Blower Pipe Over Lawrence: between 3rd and SP Tracks, Eu~ene Planing Mill _ e <br />The City Manager read a request from Mr. Ansel Hyland of the Eugene Plan- <br />.ing Mill for permission to construct a'blower'pipe across Lawrence Street <br />between 3rd Avenue and the 'Southern Pacific railroad tracks ~ This single <br />pipe would replace three pipes destroyed by the Eugene Planing Mill fire: <br />It was recommended that an agreement ,be drawn which would provide for the <br />erection of the pipe at no cost to the tity, that'the Eugene Planing Mill I <br />would provide liability insurance coverage which would ho14 the City free ~ <br />and harmless fr.om any accident which might arise due to the constru'c;tion <br />of the pipe, and that the pipe would:be removed at no cost to the City <br />~ upon request to the proper parties by the: Council or theC~ty of 'Eug'ene. <br />Mr. Chatt moved 'seconded by Mr. Devereil to:approve the request for tqe <br />construction of the pipe with the conditi6ns as outlined to be i~cluded <br />.in the agreement. ,Motion carried. <br /> <br />Mrs. Lauris moved ~econded by Mr. Swanson to approve Item 1 of the Committee report: <br />Motion carried. <br /> <br />2 2. Curb Sidewalk, north side o.f :14th between Polk and Taylor - Owners of <br />:100% of the 'property ~l~ng 14th between Polk and Taylor requested per-' <br />mission to install curb sidewalks. The Public Works Department reported <br />that this was th,e second time this reql.l;est has been before the Council, - <br />the first time it was rejected.' The Pub~ic Works Department als5 re- <br />'ported a petition had also been presented for curb sidewalks on Taylor <br />between 14th and 15th and on 15th between Polk and the east boundary of <br />the school, and .recommended denial of the r~qu~st and that: st~ndard .set-.' <br />. :back sidewalks be required as on Taylor and'15th~ Mr. Christensen <br />moved seconded by Mrs. Lauris to 'approve the request for the c~rb side~ <br />walk. On discussion of the motion by the Counctl, it was suggested . <br />that the Council should view the, area :before making a decision. Mr'.Crake-s <br />moved seconded by Mr. Chatt to hold the item over until the Council could I <br />view the area. Motion carried. <br /> <br />4 . 3. ~roposed Ordinance, City Commission on Human Relations - The 'City Manager <br />read a draft .of a proposed ordinance which would create a Cit.y c~mmis- <br />sion on human relations. Mrs. Lauris moved seconded by Mr. Crakes to <br />approve the 'pres'entat ion of the ordinance at the regular Council meeting <br />'of July 13, ,1964'.' ' <br /> <br />On the Mayor's call for discussion, comments were given by Mrs.MacKtnnon, e <br />Dr. Campbell', and Mr. Johnson,members of the Civil Rights Corp.missiOri. <br />Several comments' were given by members :6f :the Council with regard' to, some <br />of the sections of the proposed ordinance, part.icularly :Section 5 haying' <br />to do with- the powers and duties 'of .the Oommission; , <br /> <br />Mr. Deverell. mov~d seconded by Mr. Chatt to hold this item over and that <br />the Council meet with the Civil Rights Commission on Tuesday, July 14,196-4; <br />at 4:00 p.m.' Motion carried. . , <br /> <br />Mrs..
