<br />r168' ; <br /> e <br />11/9/64 <br />- <br /> I <br /> Council Chamber <br /> Eugene, Oregon <br /> November 9, 1964 <br /> The regular meeting of the Commo,n Council .of, th,e .Gity of Eugene, Or.egon, was <br /> called to order at 7:30 ~.m. in the Council Cha'mher 'on' November 9, 1964 by His Honor <br /> Mayor Edwin E. . Cope with the followi,ng counci~men present: . Mrs. Lauris, Messrs. _ <br /> Chatt, Swan"son, Deverell,Crakes, ?no Hawk. Councilmen Christensen an'd: Purdy were <br /> absent. <br /> The minutes ~f the a~journed meeting h~ld Octob~r_ 26, 1964, as mailed to members <br /> of the Council, were approved. <br /> NEW BUSINESS ; e <br /> : , <br />1 Mr. Swanson moved seconded by Mr. Deverell not to accept the resignation of <br /> C. Dan Christensen as Council member from the fourth ward. Motion carried. <br />2 The City Manager stated that the latest unofficial tally of votes "in Ward I shows <br /> Mrs. Lauris to be about 25 votes ahead of Mr. Thomas, and that since the City could I <br /> not- legally call for a recount of the votes in any precinct or ward the request would <br /> necessarily have t9 come from a candidate or a political party. The City Manager sug- <br /> gested that, pending the certification of the Elections Department on the final total <br /> in Ward ~ perhaps no action be taken at this time. <br /> Mr. Swanson moved seconded by Mr. Hawk that the Council take no action at this time <br /> concerning a possible recount of votes in Ward I. Motion carried. <br />3 Councilman Swanson asked concerning the traffic progression on 18th Avenue east- <br /> bound from Willamette Street, and also if parking stalls could be useful on Universtty <br /> off 18th to allow more uniform parking. The Traffic Engineer stated the signals would <br /> be checked on 18th for progression within the next day or two"and that in his opinion <br /> the painting of full-length traffic stalls on University would possibly lessen the <br /> number of cars which would be able to park since many of the cars in the area are <br /> compacts. <br />4 Mayor Cone asked a question concerning traffic progression on Olive and Oak <br /> Streets, and the Traffic Engineer stated that since the opening of 11th Avenue and <br /> the direction of the flow of traffic on 11th the lights are now back in former se- <br /> quence. Also, the Traffic Engineer answered a question from Councilman Deverell con- <br /> cerning possible signalization at 29th and Hilyard. Councilman Hawk suggested that <br /> yellow zones be painted on Columbia at 15th at the intersection curbs which would <br /> allow sight clearance on this corner. This was to be checked by the Traffic Department. <br />5 The City Manager stated the Civil Aeronautics Board had set January 20, 1965 as I <br /> the date for the hearing on West Coast's petition for exclusive air service at Medford, <br /> Eugene, and Salem, and the place and time would be stated in a later notice. <br />6 A tabulation of bids as opened October 15, 1964 was presented by Cornell, Howland, <br /> Hayes, & Merryfield, design engineers, on the construction of the Bethel-Danebo Sewage <br /> Pumping Station (tabulation on file with contract in Finance Department). <br /> Mrs. Lauris moved seconded by Mr. Chatt that the contract be awarded to Heinkel - <br /> Mechanical Contractors, 1620 East Burnside, Portland, Oregon, on their low bid price <br /> of $181,541.00, using Worthington pumps, Caterpillar engipe and generator, and includ- <br /> ing the added alternate of installation of a woven wire fence. Rollcall vote. All <br /> councilmen present voting aye, motion carried. <br />7 Monthly payment estimates, as approved by the Public Works Department, and in - <br /> eluding two progress payments were submitted and read as follows: <br /> R.
