IN THE COUNCIL CHAMBER BY HIS HONOR MAYOR EDWIN E. CONE <br />WITH "THE fOLLOWING COUNCILMEN PRESENT: MR. CHATT, MRS. LAURIS, MESSRS. SWANSON, CHRISTENSEN, <br />DEVERELL, CRAKES, HAWK AND PURDY. <br /> <br />THE INVOCATION WAS GIVEN BY REV. WESLEY NICHOLSON, CONGREGATIONAL CHURCH. <br /> <br />THE MINUTES Of THE ADJOURNED MEETING Of FEBRUARY 25, 1963, AS MAILED TO MEMBERS OF THE <br />CaUNCIL, WERE APPROVED. <br /> <br />NEW BUSINESS <br /> <br />MAYOR CONE WELCOMED AND INTRODUCED MEMBERS Of THE 3RD GRADE CLASS AT RIVERRoAD SCHOOL, <br />WHO WERE PRESENT AT THE MEETING IN CONNECTION WITH THEIR CURRENT STUDY Of CITY GOVERNMENJ>, <br />AND INVITED THEM BACK AGAIN. <br /> <br />MRS. LAURIS RAISED THE QUESTION Of THE NUISANCE FROM THE BURNING Of MATERIALS FROM <br />WRECKED HOUSES AT THE SOUTH W,LLAMETTE STREET DUMP, STATING THAT SOME OF THE MATERIALS HAD <br />BEEN LEfT ALONG THE ROAD. THE CITY MANAGER STATED THE DUMP WAS A VERY CONVENIENT PLACE FOR <br />BURNING THIS MATERIAL AND THAT HE DID NOT THINK IT WAS MUCH Of A NUISANCE AS THERE ARE NOT <br />VERY-MANY HOUSES CLOSE TO THE DUMP. HE STATE THE POLICE DEPARTMENT WOULD WATCH fOR VIOLA- <br />TIONS Of DROPPING MATERIALS ALONG THE EDGE OF THE ROADWAY. <br /> <br />MR. SWANSON THEN MENTIONED THAT THE SAME SITUATION WITH REGARD TO MATERIALS LEFT ALONG THE <br />ROAD EXISTS ON CENTENNIAL BOULEVARD, AND WONDERED If IT IS A PROBLEM fOR THE C,TY OR COUNTY <br />TO POLICE THIS AREA. THE CITY MA~ER STATED THAT THE AREA WOULD ALSO BE CHECKED AND WATCHED <br />FOR VIOLATIONS. <br /> <br />MR. SWANSON BROUGHT UP THE MATTER Of THE 10% SURCHARGE HERETOfORE CHARGED ON ELECTRIC <br />UTILITY BILLS TO RESIDENTS OUTSIDE THE CITY LIMITS. THE SURCHARGE HAS BEEN IN EffECT fOR <br />THE PAST fORTY YEARS AND WILL BE DROPPED BY EUGENE WATER & ELECTRIC BOARD AS Of APRIL I, <br />1963. HE fELT THAT THIS SHOULD HAVE BEEN GIVEN SOME PUBLICITY ON BEHALf Of THE GENERAL <br />PUBLIC, THAT SOME NOTICE SHOULD HAVE BEENGIVEN AND"A HEARING HELD ON THE RATE CHANGE. <br />I <br /> <br />MR. SWANSON THEN BROUGHT UP THE MATTER Of TELEPHONE SOLICITATIONS AND ITINERANT PHOTO- <br />GRAPHERS. HE STATED THAT HE HAD INfORMATION TO THE EffECT THAT A fiRM WAS COMING INTO THE <br />AREA SHORTLY TO SOLICIT PORTRAIT WORK BY MEANS Of TELEPHONE CALLS TO RESIDENTS. MR.SWANSON <br />ALSO STATED THERE HAD BEEN NUMEROUS COMPLAINTS ABOUT THE WORK Of THIS COMPANY AND THAT THEY <br />ALSO, IN SOME INSTANCES, HAD NOT DELIVERED PORTRAITS AS THEY AGREED. THE CITY MANAGER SAID <br />THIS HAD BEEN A QUESTION RAISED SEVERAL MONTHS AGO, AND THAT THE CITY IS STILL LOOKING fOR <br />AN ANSWER AS ARE NUMEROUS LARGE CITIES AROUND THE COUNTRY. <br /> <br />THE REQUEST fOR VACATION Of A PORTION Of ELK AVENUE fROM MR. DON FURTICK HAD PREVIOUSLY <br />BEEN BEfORE THE COUNCIL, BUT THE REQUEST HAD ALSO BEEN TURNED IN ASKING THATMR. FURTICK <br />BE ALLOWED TO SPEAK IN HIS BEHALf AT SOME fUTURE MEETING, AND SINCE HE WAS PRESENT AT THIS <br />MEETING, WITH THE MAYOR AGREEING THAT HE COULD BE HEARD, MRS. LAURIS MOVED SECONDED BY <br />MR. CHATT TO RECONSIDER THE PREVIOUS VOTE ON THE MATTER WHICH DENIED THE REQUESTED VACATION. <br />MOTION CARRIED, MR. CHRISTENSEN VOTING NO. <br /> <br />MR. FURTICK WAS THEN GIVEN THE fLOOR AND STATED THAT HE fELT THAT THE BENEfiT TO THE PRO- <br />PERTY WAS NOT WARRANTED AND THAT HE SHOULD NOT BE ASKED TO PAY THE ASSESSMENT AT THIS TIME. <br />THE PROPERTY TO HAVE BEEN VACATED WAS APPRAISED BY TWO DiffERENT APPRAISERS WITH A $100 <br />PRICE AND A $200 PRICE BEING NAMED. MR. CHATT MOVED SECONDED BY MRS. LAURIS TO VACATE THE <br />PROPERTY fOR THE $100 BENEFITTED fEE. <br /> <br />THE QUESTION WAS THEN RAISED WHETHER THIS PIECE Of PROPERTY WOULD BE Of ANY PARTICULAR BENE- <br />FIT TO THE CITY fOR PARK AREA, AND THE QUESTION WAS ASKED Of THE PARKS DIRECTOR WHETHER THIS <br />WOULD BE A SUITABLE AREA. THE PARKS DIRECTOR STATED HE HAD NOT VIEWED THE PROPERTY. <br />MR. CHRISTENSEN MOVED SECONDED BY MR. CRAKES TO TABLE THE MATTER UNTIL THE DIRECTOR Of PARKS <br />COULD LOOK AT THE PROPERTY.
