IN THE COUNCIL CHAMBER ON OCTOBER 22, 1962 BY <br /> HIS HONffi MA YOR EDW IN E. CONE WITH THE FOLLOWING COUNCILMEN PRESENT: MRS. LAURIS, MESSRS. LYNNTON ELWELL, WEST SIDE CHURCH OF CHRIST. <br /> ~ <br /> CC <br /> CO THE MINUTES OF THE REGULAR MEETING OF OCTOBER 8, 1962, AS MAILED TO MEMBERS OF THE COUNCIL, WERE <br /> APPROVED. <br /> NEW BUSINESS <br /> e I MR. MOLHOLM~UGGESTED THIS MIGHT BE A GOOD TIME TO HAVE A REPORT RETURNED TO THE COUNCIL CONCERN- <br /> ING A POSSIBLE CHANGE IN THE TREE ORDINANCE WHICH WOULD PROVIDE INSPECTION SERVICE FOR DETERMINING THE <br /> SOUNDNESS OF TREES WITHIN THE CITY, SINCE THE RECENT DISASTER SHOWED THAT A LOT OF THE TREES WHICH <br /> FELL WERE NOT SOUND. No ACTION WAS TAKEN. <br /> 2 COUNCILMAN SWANSON REPORTED THAT HE HAD NOTICED QUITE A NUMBER OF BICYCLE RIDERS RIDING ON UN- <br /> LIGHTED STREETS WITHOUT LIGHTS ON THEIR BICYCLES AND CALLED THIS MATTER TO THE ATTENTION OF THE POLICE <br /> I DEPARTMENT. CHIEF OF POLICE ELLSWORTH STATED THAT WHEN OBSERVED THESE PEOPLE WERE GIVEN TRAFFIC CITA- <br /> TIONS IN THE REGULAR MANNER. <br /> 3 MRS~ LAURIS MOVED SECONDED BY MR. MOLHOLM TO SET THE NEXT REGULAR MEETING DATE OF THE COUNCIL ON <br /> TUESDAY, NOVEMBER 13, 1962, SINCE THE REGULAR DATE, NOVEMBER 12, 1962, IS A HOLIDAY. MOTION CARRIED. <br /> 4 COUNCILMAN DEVERELL STATED THAT THE BARRICADE PUT UP AROUND THE ODD FELLOWS BUILDING AT OAK STREET <br /> AND PARK HAD CREATED A VERY DEFINITE TRAFFIC HAZARD FOR PEOPLE COMING OFF PARK STREET ONTO OAK. THE <br /> CITY MANAGER STATED THAT THE STAFF IS AWARE OF THIS AND HAD TRIED TO CONTACT THE WRECKING CONTRACTOR <br /> AND THAT THE SITUATION WOULD BE RELIEVED. <br /> 5 THE CITY MANAGER STATED THAT CHANGE ORDERS WOULD BE COMING THROUGH RECOMMENDED BY THE ARCHITECTS <br /> AS CORRECTIONS OR SUBSTITUTIONS WERE MADE IN THE ORIGINAL PLANS FOR THE NEW CITY HALL. IT WAS HIS <br /> SUGGESTION THAT PERHAPS THE COUNCIL WOULD BE WILLING TO GRANT HIM THE AUTHORITY TO APPROVE MOST OF <br /> THESE CHANGE ORDERS, RESERVING SOME OF THE LARGER ITEMS FOR THE DECISION OF THE COUNCIL. A NUMBER OF <br /> CHANGE ORDERS WERE READ, GIVING A SAMPLING OF THE TYPE OF THING WHICH WOULD BE PRESENTED TO THE CITY <br /> MANAGER OR THE COUNCIL FOR THEIR DECISION. <br /> MRS. LAURIS MOVED SECONDED BY MR. WILSON TO APPROVE THE CHANGE ORDERS PRESENTED (DATED AUGUST 29,1962 <br /> IN THE FORM OF A LETTER FROM GALE ROBERTS, CONTRACTOR, TO STAFFORD, MORIN & LONGWOOD, ARCH I TECTS) AND <br /> TO PERMIT THE CITY MANAGER TO APPROVE ALL CHANGE ORDERS UNDER $1000, DELETING THE ITEM ON THE PLASTIC <br /> TESTING IN THE AMOUNT OF $485 AND DELETING THE 4" ADDITIONAL SLAB AND MEMBRANE ITEM. ROLLCALL VOTE. <br /> MOTION CARRIED, MRS. LAURIS, MESSRS. MOYER, W,LSON AND SWANSON VOTING YES, MESSRS. MOLHOL~, CHRISTENSEN <br /> AND DEVERELL VOTING NO. <br /> I MRS. LAURIS MOVED SECONDED BY MR. WILSON TO APPROVE THE 4" SLAB AND MEMBRANE CHANGE ORDER. ROLLCALL <br /> VOTE. MOTION CARRIED, ALL COUNCILMEN PRESENT VOTING AYE, EXCEPT MR. SWANSON VOTING NO. <br /> MR. MOYER THEN MOVED SECONDED BY MR. MOLHOLM TO HOLD OVER THE ITEM ON THE TESTING OF THE PLASTIC FOR <br /> THE COUNCIL AREA POOL. MOTION CARRIED. <br /> 6 A FINAL PAYMENT ESTIMATE WAS PRESENTED IN THE AMOUNT OF $4700 TO AICHELE LANDSCAPE COMPANY FOR <br /> e INSTALLATION OF IRelGATION SYSTEM IN KINCAID PARK. <br /> MRS. LAURIS MOVED SECONDED BY MR. MOLHOLM TO APPROVE THE ESTIMATE PAYMENT AND AUTHORIZE PROPER CITY <br /> OFFICIALS TO DRAW THE NECESSARY WARRANT. ROLLCALL VOTE.
