<br /> ~ <br /> 191 <br /> e <br /> 12/14/64 <br /> I <br /> 1 The following applications for renewal of liquor licenses, as approved by the <br /> Police Department, were approved by telephone poll of Council members on December 4, <br /> 1964: <br /> Retail Malt Beverage Class A - Robinson's Cafe, 550 East 13th <br /> Package Store Class B - .Fairfield Market, 430 Gilbert Street <br /> . <br /> Class B Dispensers - The Embers Club, 1811 Highway 99N <br /> Mrs. Lauris moved seconded by Mr. Chatt that approval of the license applications be <br /> confirmed. Motion carried. <br /> e 2 The following applications were submitted for renewal of liquor licenses,as <br /> approved by the Police Department: <br /> . <br /> Retail Malt Beverage Class A - Rod's Hof Brau, 1030 Highway 99N <br /> Restaurant (A)- Rico's Red Lion Pizza Parlor, 1795 West 6th <br /> I Package Store Class B - Ben's Welcome Market, 2885 Hilyard <br /> L&1 Market, 1591 Willamette <br /> Class B Dispensers - Carriage Trade Restaurant and Broadway Coffee Shop, <br /> 159 East Broadway <br /> Cathay, 165 West 11th <br /> Mrs. Lauris moved seconded by Mr. Chatt that the applications be approved. Motion car- <br /> ried. <br /> 3 Mayor Cone stated that since this may be the last Council meeting at which Council- <br /> men Swanson and Deverell will be present, he wanted to extend his personal thanks and <br /> appreciation for the co-operation and interest shown by these two council members who <br /> will be retiring from office at the end of the month. <br /> 4 Councilman Swanson stated that he is concerned with the fact that the University <br /> of Oregon is extending its housing projects within the City of Eugene. These housing <br /> projects require all City services but the property is not contributing through taxes <br /> to the cost of services supplied by the City. <br /> Mr. Swanson moved seconded by Mr. Deverell that the City staff negotiate a contract <br /> with the University of Oregon for a payment in lieu of taxes for the housing projects <br /> owned by the University in an amount equivalent to the cost of police and fire pro- <br /> I tection. Motion carried. <br /> COMMITTEE REPORTS <br /> Committee meeting held December 3, 1964: <br /> "Present: Mayor Cone; Councilmen Chatt, Swanson, Deverell, Crakes, Hawk, and <br /> Purdy; Councilmen-elect Anderson and Lassen; City Manager; Asst. <br /> e City Manager; Cit y Attorney; City Recorder; Director of Public <br /> Works; and others, including members of the Mayor's Downtown Study <br /> Committee. <br /> 5 l. Off-street parking program - Councilman Hawk, chairman of the Downtown <br /> Study Committee, designated on a wall map the current boundary of the <br /> proposed parking assessment district and explained that no C-3P zoned <br /> properties were included. The Study Committee recommended establish- <br /> ment of approximately 1000 parking spaces within the a~sessment area. <br /> In establishing the various lots to be used for parking spaces, the <br /> Study Committee had paid particular attention to the direction of <br /> traffic flow. Also, the Study Committee had stated the lots would be <br /> left on the tax rolls, and the current City-owned parking lots will <br /> be excluded from the assessment district. Mrs. Kaufman of Kaufman <br /> Bros. spoke, stating that she is ver~ much in favor of the parking <br /> assessment district and strongly urged that the project be started im- <br /> I mediately. After considerable discussion, Mr. Swanson moved seconded <br /> by Mr. Crakes to adopt the off-street parking program as outlined, <br /> using the boundary recommended by the Downtown Study Committee.
