Motion carried. <br /> Mr. Chatt moved seconded by Mr. Crakes to approve Item 10 of the Committee report. Rollcall vote. <br /> All councilmen present voting aye, motion carried. <br /> 1 11. Advance Planning Funds, Community Facilities Administration HHFA, Storm Sewers - <br /> The Public Works Department recommended that the city of Eugene apply for advance <br /> planning funds from the Community Facilities Administration of HHFA to finance a storm <br /> sewer study to supplement the existing sewer study. The loan would be repaid if and when <br /> construction is started. The study would be made by Cornell; Howland, Hayes & Merryfield <br /> and cost about $30,000. Dr. Purdy mov~d seconded by ~r. Lassen to authorize the applica- <br /> tion. Motion carried. <br /> 2 12. Crosswalk. . Agate at 14th Avenue - In connection with the East Campus Development <br /> project under Urban Renewal, a crosswalk was proposed on Agate Street where 14th <br />e Avenue would cross if extended. The'crosswalk would be 50 feet across the level <br /> portion with IS-foot sloping ramps on the north and south sides, 6" or 7" high curb <br /> to curb. The City Attorney state~ the City woul~ need liability protection, and <br /> the Public Works Department would need to approve the height and dr~inage of the <br /> proposed crosswalk and adjoining ramps. After further discussion, Mr. Chatt moved <br /> seconded by Mr. McNutt to approve the proposed project, providing the Un~versity of <br /> Oregon will agree to save the City harmless in any liability arising from the in- <br />I stal1ation of such a crosswalk, and providing the Public Works Department, gives ap- <br /> proval on height, drainage, etc. , and also providing the University will agree to <br /> remove the crosswalk at no cost to the City if requested to do so. Motion carried. <br /> , " <br /> 3 l3.Taxi Stands - Eugene Taxi Service requested additional parking spaces for taxi stands. <br /> The Public Works Department recommended establishment of "No Parking - Taxi Zone" <br /> signing at the two middle spaces on the west side of Wiilamette between 8th and the <br /> alley south of 8th, and at the first two spaces on the north'side of 8th just west <br /> of Willamette. Dr. Purdy moved seconded by Mr. Chatt to appr~ve the recommendation. <br /> Motion carried. <br /> Mr. Chatt moved seconded by Mrs. Lauris to approve Items 11, 12, and 13 of the Committee report. Mo- <br /> tion carried. <br /> 4 14. Franchise, Underground Crossing on Pearl Street, Citizen's Bank - The Citizen's Bank <br /> requested permnission to construct a tube conveyor system underground from the Bank <br /> at the corner of 11th and Pearl to their property on the east side of Pearl Street. <br /> The Public Works Department recommended approval of ' the request, subject to meeting <br /> requirements for construction within a public right-of-way. Dr. Purdy moved seconded <br /> by Mr. Chatt to approve the request, subject to approval of the Public Works Depart- <br /> ment and call a hearing for granting a franchise. Motion carried. <br /> The City Attorney explained that permission could be given for construction of the underground con- <br /> veyor by revocable permit so that a hearing for granting of a franchise will not be necessary. <br />I Mr. Chatt moved seconded by Mrs. Lauris to grant a revocable permit to Citizen's Bank for construction <br /> of the requested conveyor. Motion carried. <br /> 5 15. Appointment. Mission Study Committee - The City Manager reported that a list of names <br /> for'this committee had not been completed, and the committee members vpuld be named <br /> at a later meeting. <br />e 6 16. McKinley Street Fire Station (West Side) - The City Manager stated that the City <br /> Attorney had made a report concerning the City's claim for damages against the Eldon <br /> Shields Construction Company to recover the expense for installation of additional <br /> heating ducts at the McKinley Street Fire Station due to discovery of water in the <br /> underground heating ducts which is believed to be a failure in the original construc- <br /> t ion. This matter had been discussed with the architects, Balzhiser, Seder and Rhodes, <br /> and a written statement had been received from that firm. Based onthe architect's re- <br /> port, the Cit'y Attorney recommended that the file be closed and any further claim for <br /> damages dropped. Mr. Chatt moved seconded by Mr. Lassen to approve the recommenda- <br /> tion. Motion carried. <br /> 7 17. Appointment. Gas Advisory Board - Mayor Cone announced the appointment of Mr. Roy L.Bishop <br /> as a member of the Gas Advisory Board to fill the unexpired term ending January 1,1966 of <br /> Wilmot Getty, resigqed. Mr.Chatt moved seconded by Mr. Anderson to accept the appointment. <br /> Motion carried. <br />I 8 18. Segregation of Assessment, Whitbeck Boulevard between Powell and Fir Lane, Emerald Develop- <br /> ment - Segregation of the assessment for construction of the sewer north of Whitbeck <br /> Boulevard from Magladry Subdivision to Lorane Highway was requested for Tax Lot 4800 <br /> and Tax Lot 2900. The remaining assessment against Tax Lot 2900 ($820.53) would be di- <br /> vided to Lot 1 - $113.30, Lot 2 - $470.83, and Lot 3 - $236.40. The remaining assess- <br /> ment against Tax Lot 4800 ($369.64) would be divided to Lot 2 - $9.61 and Lot 3 - <br /> $360.03. Mr. Chatt moved seconded by Mr. McNutt to approve the segregation of assess- <br /> ments.
