<br /> to order by Acting Mayor and Council President John O. Chat~:i? the absence of Mayor
<br /> Cone at 7:30 p.m. BBT on October 14, 1963 in the Council Chamber with other Council mem-
<br /> bers present as follows: Mrs. Lauris, Messrs. Swanson~ Christe~sen, Deverell, Crakes,.
<br /> Hawk, and Purdy.

<br /> The minutes of the adjourned meeting held on September 23, 1963,
<br /> bers of the.Council, were corrected to read "Mrs. Francis E. Dart" instead.of "Mrs. Al
<br /> Dart" in the first item of new. business, and approved as corrected. e
<br /> NEW BUSINESS
<br /> 1 A letter from the City Recorder was read informing the Council that 3,385 names had
<br /> been certified by the County Clerk on the petition for an amendment to the Charter .of
<br /> the City of Eugene entitled. "Requiring Voter' Approval Use of Parks", and that {t is now
<br /> required that the. proposed Charter amendment be submitted to the vote~s of the City of I
<br /> Eugene for approval ol/l:rejection. ,
<br /> Mr. Swanson moved seconded by Mr. Hawk to hold this.item over to a Corrrrnittee of the Whole
<br /> meeting "for a possible decision on an election date: Motion carried.

<br /> 2 The Director of Parks and' Recreation submitted a report to the 'Council on the at-
<br /> tendance records and income from various activities of the Parks and Recreation Depart-
<br /> ment at the City's playgrounds and swirrrrning pools. The report was. received and filed.
<br /> 3 Cpuncilman Swanson asked if the City had ever considered underwriting its own fire
<br /> insurance program, and if it would be possible to undertake such a program in the future.
<br /> Upon being advised that the City had not underwritten any of its insurance programs,
<br /> inquiry was made of Councilman Crakes concerning the feasibility of the idea. Mr.Crakes
<br /> stated it would be possible for the City to carry its own insurance; however, it would
<br /> mean the financing irrrrnediately of the current program and setting up a considerable
<br /> amount of money for a reserve fund, and this may be quite difficult. No action was taken. II
<br /> 4 Councilwoman Lauris stated that since the City of Eugene woul~ be moving into the I
<br /> new building next surrrrner, and since the City of Eugene is now becoming a convention cen-
<br /> ter, she moved to extend to the League of Oregon Cities an invitation to hold the 1964
<br /> convention in the City of Eugene. Mr. Swanson seconded the motion, and motion carried. I
