Parking Prohibition, 914 East 18th - This request was previously presented <br /> to the City Council and postponed until a Committee of the Whole meeting <br /> 00 to allow the Council members to view the site of the request. The Public <br /> ~ Works Department recommended removing three parking stalls west of the curb <br /> "7 cut and one parking stall east of the curb cut to allow adequate sight <br /> ~-4 clearance for ingress and egress to the parking lot at 914 East 18th Avenue. <br /> ~ Dr. Purdy moved seconded by Mr. Swanson to deny the request for the parking <br /> :0 prohibition. Motion carried, Mrs. Lauris and Mr. Chatt voting no. <br /> Mrs. Lauris moved seconded by Mr. Swanson to approve Item 2 of the Committee report. <br /> e After discussion, the motion was withdrawn with the app'roval' of 'the second, based on <br /> the recommendation of the Public Works Department traffic div~sion that the parking <br /> prohibition be allowed for 17 feet east of the existing driveway and 23 feet west of <br /> the existing driveway at 914 East 18th Avenue. <br /> Dr. Purdy moved seconded by Mr. Christensen to approve the recommendation. Motion <br /> carried, Mr. Swanson voting no. <br /> I 2 3. Annexation Lombard Subdivision - A revised boundary was submitted to the <br /> City Council on the proposed annexation of the Lombard Subdivision, elim- <br /> inating the property owned by Gladys A. Mann who had previously objected <br /> to inclusion of her property in the area to be 'annexed. Dr. Purdy moved <br /> seconded by Mr. Deverell to proceed wi~h the Lombard annexation as amended. <br /> Motion carried, Messrs. Swanson and Christensen voting no. <br /> Mrs. Lauris moved seconded by Dr. Purdy to approve Item 3 of the Committee report. <br /> Motion carried, Messrs. Swanson and Christensen voting no. <br /> 3 4. Low-cost Housing - The Lane County Housing Authority had asked for time at <br /> the Committee of the Whole meeting to make a presentation of a survey con-. <br /> cerning need for low-cost housing for elderly people in the Eugene-Spring- <br /> field area. Mr. Lee Anderson, executive secretary of the Housing Authority, <br /> introduced the members of the Housing Authority in attendance at the meet- <br /> ing, and stated that Mr. Howard Ragan would make the preliminary presenta- <br /> tion concerning the survey and the proposed action of the Housing Authority. <br /> A graphic presentation was given by Architects Lutes and Amundson, using <br /> slides and pictographs showing some of the types of housing used by various <br /> housing authorities, and giving statistics relative to the need for low-cost <br /> housing in Lane County and including census and income figures relative to <br /> the housing of senior citizens. A copy of the complete written report was <br /> I presented to each Council member, and a copy of a proposed agreement between <br /> Lane County Housing Authority and the City of Eugene was presented for the <br /> Council's consideration. Mr. Paul Lansdowne summed up the presentation, <br /> urged the Council to consider the report and agreement, which would need ap- <br /> proval of the Housing Authority and City Council, and thanked the'Council <br /> on behalf of the Housing Authority for the opportunity to present their pro- <br /> gram. No action was taken." <br /> Mrs. Lauris moved that the City of Eugene enter into a co~operative agreement with the <br /> e Housing Authority as outlined. The motion was not seconded. <br /> Mr. Wesley:Nicholson, Mr. Alison Wysong, Mr. Lee Anderson, Mrs. Art Erickson, and <br /> Mr. Paul Lansdowne all commented on the avisabil.ity.' of l).aving the Counci 1 take some <br /> type of action so that the Housing Authority could eventually take advantage of some <br /> government money before the expiration of their agreement with the Federal govern- <br /> ment. Some of the Council members stated they felt they did not know enough about <br /> the study and the report and the proposed agreement, and Mr. Swanson moved seconded <br /> by Dr. Purdy to bring this matter before the Council Committee of the Whole at the <br /> November 7, 1963 meeting. Motion carried. <br /> LICENSES <br /> 4 The following applications were submitted for renewal of rooming house, motel, <br /> hotel, trailer park licenses, as approved by the Police, Fire, Build ing, and Health <br /> I Departments: <br /> Broadway Rooms and Apartments, 372 West Broadway - Ena E. Brunson <br /> Lichty Rooming House, 1035 Jefferson - Dorothy Lichty <br /> Douglas G.
