<br />489~ <br /> <br />e <br /> <br />2/10/64 <br /> <br />I <br /> <br />Eugene, Oregon <br />Council Chamber <br />February 10, 1964 <br /> <br />00 <br />1""""'1 <br />~ <br />IY <br />~'"""'" <br />Xi <br />~ <br /> <br />The regular meeting of the Common Council of the City of Eugene, Oregon, was called <br />to order at 7:30 p.m. in the Council Chamber on February 10, 1964 by Council President- <br />Catherine Lauris with other Council members present as follows: Messrs. Chatt, Swanson <br />(arrived late), Christensen, Deverell, and Hawk. Messrs. Crakes and Purdy were absent. <br />Mayor Cone arrived later in the meeting. <br /> <br />The invocation was given by Rev. David White, pastor of Westminster Presbyterian <br />Church. <br /> <br />e <br /> <br />The minutes of the adjourned meeting of January 27, 1964, as mailed to members of <br />the Council, were approved. <br /> <br />NEW BUSINESS <br /> <br />1 <br /> <br />Mrs. Lauris read a letter from Mayor Cone addressed to Judge Edwin Allen, commend- <br />ing him for his service on the Civil Service Commission for the City of Eugene and act- <br />ing as trial judge for hearings held by that Commission, and-also congratulating him on <br />his appointment to the Circuit Court bench. <br /> <br />I <br /> <br />Judge Allen then thanked the Mayor and Mrs. Lauris for the letter and commented that he <br />appreciated having had the opportunity to serve and-that he thought more people should <br />have the experience of serving on the Civil Service Commission toward having a better <br />understanding of the workings of the Fire and Police Departments and the Civil Service <br />Commission. <br /> <br />2 <br /> <br />A change order was read concerning counters and tables in various departments in. <br />the new City Hall, and Jim Longwood, architect, explained the items contained in the <br />change order which added a total of $12,649.00. <br /> <br />Mr. Chatt moved seconded by Mr. Christensen that the change order be approved. Rollcall <br />vote. All councilmen present voting aye, motion carried. <br /> <br />3 <br /> <br />The City Attorney reported on the Pearl Street Extension suit, Crumbaker and Williams <br />vs City of Eugerie, stating the Court had found in favor of the City of Eugene. However, <br />he also pointed out that Judge Fort had enjoined the City of Eugene from paying $51,000.00 <br />to the Century of Progress Fund for property the City already owned. <br /> <br />Councilman Swanson arrived at the meeting. <br /> <br />4 <br /> <br />Mayor Cone had recommended the appointment of Kenneth Kohnen, 3410 Bell Avenue, to <br />replace C. Robert Altman, resigned, as a member of the Library Board for the term end- <br />ing January 1, 1967. <br /> <br />I <br /> <br />Mr. Chatt moved seconded by Mr. Swanson that Kenneth Kohnen be appointed to the Library <br />Board as recommended. Motion carried. <br /> <br />5 <br /> <br />The City Manager read a letter addressed to Mayor Cone from the State Health Officer, <br />Dr. Richard H. Wilcox, quoting facts and figures in relation to dental decay rates in the <br />United States and also within the State of Oregon. Dr. Wilcox recommended that the City <br />make some adjustment in the fluoride content of the public water supply and suggested <br />that the City give serious consideration to a program of fluoridation of the community's <br />drinking water. The letter was received and placed on file. <br /> <br />e <br /> <br />6 <br /> <br />A request was received from North Eugene High School and from the sophomore class <br />at South Eugene High School for permission to operate dime lines similar to the request <br />previously submitted by South Eugene seniors. <br /> <br />Mr. Chatt moved seconded by Mr. Christensen to limit this activity to the South Eugene <br />seniors. <br /> <br />Upon further discussion and questions answered by the Police Chief, the motion was with- <br />drawn, and Mr. Chatt then moved seconded by Mr. Christensen to refer the matter to the <br />staff.
