Motion <br />carried. <br /> <br />1 <br /> <br />2 <br /> <br />2. Report on Single Transient Males - Mr. Darrell Smith, chairman of the committee on <br />Community and Neighborhood Affairs, explained the written report submitted by his <br />committee. He suggested that the Mayor appoint a committee to investigate location <br />of a new site for the Eugene Mission, since the Mission Board had been told that the <br />present location will be used by the Oregon State Highway Commission in the near <br />future. <br /> <br />Mr. Chatt moved seconded by Mr. Crakes to receive and file the report, and to recom- <br />mend that the Mayor appoint a committee to assist in the relocation of the Eugene <br />Mission. Motion carried. <br /> <br />3. Bids. South Amazon Park. Opened Ma'y 6. 1965 - The Parks and Recreation Director <br />stated that two bids had been received for the improvement and construction of <br />structures at South Amazon Park. One was from Krumdieck Bros:, $50,623; the <br />other' was from Howard Nelson, $54,894; and both were approximately $14,000 more <br />than the cost estimated by the Parks Department. It was recommended that the bids <br />be rejected and a new bid call issued. Mr. Chatt moved seconded by Mr. Lassen to <br />approve the recommendation. Motion carried." <br /> <br />Mr. Chatt moved seconded by Mr. Crakes to approve Items 2 and 3 of the Committee report. Motion car- <br />ried. <br /> <br />3 <br /> <br />Items on May 20, 1965 committee agenda not considered at that time: <br /> <br />1. Pumper Truck. Coast Apparatus Company - The City Manager reported he had received <br />a communication from Howe Apparatus Company in which they said they had assumed the <br />contract from Coast Apparatus Company to furnish the city of Eugene a 1000 gpm <br />pumper truck. He also reported that a performance bond covering delivery of the <br />truck as contracted for had been received from Howe Apparatus Company. <br /> <br />Mr. Chatt moved seconded by Mr. Lassen to approve assignment of the contract for purchase of the pumper <br />truck to Howe Apparatus Company by Coast Apparatus Company. Rollcall vote. All' councilmen present <br />voting aye, except Mrs. Lauris voting no, motion carried. <br /> <br />4 ' <br /> <br />5 <br /> <br />6 <br /> <br />2. Planning Commission Report - May 4.' 1965 <br />a. Vacation portion Oak Grove Drive at Spring Boulevard. Campbell - The Planning <br />Commission recommended approval of this vacation. <br /> <br />b. Relocation. Eugene Fruit Growers - Upon referral by the Council, the relocation <br />of the Eugene Fruit Growers plant in the Bethel-Danebo area at some future date <br />was recommended for approval by the Planning Commission. (See Council action on <br />May 10, 1965.) <br /> <br />c. Rezoning 8th and Almaden. Postoffice - The Planning Commission requested per- <br />mission to hear a request for rezoning the northeast corner' of 8th and Almaden, <br />to allow a branch postoffice location, at its regular monthly meeting June 1,1965 <br />rather than the regular quarterly zoning meeting in July. <br /> <br />7 <br /> <br />Mr. Chatt moved seconded by Mrs. Lauris to approve Items 2a, 2b, and 2c. Motion carried. <br /> <br />8 <br /> <br />3. Paving Larkwood Street in 3rd Addition to Pine Ridge Park - A petition was submitted <br />for this paving by owners of 100% of the abutting property. <br /> <br />4. Paving Elanco Lane from Norkenzie Road to 220 feet east; and sanitary sewer in area <br />between Elanco Lane and Holly Street from Norkenzie Road to 200 feet east - This <br />petition was submitted by owners of 50% of the affected properties. The Public Works <br />Department r~ported that a reserve strip will be retained along the south side of <br />Elanco Lane to restrict access until additional right-of-way is dedicated. The peti- <br />tioner would be required to pay all paving costs until the additional right-of-way is <br />dedicated. <br /> <br />Mr. Chatt moved seconded by Mrs. Lauris to approve Items 3 and 4 for paving and sewers. Motion car- <br />ried. <br /> <br />9 <br /> <br />5. Segregation of Assessment. Prince - Mr. George T. Prince applied for segregation of <br />assessment for paving and sewers on 38th Avenue between Willamette Street and Watkins <br />Lane. Mr. Prince division of the total assessment against Tax Lots 200, 201, and 202 <br />($2571.70) so that it could be applied to four lots - A. $522.07, paving, $91.61, sewer; <br />B. $483.40, paving, $30.92, sewer; C. $602.71, paving, $47.89,' sewer; D. $570.13, paving, <br />$222.97, sewer. <br /> <br />Mr. Chatt moved seconded by Mr. Crakes to approve the requested segregation of assessment. Motion <br />carried. <br /> <br />6. Census - The City Manager reported that a recent population count in the <br />Acorn Park area had resulted in a certification of 830 additional Eugene <br />the State Census Board, making a total certified population at this' time of <br /> <br />newly annexed <br />residents to <br /> <br />71 , 140 . <br /> <br />7. National League of Cities Conference - The City <br />president of the NLC, which called attention to <br />28, 1965, and urging Council members to attend. <br /> <br />Manager read a letter from Mayor Maier, <br />the NLC conference in Detroit, July 24- <br /> <br />5/24/65 - 4 <br /> <br />II~ <br />
