2. PROPERTY PURCHASE NORTH Of WASHBURNE PARK - 19TH AND AGATE - MR. CHRISTENSEN MOVED
SECONDED BY MR. CRAKES NOT TO PURCHASE THE fiVE LOTS ADJACENT TO WASHBURNE PARK AND
THAT NO NORTHWARD EXPANSION Of THE PARK BE CONSIDERED.

THE CITY MANAGER READ A LETTER fROM DR. GLEN M. GORDON, PRESIDENT Of EDISON SCHOOL
PTA, RECOMMENDING PURCHASE Of ADDITIONAL LAND ADJOINING WASHBURNE PARK ON THE NORTH
FOR THE PURPOSE OF EXPANDING THE PARK. A LETTER SIGNED BY CARROL F. GATES, 3065
FIRWOOD WAY, WAS ALSO READ EXPRESSING THE WRITER'S VIEWS IN fAVOR OF A REZONING
REQUEST SUBMITTED BY MR. JACK WILKINSON. ANOTHER LETTER, SIGNED BY MARIE R. MASON,
WAS READ WHICH RECOMMENDED THAT THE PARK REMAIN AS IT IS AND STATING THAT fURTHER'
.
EXPANSION WOULD BE VERY EXPENSIVE. SEVERAL PETITIONS HAVING 'APPROXIMATELY 120
NAMES WERE PRESENTED AND PASSED TO THE COUNCIL MEMBERS RECOMMENDING fURTHER EXPAN-
SION Of THE PARK SO THAT ADDITIONAL PLAY AREA COULD BE USED fOR fiELD SPORTS IN CON-
NECTION WITH THE PRESENT PARK SITE. OTHER PERSONS IN THE AUDIENCE SPEAKING IN BE-
HALf Of ENLARGING THE PARK AREA WERE MESSRS. ARTHUR ANDERSON, FORD NORTHRUP, McDANIEL,
AND MRS. MARY RODMAN AND MRS. HERMAN HENDERSHOTT, ALL SUGGESTING THAT THE AQDITIONAL
PROPERTY BE ACQUIRED BY THE CITY AND DEVELOPED INTO ADDITrONAL PLAY AREA FOR THE
PARK. AMONG THOSE SPEAKING IN OPPOSITION TO THE ACQUISITION Of ADDITIONAL PROPERTY
WERE1MARIE.MASON, CARROL F. GATES, AND MESSRS. AXTELL, GEORGE TURNBULL AND WILKINSON.

AfTER SOME fURTHER DISCUSSION AND QUESTIONS FROM MEMBERS OF THE COUNCIL, THE ORIGINAL
MOTION AGAINST ADDITIONAL PROPERTY BEING PURCHASED WAS VOTED UPON AND CARRIED,
MESSRS. DEVERELL AND HAWK VOTING NO.
DISCUSSION PROCEEDED ON :MR. WILKINSON'S REZONING REQUEST WITH MRS. LAURIS MOV1NG
SECONDED BY MR. CRAKES TO GRANT THE REZONING TO R-3G. MR. WILKINSON SPOKE BRIEfLY
REVIEWING THE ZONING EXISTING IN THE AREA THE PRESENT TIME AND SHOWING THE. COUNCIL
A PICTURE Of THE PROPOSED DEVELOPMENT. MR. BOB FRAZIER, REPRESENTING SEVERAL PER-
SONS OPPOSED TO THE REZONING, DISTRIBUTED PICTURES AND SPOKE AGAINST THE REZONING.
A VOTE ON THE MOTION TO GRANT THE REQUESTED REZONING WAS TIED, MRS. LAURIS, MESSRS.
CHATT, SWANSON AND CRAKES VOTING YES; MESSRS. CHRISTENSEN, DEVERELL, HAWK AND PURDY
VOTING NO, AND THE MATTER WAS HELD TO THE COUNCIL MEETING Of FEBRUARY 25,1963.

3

MRS. LAURIS READ A PREPARED STATEMENT CONCERNING ADDITIONAL INfORMATION SHE HAD RECEIVED ON THE
POSSIBLE PURCHASE Of fiVE LOTS NORTH Of WASHBURNE PARK. THE OWNERS HAD SUGGESTED THE PURCHASE
PRICE BE MADE IN TWO PAYMENTS, ONE DURING THE CURRENT fISCAL YEAR AND THE OTHER IN THE NEXT fiS-
CAL YEAR. SHE ALSO STATED THAT MOST Of THE OWNERS WERE RATHER RELUCTANT TO SELL, BUT THAT THEY
WOULD SELL TO THE CITY If THEIR TERMS COULD BE MET. .MRS. LAURIS OffERED THE SUGGESTION, REQUEST-
ING THAT IT BE WRITTEN INTO THE MINUTES AND MADE A PART OF THE RECORD, THAT "WASHBURNE PARK BE
PRESERVED IN ITS PRESENT CHARACTER AND THAT IT BE MAINTAINED AND DEVELOPED AS A NEIGHBORHOOD
RESIDENTIAL GARDEN, A PLEASANT PLACE fOR A VIEW OF DISTANCE AND GROWING THINGS, FOR STROLLING,
RESTING, QUI~T RETREAT FOR ADULTS AND FAMILY PARTIES OF THE VERY YOUNG, AND THAT NO BALL DIAMONDS
OR COURTS NOR LARGE ORGANIZED PLAY AREAS BE INSTALLED."

MRS. LAURIS THEN MOVED SECONDED BY MR. CHATT TO PURCHASE THE LAND ADJACENT TO WASHBURNE PARK,
APPROXIMATELY fIVE LOTS, TO ENLARGE THE PARK.

COUNCILMAN CRAKES STATED HE THOUGHT $85,000 WAS TOO MUCH TO PAY FOR THE LOTS IN QUESTION AT THIS
TIME. SEVERAL PEOPLE IN THE AUDIENCE STATED THEY WOULD LIKE TO SEE THE PRESENT PARK KEPT AND
ADDITIONAL AREA ACQUIRED TO INCREASE THE TOTAL AREA Of THE PARK, AMONG THEM BEING MRS. LEEPER
AND ALSO MR. BOB SUMMERS, WHO STATED THAT LOOKING FORWARD ANOTHER TEN YEARS, THIS PROPERTY WOULD
BE MUCH MORE EXPENSIVE AND HE fELT IT SHOULD BE ACQUIRED NOW. COUNCILMAN HAWK AND OTHERS ALSO
EXPRESSED THIS OPINION. THE DIRECTOR OF PARKS AND RECREATION WAS ASKED WHAT USE THE CITY IN-
TEND~D fOR THE ADDITIONAL AREA, AND HE STATED IT WOULD BE IMPROVED ACCORDING TO THE WISHES OF
THE IMMEDIATE NEIGHBORHOOD. MRS. GEORGE TURNBULL FELT THAT IF THE PARK WAS ENLARGED AND PARK
EQUIPMENT AND APPARATUS FOR YOUNGSTERS INSTALLED THERE, SHE WOULD RATHER THE PARK BE KEPT AS IT
IS AT PRESENT.

MRS. LAURIS, MESSRS. SWANSON, CHRISTENSEN, CRAKES AND PURDY VOTING NO; MESSRS. CHATT, DEVERELL
AND STUDY GROUP AND A RECOMMENDATION MADE. MOTION CARRIED.

MRS. LAURIS MOVED TO PURCHASE THE LOTS, EXCLUDING THE INSTALLATION Of A BALL DIAMOND IN THE PRO-
POSED AREA. lACKING A SECOND, THE MOTION DIED.
OUTLINE OF THE AREA ON THE BLACKBOARD SHOWING THE VARIOUS R-3, R-I AND C-2 AREAS IN RELATION TO
THE AREA REQUESTED FOR R-3G REZONING TO ALLOW APARTMENT HOUSE CONSTRUCTION. MR. WILKINSON'S CON-
TENTION WAS THAT THIS WAS A VERY GOOD PLACE FOR AN APARTMENT AND R-3G ZONING, STATING THAT THIS
