT POSSIBLY THE PRODUCT THAT PEOPLE HAD BEEN HAVING TROUBLE <br />WI TH WAS A PIPE MANUFACTURED BY A FIRM IN CORVALL I S WHO WERE NO LONGER I N BUS I NESS, AND WHO HAD BEEN ~1:\'~ l;ol.: <br />MAKING AN INfERIOR PRODUCT. <br /> <br />e <br /> <br />MAYOR CONE THEN MADE HIS STATEMENT QUOTING A MR.
