Variance. U. S. National Bank. 807 East 13th ~ A variance had previously <br />been granted to U. S. Natimal Bank to use a trailer as temporary quar- <br />ters for a branch bank at 807 East 13th Avenue. The variance expires <br />January 22, 1965. The Bank now requests extension to July 3l, 1965 <br />due to problems in acquiring a site for their building. <br /> <br />Mr. Chatt moved seconded by Mrs. Lauris to extend the variance to July 31, 1965. Mo- <br />tion carried. <br /> <br />2 <br /> <br />7. EWEB Right-of-Wav. Moe - The Eugene Water & Electric Board requested <br />execution of a quitclaim deed relinquishing an easement to Mr. and <br />Mrs. Sig Moe for an electric line across their property near Hayden <br />Bridge Plant. <br /> <br />Mrs. Lauris moved seconded by Mr. Lassen to approve execution of the quitclaim deed. <br />Rollcall vote. All councilmen present voting aye, motion carried. <br /> <br />3 <br /> <br />8. Hearing. Oakhill-Clark Section - It was announced that ,the State Highway <br />Department had advised that informal hearings would be held in Harris <br />Hall from 9:00 a.m. to 9:00 p.m. on February 1 and 2, 1965 and from 9:00 a.m. <br />to 12:00 noon on February 3, 1965 concerning the Clark Street-Oakhill section <br />of Highway 105. The formal hearing would commence at 2:00 p.m. on Wednesday, <br />February 3, 1965. <br /> <br />The announcement was received and placed on file. <br /> <br />4 <br /> <br />9. Zoning Ordinance - Dr. Purdy suggested that the Mayor appoint a repre- <br />sentative from the City Council to meet with Planning Commission com- <br />mittee members who are working on a new zoning ordinance for the city <br />of Eugene. Mayor Cone suggested the appointment of Mr. Crakes and <br />Mr. Lassen, and they agreed to act as the Council's representatives. <br /> <br />5 <br /> <br />10. National Legislative Conference - The City Manager announced that a <br />National Legislative Conference would be held in Washington, D. C., <br />March 30 to April 1, 1965, to acquaint legisla.tors and ,municipal <br />officials with legislation being presented ~n the 89th Congress. <br /> <br />Dr. Purdy moved seconded by Mr. Crakes that the city of Eugene send a delegate to this <br />Conference. Motion carried. <br /> <br />6 <br /> <br />ll. Urban Transportation Short Course - The City Manager announced that a <br />short course in urban transportation planning would be held in San <br />Francisco February 8 to ll, 1965; registration fee for the course is <br />$50. Dr. Purdy suggested that Mrs. Betty Niven, a member of the Eugene <br />planning commission, who would be in that area during February, might <br />be interested in attending providing her expenses were paid~ <br /> <br />Dr. Purdy moved seconded by Mr.Chatt to allow expenses for Mrs. Niven to attend the <br />Short Course if she so desires. Motion carried. <br /> <br />7 <br /> <br />l2. Eugene Housing Needs 1970. Niven -: Mrs. Betty Niven, who has been <br />studying at the University of California, prepared a study report <br />of housing needs in Eugene, Oregon in 1970 and distributed copies <br />of the study to members of the City Council and staff. She then <br />outlined the problems encountered in securing information for the <br />report, some of the information actually giNen in the report, and <br />the purposes of the report. Mayor Cone thanked Mrs. Niven for her <br />interest and work in this field and the copies of the report pre- <br />sented. <br /> <br />No action was taken. <br /> <br />ORDINANCES <br /> <br />8 <br /> <br />Council Bill No. 6886 - Levying assessments for paving Linnea Avenue from Norkenzie Road to <br />Tarpon Street, submitted and read the first time in full on January ll, 1965 and held over for proper <br />notice of assessment to be given owners of affected property, was brought on for consideration with <br />no written protests on file. <br /> <br />Mr. Chatt moved seconded by Mrs. Lauris that the bill be read the second time by council bill number <br />only, with unanimous consent of the Council. Motion carried unanimousl~ and the bill was read the <br />seconrll time by council bill number only. <br /> <br />II <br /> <br />Mr. Chatt moved seconded by Mrs. Lauris that the bill be read the third time by council bill number <br />only, with unanimous consent of the Council. Motion carried unanimousl~ and the bill was read the <br />third time by council bill nUmber only. <br /> <br />Mr. Chatt moved seconded by Mrs. Lauris that the bill be approved and given final passage. Rollcall <br />vote. All councilmen present voting aye, the bill was declared passed and numbered 13728. <br /> <br />L <br />
