Bailey Lane School Site - In order to make the best use of land owned ! by the City of Eugene and School District No. 4 in the Ascot Drive/ , Bailey Lane area, where the School District proposes to-build a school, it was recommended that the City exchange certain acreages with the School District in order to consolidate holdings which would allow the School District to construct their building on Bailey Lane and which would allow the City to consolidate its park properties to the south and off Ascot Drive. It was proposed that the house now lo- cated on park property would eventually be removed. A map showing the location of the properties of the City and the District was pre- sented.. Mr. Chatt moved seconded by Mr. Christensen to approve the exchange as proposed. Motion carried. e Mrs. Lauris moved seconded by Mr. Swanson to approve.Item 5 of the Committee report. Motion carried. 2 6. Paving Monroe, 1st to Clark - The Public Works Department recommended that Monroe Street between 1st Avenue and Clark Street be paved, stating that the results of a poll showed owners of 35% of the abut-. I ting property in favor, 38% against, and 27% no reply. Mr.Christen- sen moved seconded by Mr. Chatt to initiate the paving. Motion carried. Mr. Christensen moved seconded by Mr. Swanson to approve Item 6 of the Committee re- port. Motion carried. , 3 7. Coburg Road Right-of-Way - It was recommended that the City purchase property at 1425 Coburg Road from Mr. and Mrs. Robert R. Armstrong for $1620, and at 1948 Coburg Road from Richard M. and Alice J.Tone for $430 for right-of-way to allow widening of Coburg Road.. Mrs. Lauris moved seconded by Mr. Deverell to approve these two purchases. Motion carried. Mrs. Lauris moved seconded by Mr. Swanson to approve Item 7 of the Committee report. Rollcall vote. All councilmen present voting aye, motion carried. 4 8. Planning Commission Report, June 22, 1964 a. Annexation area east of Coburg Road, north of Willakenzie Road, Adkins et al (64-031) 5 b. Annexation area south of Interstate 5, west of Henderson Avenue, Wingard-Weaver (64-071) 6 c. Annexation area southeast corner Beltline and Gilham Roads, General Properties (64-070) I The Planning Commission recommended annexation of the three areas. Mr. Chatt moved seconded by Dr. Purdy to approve the annexations. Motion carried. 7 d. Vacation Gordon Highway - The Planning Commission recommended ap- proval of the request by owners of adjacent property for vacation of Gordon Highway located west of Chambers Street and north of the Lorane Highway. Dr. Purdy moved seconded by Mr. Chatt to approve e the vacation. Motion carried. 8 e. Parcel Release and Street Dedication,Linnea Park - Requested was the release of a l-foot easement along the westerly 313.4 feet of Parcel "A", Linnea Park Subdivision, and the dedication of a 10-foot strip of right-of-way along the same property for street purposes. Dr.Purdy moved seconded by Mr. Chatt to approve the re- lease and the dedication. Motion carried. Mrs. Lauris moved seconded by Mr. Swanson to approve Items 8a, 8b, 8c, 8d, and 8e of the Committee report. Motion carried. 9 9. County Zoning, Shopping Center north of Willamette River - Mayor Cone stated that the Lane County Commissioners would be making a decision next week regarding the zoning of the area for the proposed shopping center north of the Willamette River and, based on the recommendation I of the Eugene Planning Commission to the City Council that it should take action necessary to effect the immediate annexation of the area, it would seem that the Council should give some indication of the. position of the City with regard to this proposed Valley River Shop- ping Center.
