WASHINGTON-JEFFERSON BRIDGE CONNECTOR - THE CITY MANAGER REPORTED THAT HE HAD BEEN AD- <br /> VISED THAT PRELIMINARY DESIGN PLANS FOR THE WASHINGTON-JEFFERSON BRIDGE CONNECTOR CALL <br /> FOR A RAISED ROADWAY FROM THE END OF THE BRIDGE SOUTH TO 6TH AND 7TH AVENUES. THE <br /> ADDITION OF THIS PROJECT TO THE STATE'S PROPOSED BRIDGE MAY DELAY COMPLETION UNTIL 1965. <br /> THE PLANNING CONSULTANT SUGGESTED THAT AN EFFORT BE MADE TO SEE IF THE CONNECTOR COULD <br /> BE BROUGHT IN SOUTH OF 6TH AND 7TH AVENUES SO AS TO AVOID ADDING TO THE CONGESTION ON <br /> 00 6TH AND 7TH AVENUES. IT WAS SO MOVED BY MR. SWANSON, SECONDED BY MR. MOYER. MOTION <br /> .,.... IT WAS BROUGHT OUT THAT OTHER CITIES HAD REMOVED SUCH PEDESTRIAN OVER- <br /> CROSSINGS BECAUSE THEY WERE UNSATISFACTORY. THE COMMITTEE REQUESTED THE CITY MANAGER <br /> TO WRITE TO OTHER CITIES WITH REGARD TO THEIR EXPERIENCE WITH STUDENT OVERCROSSINGS. <br /> 3 7. CONTRACT COMPLETION DATES - THE COMMITTEE ALSO DISCUSSED THE MATTER OF CONTRACTORS' <br /> e NOT MEETING COMPLETION DATES AND A NEW POLICY OF ENFORCING THE PENALTY IN CONTRACTS. <br /> IT WAS SUGGESTED THAT THIS COULD BE DONE BEGINNING NEXT YEAR, BUT THE COUNTY, EUGENE <br /> AND SPRINGFIELD SHOULD DISCUSS THIS IN A JOINT MEETING." <br /> IT WAS MOVED BY MRS. MOTION CARRIED. <br /> I COMMITTEE MEETING HELD SEPTEMBER 20, 1962: <br /> "PRESENT: MAYOR CONE; COUNCILMEN CHATT, MOYER, SWANSON, CHRISTENSEN AND DEVERELL; CITY <br /> MANAGER; CITY RECORDER; CITY ATTORNEY; ADMINISTRATIVE ASSISTANTS; DIRECTOR OF <br /> PUBLIC WORKS; AND OTHERS. <br /> 4 I. VARIANCE BUILDING CODE, TIMBERS MOTEL - THIS ITEM WAS PRESENTED AS AN APPEAL FROM THE <br /> BOARD OF ApPEALS RULING OF SEPTEMBER 12, 1962. THE REQUEST WAS FOR THE CONSTRUCTION <br /> OF A 15-UNIT SLEEPING UNITS IN THE BASEMENT OF THE TIMBERS MOTEL, LOCATED AT 1015 PEARL <br /> STREET, WHICH WOULD REQUIRE A VARIANCE FROM THE UNIFORM BUILDING CODE, CHAPTER 13, <br /> SECTION 1305. MR. WILLIAM BURNETT, ARCHITECT FOR THE PROJECT, WAS PRESENT AND GAVE AN <br /> ORAL DESCRIPTION OF THE PROPOSED ADDITION AND WHAT HE PROPOSED TO FURNISH IN THE CON- <br /> STRUCTION OF THE NEW SECTION. AFTER SEVERAL QUESTIONS FROM THE COUNCIL HAD BEEN ANS- <br /> WERED BY MR. BURNETT, MR. CHATT MOVED SECONDED BY MR. CHRISTENSEN TO GRANT THE VARIANCE <br /> AS REQUESTED. MOTION CARUED.. <br /> 5 2. RIBBON PARK TRAIL - THE RIBBON PARK ASSOCIATION PROPOSES TO LAY OUT AND CONSTRUCT A <br /> FOOTPATH OR BRIDLE PATH FROM THE AREA AT 50TH AND UNIVERSITY, CROSSING THE AMAZON <br /> DITCH AND CONTINUING ALONG THE EAST SIDE OF THE DITCH TO 24TH AVENUE. THE PATH <br /> EVENTUALLY WOULD TIE IN WITH THE PROPOSED SYSTEM OF RIBBON TRAILS FROM HENDRICKS <br /> PARK SOUTH TO SPENCER BUTTE AND FARTHER WEST. THE DIRECTOR OF PARKS & RECREATION RECOM- <br /> MENDED APPROVAL OF THE PROPOSAL, AND MR. SWANSON MOVED SECONDED BY MR. MOYER TO APPROVE <br /> THE PROPOSED PATH WITH THE APPROVAL OF THE PARKS DEPARTMENT. MOTION CARRIED. <br /> I 6 3. OLYMPIC GAMES INVITATION, CITY OF PORTLAND - A LETTER DATED SEPTEMBER I I , 1962 WAS <br /> READ FROM PORTLAND MAYOR TERRY D. SCHRUNK, ADDRESSED TO MAYOR CONE, STATING PORTLAND <br /> HAD EXTENDED AN INVITATION TO THE OLYMPIC GAMES COMMITTEE TO HOLD THE 1968 OLYMPIC <br /> GAMES IN PORTLAND~ MAYOR SCHRUNK SUGGESTED AN EXPRESSION Of CO-OPERATION AND HELP <br /> FROM THE CITY OF EUGENE WOULD BE APPRECIATED AND WOULD SUPPORT THE FORMAL PRESENTATION <br /> OF THE INVITATION TO THE OLYMPIC GAMES COMMITTEE. MR. DEVERELL MOVED SECONDED BY <br /> MR. CHRISTENSEN TO REQUEST THE CITY MANAGER TO WRITE A LETTER TO THE CITY OF PORTLAND <br /> e EXPRESSING EUGENE'S SUPPORT FOR THE SELECTION OF PORTLAND AS THE SITE OF THE 1968 <br /> OU'MP I CS. MOTION CARRIED. <br /> 7 4, ORDINANCE, SALE OF REPTILES - A LETTER DATED SEPTEMBER 18, 1962 WAS READ FROM THE <br /> LANE HUMANE SOCIETY TOGETHER WITH A PROPOSED ORDINANCE PREPARED BY THE SOCIETY FOR <br /> ADOPTION BY THE COUNCIL WHICH WOULD REGULATE THE SALE OF CROCODILES, LIZARDS, TURTLES, <br /> AND OTHER REPTILES IN STORES, SHOPS AND OTHER PLACES IN THE CITY AS PETS AND DEFINING <br /> THEIR PROPER CARE. MR. SWANSON MOVED SECONDED BY MR. MOYER TO RECEIVE THE PROPOSAL <br /> AND PLACE ON FILE. MOTION CARRIED. <br /> 8 5. SEGREGATION OF ASSESSMENT, 26TH AND UNIVERSITY - MR. JOHN HUMMER REQUESTED SEGREGATION <br /> OF ASSESSMENT IN THE AMOUNT OF $871.67 FOR SEWER CONSTRUCTION AGAINST A 132'X120' <br /> PARCEL AT THE SOUTHEAST CORNER OF 26TH AND UNIVERSITY.
