AIRPORT COMMISSION MEETING HELD JANUARY 9, 1963:

"PRESENT: AIRPORT COMMISSION MEMBERS HENRY EATON, HAROLD EDMUNDS AND TRYGVE VIK; CITY
MANAGER; CITY ATTORNEY; DIRECTOR OF PUBLIC WORKS; ADMINISTRATIVE ASSISTANT
CASTNER; R I CHARD CLAR K, ARCH I TECT.

THE CITY MANAGER OUTL I NED PROPOSALS -FOR TWO BU I LD I NGS TO HOUSE THE FEDERAL Av I AT I ON AGENCY'S
FLIGHT SERVICE STATION SO THAT THE SPACE WHICH THE FLIGHT SERVICE STATION NOW OCCUPIES IN
THE ADMINISTRATION BUILDING MAY BE CONVERXED TO A CONTROL TOWER.

ONE PROPOSED DESIGN WAS SUBMITTED BY RICHARD CLARK, ARCHITECT, AS FRAME CONSTRUCTION ON A
4" CONCRETE SLAB AND BUILT UP ROOF. THE ESTIMATED COST OF THE CLARK BUILDING IS $41,586,
INCLUDING ARCHITECTURAL FEES. THE SECOND BUILDING, SUBMITTED BY SABER STEEL BUILDING CO.,
LAKE OSWEGO, IS A STEEL FRAME BUILDING ON A 4" CONCRETE SLAB WITH A PAINTED STEEL PANEL
ROOF, ESTIMATED TO COST $28,315.

NEITHER BUILDING INCLUDED AIR CONDITIONING OR A COVERED BREEZEWAY AND SIDEWALK TO THE
PRESENT ADMINISTRATION BUILDING. THE CITY MANAGER POINTED OUT THAT THE PUBLIC WORKS DE-
PARTMENT HAD COMPARED THE TWO BUILDINGS AND THAT EITHER BUILDING WOULD SERVE THE PURPOSE
FOR WHICH FAA INTENDED ITS USE. IT WAS POINTED OUT THAT THE SABER STEEL BUILDING DID NOT
INCLUDE ARCHITECTURAL TRIMMING AND MILLWORK. SHOULD THEY BE INCLUDED, THE COST WOULD BE
INCREASED. SOME ELECTRICAL AND PLUMBING fACILITIES WERE NOT INCLUDED IN THE SABER STEEL
BUILDING. IT WAS ALSO POINTED OUT THAT THE ESTIMATE FOR THE SABER STEEL BUILDING WAS A
DEFINITE AMOUNT, AND THE BUILDING COULD BE BUILT FOR THIS AMOUNT, BUT THAT THE CLARK
BUILDING WAS ONLY AN ESTIMATED COST. MR. VIK SAID THE HISTORY OF THESE TWO TYPES OF
BUILDINGS NORMALLY SHOWED LITTLE DIFFERENCE IN ACTUAL CONSTRUCTION COSTS. OTHER MEMBERS
Of THE COMMISSION fELT THE CLARK BUILDING WOULD fiT AESTHETICALLY INTO THE COMPLEX Of
THE OTHER STRUCTURES AT THE AIRPORT.

IT WAS THE SUGGESTION Of THE CITY MANAGER THAT MR. CLARK PROCEED WITH WORKING DRAWINGS
Of HIS BUILDING, AND BIDS BE CALLED. THEN If THE BIDS WERE RIDICULOUSLY HIGH, THAT THE
STEEL BUILDING BE RECONSIDERED.

MR. VIK MOVED SECONDED BY MR. EDMUNDS THAT THE AIRPORT COMMISSION RECOMMEND TO THE CITY
COUNCIL THAT THE PRELIMINARY DRAWINGS BE ACCEPTED AND RICHARD CLARK, ARCHITECT, BE AUTHORIZED
TO PROCEED WITH WORKING DRAWINGS. MOTION CARRIED."
