Mr. Harrang stated for himself personally that he felt <br /> certain constitutional rights of the peo),)le were involved anq violated. Also <br /> speaking in protest to the placing of the Cross o~ Skinners Butte ,were Rev.David <br /> B. White~ Messrs. Douglas Straton, Alfred Bloom, Daviq Litman. J. S. Armstrong, <br /> and Dave Anderson. <br /> e Among those speaking in favor of permitting the C~oss to remain on Skinners Butte <br /> were Mr. Leslie Erb, Mmes. Victor Morris, Walton, Cal ~oung, Brown,':and Hamirton,and <br /> Messrs. Claude Gibson, H.B.Hawkins, Murray McLees, Charles F. Doane, and Rev.Carl- <br /> ton Buck. <br /> The question was then called for on the original motion to issue building and <br /> electrical permits, am on rollcall vote, motion carried with all counci~men present <br /> I voting aye, except Mrs. Lauris voting no. <br /> 1 Oregon "0" on Skinners Butte - The City Manager read a letter from the president of <br /> the Associated Students of the University of Oreg~n which stated they had adopted <br /> a resolution concerning replacement of the "0" on the .Butte and its maintenance. <br /> Council members suggested liability insurance should be carried. <br /> Mr. Chatt moved seconded by Mr. Swanson to concur in replacement of the "0" and <br /> its maintenance as stated by the Students with the matter of liability insurance <br /> to be determined. Motion carried, Mrs. Lauris voting no. <br /> "'/\";'\"'l\ . <br /> A letter from Eugene Water & Electric Board was read which stated that they had a <br /> contract with Eugene Sand & Gravel Company providing that the cost of pow~r to <br /> light the Cross would be paid by Eugene Sand & Gravel. <br /> ORDINANCES <br /> 2 Council Bill No. 6851 - Levying assessments for paving. Emerald Street in 1st and 2nd Additions to <br /> Southern Oaks, submitted and read the first time in full*and held over for proper notice of assessment <br /> to be given owners of affected property, was brought back for consideration with no written protests on <br /> file. ,'(On November 23, 1964. <br /> Mrs. Lauris moved seconded by Mr. Chatt that the bill be read the second time by cruncil bill number <br /> I only, with unanimous consent of the Council. Motion carried unanimously and the bill was read the <br /> second time by council bill number only. <br /> Mrs. Lauris moved seconded by Mr. Chatt that the bill be read the third time by council bill number <br /> only, with unanimous consent of the Council.
