<br />The City Manager stated that this meeting was bein'g held 't'o 'take-care' 6f" s~~ver'~l'
<br />items of business, one of which was calling of the hearing on the proposed, 1963-64 bud-
<br />get for the City of Eugene .
<br />
<br />Mr. C;;hatt moved; seconded by Mrs. Lauris, that the Council accept the 1963..64 budget
<br />from the Budget Committee and that a hearing be called for July 8, 1963. Motion carried.
<br />
<br />The City Manag~r ,p'~ese~~l'7~ the plans and specifications for the new terminal bqild-
<br />ing and flight service, sta tion at Mahlon Sweet Field and explained that the lpcation of
<br />the terminal building iiad b'e'eri'moved approximately 300 feet south to meet FAA require-
<br />ments. Richard Clark, architect, stated that a change in the exterior finish from wood
<br />to a non-flammable material had been made in order to meet the building code.,
<br />
<br />There was some discussion regarding the heating and cooling system in the terminal
<br />building. Mr. Robert Marquess, a mechanical engineer of Marquess & Marquess in Eugene,
<br />explained that the system would be a heat pump which would heat in winter and cool in
<br />summer.
<br />
<br />Mrs. Lauris moved, secorided by Mr. Chatt, that the plans for the flight service station
<br />and terminal buildings be approved, and that bids be called on both buildings, bids to
<br />be opened on July 12, 1963.' Rollcall vote. All councilmen present voting aye, motion
<br />carried.
<br />
<br />The Director of Public Works outlined plans for future improvements at the air-
<br />port, including taxiways, parking aprons, access road, parking lot, sewer system, and
<br />lagoon. The Federal government will share in the cost of these improvements.
<br />
<br />An application for change of location on a beer license for the Paddock Tnvern
<br />was submitted by Mr. Wayne Johnson, the new location tobe just south of the present
<br />location at 32rid Avenue and Hilyard Street.
<br />
<br />Mr. Chatt moved, seconded by Mr. Swan son, that the request for change of location
<br />be approved. Motion carried.
<br />
<br />The City Manager read a letter he had been authorized to wtite to the Chamber'
<br />of Commerce regardigg the possibility of their leasing space in the new City Hall.
<br />The Manager stated that the Chamber Board had acted favorably on the suggestion and
<br />they desired to negotiate an agreement to lease in excess of 3000 square feet of
<br />City Hall space, incl~ding 2i50 sq.ft.of office space, 900 sq.ft. ~f,couity~rd space,
<br />and four parking spaces,. It was suggested that the Chamber bear the expense of fi~ish~
<br />ing this space and that such finishing costs be credited fo their monthly rental to
<br />amortize over a 5-year lease period. .

<br />Mr. Chatt moved, seconded by Mrs. Lauris, that the Council approve the intent of the
<br />letter and authorize negotiation of a lease to the Chamber of Commerce providedthat
<br />the inside finishing be subject to'Council approval and that the parking space rental
<br />be revised. Motion carried, Mr~ Christensen voting no.

<br />Upon motion by Mr. Chatt, seconded by Mrs. Lauris, the meeting was adjourned.
