Assistant Cit~ Manager; Administrative Assistant; Director of <br />~ Public Works; and others. <br /> <br />2 1. City Hall Art Work - Membe'rs 'of the City Council visited the site of the <br />new City Hall and with the members of the architectural firm of Morin & <br />Longwood viewed the proposed art work for the new City Hall building. <br />Council approval of the art work being re'quired according to the terms of <br />I the art agreement, Mr. Hawk moved seconded by Mr. Crakes to approve the <br />proposed art work according to the terms of the contract. Motion carried. <br /> <br />Mrs. Lautis moved seconded by Mr. Swanson that Item 1 of the Committee report be ap- <br />proved. Motion carried. <br /> <br />3 2. Quitclaim Millrace at Patterson Street - A request was presented by <br />Mr. John Laurila for a quit~laim deed for the north 10 feet of property <br />owned by the City at the edge of the millrace near Patterson Street. The <br />City was asked to quitclaim the north 10 feet of their property in return <br />for which an easement could be given for the maintenance of the millrace <br />to the City of Eugene. After some discussion by the Council, Mrs. Lauris <br />moved seconded by Mr. Chatt to approve the quitclaim request in return for <br />an easement to the City of Eugene subject to the restrictions which would <br />allow a walkway and for the installation of utilities in this lQ-foot strip. <br />Motion carried. <br /> <br />Mrs. Lauris moved seconded by Mr. Swanson that Item 2 of the Committee report be ap- <br />proved. Rollcall vote. All councilmen present voting aye, motion carried. <br /> <br />4 3. Planning Commission Report - September 3, 1963 <br />a. Rezoning i5th and Walnut, Brandt (No.63-ll2 and 63-113) - A request <br />for rezoning had been made by Mr. John Brandt of Cougill & Hansen, <br />realtors, for that piece of property owned by the State Highway Depart- <br />I ment on the southeast corner of Walnut Street and Franklin Boulevard <br />and East 15th Avenue, and al so property at 2233 and 2243:'East 15th <br />Avenue. The request was for a change of zone from Public Land to M-l <br />Limited Industrial and from R-l Single Family to M-l Limited Industrial. <br />Mr. Brandt outlined the proposal on behalf of his clients and also stated <br />that a zone change to C-3P would be acceptable, or the M-l Limited Indus- <br />trial. Mr. Bob Thomas of Birch Lane spoke on behalf of a number of resi- <br />dents in the area opposing the rezoning request. Mr. Hawk then moved <br />~ seconded by Mrs. Lauris to uphold the Planning Commission in denying <br />~ the request for rezoning. On further discussion by the Council, Dr'.Purdy <br />then moved seconded by Mr. Chatt to table the item. Motion carr'ied. <br />Mrs. Lauris moved seconded by Mr. Hawk to approve Item 3a Committee action.Motion carried. <br />Mr. Swanson moved seconded by Mr. Chatt to take the item from the table. Motion car- <br />ried, Mrs. Lauris voting no. <br /> <br />Mr. John Brandt of Cougill & Hansen, realtors, again spoke promoting the change of zone <br />from Public Land to M-l Limited Industrial and from R-l Single Family to M-l Limited <br />Industrial. Mr. Brandt stated again that C-3P would be acceptable also to the Highway <br />Department, arid he then proceeded to show the proposed layout of the installation, point- <br />ing out the used car lot, the curb cuts requested, and the proposed location of the <br />building.
