<br /> MINUTES OF THE ADJOURNED MEETING OF JUNE 24, 1963, AS MAILED TO MEMBERS OF THE
<br />e COUNCIL, WERE APPROVED.
<br /> NEW BUSINESS
<br /> I COUNCILMAN SWANSON STATED THAT THERE SEEMS TO BE A GROWING TRAFFIC SITUATION ON
<br /> 7TH AVENUE EASTBOUND, THAT QUITE OFTEN IN THE MORNING THE TRAFfIC IS BACKED UP TO
<br /> JEFFERSON STREET. MR. SWANSON ALSO STATED THAT THERE SEEMS TO BE TRAFFIC CONGESTION
<br /> AT THE INTERSECTION OF 29TH AND WILLAMETTE, PARTICULARLY ON THE SOUTH SIDE OF WILLA-
<br />I METTE WHERE CARS ARE MAKING A LEFT HAND TURN ACROSS NORTHBOUND TRAFFIC INTO THE At:.W
<br /> ROOT BEER STAND. CHIEF ELLSWORTH COMMENTED THAT BOTH SITUATIONS ARE UNDER STUDY AT
<br /> THIS TIME BUT A SOLUTION HAD NOT BEEN FOUND, PARTICULARLY FOR THE SITUATION AT 29TH
<br /> AND WILLAMETTE.
<br /> 2 MAYOR CONE BROUGHT UP THE SUBJECT OF INTEGRA~ON, ASKING IF ANYONE KNEW WHETHER
<br /> THE CITY OF EUGENE HAS A PROBLEM ALONG THIS LINE. SEVERAL COMMENTS MADE BY COUNCIL
<br /> MEMBERS INDICATED THAT THERE DID NOT SEEM TO BE THIS PROBLEM IN THE CITY OF EUGENE.
<br /> HOWEVER, IT WAS SUGGESTED THAT THE CITY MANAGER CONTACT THE CIVIC UNITY GROUP WHICH
<br /> HAD BEEN STUDYING THIS PROBLEM TO SEE IF THEY WISH TO MAKE A REPORT TO THE COUNCIL.
<br /> 3 PUBL I C HE.AR I NG - 1963-64 BUDGET
<br /> THE CIT~ MANAGER STATED !HAT SINCE THE CLOSE OF BUSINESS O~ JUNE 30, 1963, SOME
<br /> SLIGHT REVISION OF CASH CARRYOVERS AND ADJUSTMENTS IN PERSONAL SERVICES WOULD NEED
<br /> TO BE CONSIDERED AT THIS TIME. BASED ON INFORMATION FROM THE ASS~SSOR'S OFFICE, THE
<br /> ASSESSED VALUATION FOR THE NEXT YEAR ~OULD BE APPROXIMATELY $83,000,000.00. BASED
<br /> ON THIS F1GURE, THE REQUIRED TAX OF $2,244,000.00 WOULD MEAN A LEVY OF APPROXIMATELY
<br /> 27 MILLS. THE BUDGET COMMITTEE HAD STATED THAT THE BUDGET SHOULD BE MAINTAINED AT
<br /> APPROXIMATELY 26.4 MILLS, WHICH WOULD MEAN REDUCING THE PROPERTY TAX LEVY BY AP-
<br /> PROXIMATELY $52,800.00. THE CITY MANAGER ALSO RECOMMENDED ADJUSTMENTS IN SALARIES
<br /> OF FOUR PERSONNEL IN THE PARKS DEPARTMENT, AND ONE IN THE PUBLIC WORKS DEPARTMENT.
<br /> THIS ADJUSTMENT WOULD MEAN AN ADDITION OF $1,894.00.
<br />I MRS. LAURIS MOVED SECONDED BY MR. CHATT TO HOLD THE BUDGET TO THE DOLLAR FIGURE
<br /> WHICH WOULD BE CLOSEST TO A 26.4 MILL LEVY, AS RECO~MENDED BY THE BUDGET COMMITTEE.
<br /> ROLLCALL VOTE. ALL COUNCILMEN PRESENT VOTING AYE, EXCEPT MR. HAWK VOTING NO, MOTION
<br /> CARRIED.
<br /> MRS. LAURIS MOVED SECONDED BY MR. CHATT THAT THE RECOMMENDED SALARY ADJUSTMENTS IN
<br /> THE PARKS DEPARTMENT AND IN THE PUBLIC WORKS DEPARTMENT ADDING $1,894.00 TO THE
<br /> BUDGET BE APPROVED. ROLLCALL VOTE. ALL COUNCILMEN PRESENT VOTING AYE, MOTION CAR-
<br /> RIED.
<br />e COUNCILMAN SWANSON ASKED THAT $4,000.00 BE ADDED TO THE PLANNING COMMISSION
<br /> BUDGET TO ALLOW T~E PLANNING COMMISSION TO HIRE A PROFESSIONAL PLANNER, STATING THAT
<br /> THIS MONEY COULD BE TAKEN OUT OF THE PUBLIC WORKS PERSONNEL DIVISION WHERE $6,000.00
<br /> HAD BEEN INCLUDED FOR A PLANNER FOR THE CITY OF EUGENE. MR. SWANSON THEN MOVED
<br /> SECONDED BY DR. PURDY TO PLACE IN THE PLANNING COMMISSION BUDGET $4,000.00 TO BE
<br /> USED BY THE PLANNING COMMISSION WITHIN A PERIOD OF SIX MONTHS TO'.HIRE ADDITIONAL
<br /> PROFESSIONAL PLANNING HELP, THE MONEY NOT TO BE TURNED OVER BY THE CITY UNLESS THIS
<br /> PROFESSIONAL PLANNER IS HIRED. ROLLCALL VOTE. MOTION DEFEATED, MR. CHATT, MRS.
<br /> L~URIS, MESSRS. CHRISTENSEN, DEVERELL, AND HAWK VOTING NO; MESSRS. SWANSON AND PURDY

<br /> COUNCILMAN DEVERELL SUGGESTED INCLUDING TWO MORE POLICEMEN TO'CONTROL TRAFFIC
<br /> IN THE DOWNTOWN CORE AREA, THEIR TIME TO BE DEVOTED TO TRAFFIC CONGESTION PROBLEMS
<br /> AS NEEDED AND AN EDUCATIONAL PROGRAM CONCERNiNG THE GENERAL PUBLIC AND THE USE OF
<br />I THE NEW TRAFFIC LIGHTS. THEY WOULD ALSO BE USED IN OTHER WORK AS SUGGESTED. THIS
<br /> I~EM WAS TABLED SINCE THERE WAS NO RECOMMENDATION FROM THE BUDGET COMMITTEE, AND THE
<br /> BUDGET COMMITTEE HAD ACTUALLY APPROVED THE POLICE DEPARTMENT SECTION AS IS IN THE
<br /> BUDGET DOCUMENT.
