<br />00 AND COUNCIL PRESIDENT CATHERINE LAURIS, THE MEETING WAS CALLED TO ORDER AT 6:30 P.M. BY COUNCILMAN
<br /> MOLHOLM WITH THE FOLLOWING COUNCILMEN PRESENT: MESSRS. CHATT, MOYER, WILSON, SWANSON, CHRISTENSEN
<br />~ AND DEVERELL. MAYOR CONE ARRIVED AND ASSUMED THE CHAIR DURING THE MEETING AS NOTED.

<br /> THE MINUTES OF THE REGULAR MEETING OF AUGUST 13, 1962 AND THE ADJOURNED MEETING OF AUGUST 14,1962,
<br /> AS MAILED TO MEMBERS OF THE COUNCIL, WERE APPROVED.
<br /> NEW BUSINESS
<br />e THE CITY MANAGER STATED EACH COUNCIL MEMBER HAD BEEN MAILED A COPY OF A REPORT CONCERNING THE
<br /> I
<br /> EXPRESSWAY MEASURE, THAT THERE APPEARED TO BE NO DOUBT THAT LIMITED OR CONTROLLED ACCESS STREETS ARE
<br /> NEEDED IN THE CITY OF EUGENE, AND THAT, AS THE YEARS PROGRESS WITH THE RAPID EXPANSION OF POPULATION
<br /> AND THE CONTINUING USE OF THE AUTOMOBILE, THERE WOULD BE AN INCREASING DEMAND FOR THESE FACILITIES.
<br /> HE STATED THAT CERTAIN CHARTER RESTRICTIONS AS THEY NOW EXIST WOULD HAMPER ENGINEERS IN LAYING OUT
<br /> PROJECTS FOR CONTROLLED OR LIMITED ACCESS STREETS. THE CITY MANAGER ALSO STATED IT WAS HIS CONCLUSION
<br />I THAT IT WOULD BE TO THE BEST INTEREST OF THE P,EOWLE~OffGIHE CITY OF EUGENE TO REPEAL THE CHARTER AMEND-
<br /> MENT UNDER DISCUSSION, AND TO ADOPT A CHARTER AMENDMENT GIVING CERTAIN POWERS TO THE.CITY COUNCIL TO
<br /> CONSTRUCT LIMITED OR CONTROLLED ACCESS STREETS. HOWEVER, IT WAS HIS RECOMMENDATION AT THIS TIME NOT TO
<br /> PLACE THE MEASURE ON THE NOVEMBER 1962 BALLOT DUE TO THE COMPLEXITY OF THE PROBLEM, AND ALSO BECAUSE
<br /> THERE ARE TWO OR THREE OTHER CITY MEASURES ON THAT BALLOT AS WELL AS O~E OR TWO COUNTY MEASURES WHICH
<br /> WOULD BE OF GREAT INTEREST TO THE CITIZENS OF THE CITY OF EUGENE. ON DISCUSSION OF THIS ITEM BY THE
<br /> COUNC I L, IT WAS FELT THAT A SPECIAL ELECTION COULD BE HELD SOMETIME AFTER THE FIRST OF THE YEAR 1963
<br /> TO PLACE THIS MEASURE BEFORE THE PEOPLE.
<br /> MR. CHATT MOVED SECONDED BY MR. MOYER TO ACCEPT THE RECOMMENDATION OF THE C'TY MANAGER AND NOT PLACE
<br /> THE EXPRESSWAY MEASURE ON THE NOVEMBER 1962 BALLOT, BUT TO LATER CALL A SPECIAL ELECTION FOR THE PUR-
<br /> POSE OF PRESENTING THIS TO THE PEOPLE. MOTION CARRIED.
<br /> MAYOR CONE ARRIVED AT THIS POINT AND ASSUMED THE CHAIR.
<br /> 2 THE CITY MANAGER PRESENTED AND READ A PROPOSED AGREEMENT BETWEEN MR. JAN ZACH, SCUePTOR, AND THE
<br /> CITY OF EUGENE FOR WORK TO BE PLACED IN THE NEW CITY HALL AND IN THE COURTYARD AREA. SEVEN SPECIFIC
<br /> ITEMS WERE COVERED IN THE CONTRACT, AND THE CONTRACT AMOUNT WOULD BE FOR $20,000, $7000 Of WHICH WOULD
<br /> BE PAYABLE ON OR ABOUT SEPTEMBER 10, 1962, AND ADDITIONAL PAYMENTS TO BE MADE AT THE REQUEST Of THE
<br /> ARCHITECT.
<br /> MR. MOLHOLM MOVED SECONDED BY MR. CHATT TO APPROVE THE AGREEMENT BETWEEN THE SCULPTOR AND THE CITY OF
<br />I EUGENE IN THE AMOUNT OF $20,000, SUBJECT TO THE APPROVAL OF THE AGREEMENT BY THE CITY ATTORNEY. ROLL-

<br /> 3 COUNCILMAN MOYER ASKED THE CITY MANAGER WHO IS RESPONSIBLE FOR CLEANING UP AFTER AUTOMOBILE ACCI-
<br /> DE NT S, SUCH AS GLASS, SPILLED OIL, ETC. THE QUESTION WAS 'REFERRED TO THE CHIEF OF POLICE WHO STATED
<br /> THAT IT IS THE RESPONSIBILITY OF THE POLICE DEPARTMENT, BUT THAT ORDINARILY THE WRECKER DOES THIS PART
<br /> OF .THE WORK, IN TAKING CARE OF THE DAMAGED VEHICLE, UNDER THE DIRECTION Of THE OfFICER COVERING THE
<br />e ACC I DENT.
<br /> 4 COUNCILMAN SWANSON STATED THAT IN RECENT WEEKS THERE HAD BEEN A NUMBER OF ACCIDENTS AT 8TH AND
<br /> ALMADEN, AND WONDERED IF THERE SHOULD BE AN INVESTIGATION MADE BY THE TRAFFIC DEPARTMENT. THE C I T Y
<br /> MANAGER STATED THIS CHECK WOULD BE MADE BY THE TRAFFIC DEPARTMENT WITH A VIEW TO CORRECTING THE
<br /> SIT UA T ION, IF.. POSSIBLE.
