Motion <br />carried. <br /> <br />COMMITTEE REPORTS <br /> <br />I <br /> <br />Committee meeting held January 28, 1965: <br /> <br />"Present: Mayor Cone; Councilmen Chatt, Lauris, Hawk, Purdy, Anderson, Lassen; <br />City Manager; Assistant City Manager; City Attorney; City Recorder; <br />Assistant City Recorder; Director of Public Works; and others. <br /> <br />2 <br /> <br />1. Recertification. Workable Program - The City Manager stated that the build- <br />ing department had been gathering information and setting up a proposed . <br />program to be included in an application to the Federal government for re- <br />certification of Eugene's Workable Program. An outline of the material in- <br />cluded in the application was given. Mrs. Lauris moved seconded by Mr.Chatt <br />to approve presentation of the application for recertification of the Work- <br />able Program. Motion carried. . <br /> <br />Mr. Chatt moved seconded by Mrs. Lauris to approve Item 1 of the Committee report. Mo- <br />tion carried. <br /> <br />The City Manager read a letter from Mrs. Jean W. Crocker of 1567 Jefferson Street, <br />Eugene, protesting the approval of the request for recertification. Mrs. Crocker <br />stated that should the Program be enforced, it would mean there would be direct in- <br />vasion of the privacy of an individual's home, and she suggest~d that the,Council dis- <br />miss the recertification completely: <br /> <br />3 <br /> <br />2. Housing Code Administration - The City Manager read a preliminary report <br />outlining a housing code enforcement program suggested by the building de- <br />partment. The report included explanation of the housing code, the.initial <br />inspection areas, public relations, and financing. No action was taken. <br /> <br />I <br /> <br />Mr. Chatt moved seconded by Mrs. Lauris to give approval of the preliminary report con- <br />cerning the housing code. Motim carried. <br /> <br />4 <br /> <br />3. Assessment.Policy. Donald Street Sidewalk - The Public Works Director <br />pointed out on a map the general area on south Donald Street where the <br />City had constructed sidewalks on one side of the street and now proposes <br />to assess properties on both sides of the improvement in line with the <br />ordinance now in force in the City Code. Discussion followed, but no <br />action was taken. <br /> <br />e <br /> <br />Mr. Chatt moved seconded by Mrs. Lauris that Item 3 of the Committee report be received <br />and placed on file. Motion carried. <br /> <br />5 <br /> <br />4. Fixed Base Operator. Mahlon Sweet Field - A group of local businessmen, <br />headed by Jack York of Jack & Cee Motors, desire to obtain assignment of <br />Milton Ruberg's lease for a fixed base operation at Mahlon Sweet Fiefd. <br />They indicate they would accept the terms ~nd oonditfons of the lease, <br />including paying the fuel flowage fee and providing a $5000 performance <br />bond. They also would like to rent the old United Air Lines building <br />for an office for a period not to exceea 18 months at a monthly rental <br />of $250. Mr. Chatt moved seconded by Mrs. Lauris to assign Mr. Ruberg's <br />lease to the group, subject to approval of the airport commission.
