<br />Resolution No. 1035 Authorizing placing on ballot May 15, 1964 initiative petition concerning
<br />use of park property for. other than recreational purposes was submitted and read in full.

<br />Mrs. Lauris moved seconded by Mr. Chatt that the resolution be adopted. Rollcall vote. All council-
<br />men present voting aye, the motion carried.

<br />Resolution No. 1036 - Authorizing placing on ballot May 15, 1964 Charter amendment authorizing
<br />acquisition of property for limited access roads, and repealing Charter amendment enacted May 11, 1961
<br />restricting acquisition of property for limited access roads, was submitted and read in full.
<br />
<br />Mrs. Lauris moved seconded by Mr. Chatt that the resolution be adopted. Rollcall vote. All council-
<br />men present voting aye, except Mr. Christensen voting no, motion carried.
<br />
<br />4 Resolution No. 1037 - Authorizing placing on ballot May 15, 1964 $4,200,000 general obligation
<br />bond issue for sewers in Bethel-Danebo area and for sewage treatment plant expansion was submitted
<br />and read in full.

<br />Mrs. Lauris moved seconded by Mr. Chatt that the resolution be adopted. Rollcall vote. All council-
<br />men present voting aye, motion carried.
<br />
<br />Councilman Swanson left the Council meeting at this point.

<br />5 Resolution No. 1038 - Authorizing placing on May 15, 1964 ballot a $2,500,000 revenue bond issue
<br />for off-street parking facilities and pledging 75%, or $150,000, whichever is greater, of on-street
<br />parking meter revenues to retire the bond issue was submitted and read in full.
<br />
<br />Mrs. Lauris moved seconded by Mr. Chatt that the resolution be adopted. Rollcall vote. Motion de-
<br />feated, Messrs. Chatt, Christensen, Crakes, and Purdy voting no; Mrs. Lauris and Messrs. Deverell and
<br />Hawk voting yes.
<br />
<br />After some discussion, it was recommended that the resolution be reworded before the issue is placed
<br />on the may 15, 1964 ballot to provide that 50%, or $85,000, whichever is greater, of on-street parking
<br />meter revenues would be pledged as security to retire the bond issue. A motion was so made by
<br />Mrs. Lauris and seconded by Mr. Chatt. Rollcall vote. Motion carried, Mrs. Lauris and Messrs. Chatt,
<br />Deverell, Hawk, and Purdy voting yes; Messrs. Christensen and Crakes voting no.

<br />6 Resolution No. 1039 - Authorizing placing on ballot May 15, 1964 Charter amendment providing for
<br />$500 maximum fine in Municipal Court instead of $200 was submitted aqd read in full.

<br />Mrs. Lauris moved seconded by Mr. Chatt that the resolution be adopted. Rollcall vote. All councilmen
<br />present voting aye, motion carried.

<br />Resolution No. 1040 - Authorizing lease agreement with Eugene Boys Athletic Association for space
<br />in new City Hall was submitted and read in full.

<br />Mrs. Lauris moved seconded by Mr. Chatt that the resolution be adopted. Rollcall vote. All councilmen
<br />present voting aye, except Dr. Purdy voting no, motion carried.

<br />Resolution No. 1041 - Authorizing two l-hour parking spaces at 22nd and Emerald; 2-hour parking
<br />limits on 13th between Ferry and Patterson; no parking on Hilyard from 23rd Avenue south; and no
<br />parking on west. side of Baker north from 28th Avenue was submitted and read in full.

<br />Mrs. Lauris moved seconded by Mr. Chatt that the resolution be adopted. Motion carried.

<br />9 Resolution No. 1042 - Calling hearing on April 13, 1964 concerning withdrawing from Willakenzie
<br />Rural Fire District that area annexed to the City of Eugene on January 13, 1964 (Lematta Estates) was
<br />submitted and read in full.

<br />Mrs. Lauris moved seconded by Mr. Chatt that the resolution be adopted. Motion carried.

<br />10 Resolution No. 1043 - Authorizing agreement with State of Oregon and Lane County concerning
<br />Eugene-Mapleton Highway was submitted and read in full.

<br />present voting aye, motion carried.
